This specification describes prescribed rainwear obtained as required or as a replacement after the initial issue date of this specification. All rainwear shall comply fully with the construction specification detailed herein and be manufactured by an approved manufacturer.
    • 1.The raincoat will be waterproof by design in a fully cut raglan shoulder design reversible to high visibility yellow-green with reflective trim. There will be a shirt-style collar, two slash through openings with hook and loop secured welts, flaps, epaulets, snap front with inner and outer storm flies, and hook and loop cuff and neck closures.
    • 2.Raincoats will be 3rd party certified as ANSI 107-2010 Class III compliant. Vendors will provide written verification of compliance to the Chicago Police Department, and the raincoat will be labeled to indicate ANSI 107-2010 Class III compliance.
    • 1.The shell fabric may be a waterproof, breathable three-layer fabric utilizing licensed Gore-tex laminate or a similar product with similar functional capabilities. Seam tape will be 3-layer tape 0.875 (7/8 inch) wide, compatible with the Gore-tex or a similar product with similar capabilities membrane. The garment will be dry cleanable and washable waterproof.
    • 2.The shell fabric may be of a waterproof, breathable dual-layer laminate.
    • 3.All seams in the shell will be waterproof taped. The tape will be applied by hot air methods. The tape will not be affected by weather, temperature, or storage. The taped seams will be tested for waterproofing in accordance with Federal Test Std. #191, Method #5514. There will be no appearance of water in the test area at 3 PSI for a period of 3 minutes.
    • 4.Reflective trim will be 3M Scotch-lite #8730 or similar product with similar capabilities, 2 inch reflective tape heat bonded to the high visibility side of the coat. The reflective material will be bordered on both sides by a black nylon border ¼ inch wide.
    Black, reversible to ANSI-approved fluorescent yellow-green
    • 1.Collar: The permanent collar will be made of two plies of the shell fabric. The collar points will be well shaped and symmetrical. The points will measure 3½ inches wide, the center width will be 4 inches. There will be a tab constructed to two plies of shell fabric measuring 3 inches long and 1 inch wide sewn into the front edge of the collar at the neck seam with hook fastener measuring ¾ inch by 2 inches sewn so that 1 inch of hook is exposed on each side at the end of the tab. There will be loop fastener measuring ¾ inch by 1 inch sewn to the under collar (on the dark side of the coat) to secure the tab when not in use. There will be loop fastener measuring ¼ inch by 2 inches sewn to both the top collar and under collar to provide adjustable neck closure when the coat is worn on either side.
    • 2.Fronts: The fronts will have six snap fasteners for closure. The top snap will be 1¼ inches from the top of the storm flap, the other snaps will be placed 6½ inches apart. The right front will have double male snap studs and will be sandwiched between the inner and outer storm flies, which will have female snaps with caps. Storm flies will measure 2½ inches wide. The fronts will be edge stitched ¼ inch gauge with a 1¼ inch strip of the specified interlining cut on the bias running down the full length of the fronts of both sides.
    • 3.Sleeves: The sleeves will be one piece raglan type design. The finished sleeve hem will measure ¾ inch wide. There will be a tab constructed of two layers of shell fabric set into the underarm seam at the cuff measuring 2 inches wide at the underarm seam and 1½ inches wide at the end and extending 2 ¾ inches out from the seam. There will be a strip of hook and loop fastener measuring 2 inches long by 1 inch wide sewn to the underside of the tab. There will be loop fastener measuring 1 inch by 6 inches long sewn to the end of the sleeve to mate with the hook fastener on the tab to provide adjustable cuff closure. There will be a male snap set through the cuff hem set 2 inches from the underarm seam and a female snap set through the cuff closure on the high visibility side. The black caps of the snaps will be on the dark side of the coat. Alternately, cuff closure may be made using a permanent, sewn into the hem elastic band which effectively closes the open cuff at the wrist, or a combination snap closure and elastic band.
    • 4.Snaps: Snaps will be non-rusting, 24 ligne, gunmetal finish on brass, heavy duty closure, and black nylon cap.
    • 5.Hook and Loop: The hook and loop fastener tape will meet specification MIL-F- 21840. Hook and loop will be black in color.
    • 6.Epaulets: The epaulets will be made from 2 plies of shell fabric of the coat, on the dark side, and will be 1 7/8 inches in width. The point of the epaulet will finish at the collar joining seam of the coat. Epaulets will be top stitched down to the shell of the jacket at the shoulder and seam sealed behind.
    • 7.Stitching: Shoulder, underarm, and side seams will be 0.1875 inch gauge, double needle chain stitch, lap seam felled construction or equally durable fastening construction. All other seams will be single needle construction. All seams will be 8 stitches per inch minimum to 12 stitches per inch maximum. Seams will be free from puckering, pleats, runoffs, and raw edges.
    • 8.Thread: Thread for single-needle lockstitch and double-needle seams will be sized #50 polyester wrapped polyester core, vat dyed. Thread color will match the fabric color when thread is visible.
    • 9.Side Openings: There will be two slash through side openings measuring 11½ inches long set in the side seams for access to equipment, weapons, and trouser pockets. These will be covered with storm welts on the dark side measuring 1½ inches wide by 12 inches long with a strip of hook and loop tape ¾ inch by 4 inches centered under the flap.
    • 10.Star / Insignia:
      • a.There will be no attached badge tab. On the left breast to both the dark side and the high visibility yellow-green side of the raincoat will be a Chicago Police Department star insignia. The appliqué will be heat applied and made from 3M Scotchlite reflective material style# 8725 or similar product with similar capabilities.
        • (1)Exempt Members
          The insignia will be gold in color and measure 3 13/16 inches high by 4 inches wide. It will feature the City of Chicago seal in the center with the words "CHICAGO POLICE" above.

        • (2)Members below the rank of exempt
          The insignia will be silver in color and measure 3 7/8 inches high by 4 inches wide. It will feature the City of Chicago seal in the center with the words “CHICAGO POLICE” above. The top-most banner will be solid silver, without wording, and the area beneath the seal will not have any numbering.
      • b.Shoulder patches, service tenure designators, and sergeant chevrons will not be sewn on the garment.
      • c.Members of the rank of lieutenant and above will wear their appropriate insignia of rank on both shoulder straps (epaulets).
      • d.Nameplate or unit designators will not be affixed to the garment.
    • 11.Size Range: The size range will be unisex

    • 13.Cap Cover: The cap cover will snugly fit the prescribed Chicago Police Department round crown cap without breaking the crown and be reversible from black to fluorescent yellow-green.
    Members currently using a raincoat and cap cover as specified by a specification that is No Longer Approved for Purchase (U06-06) are authorized to use those garments as prescribed items. However, if the rainwear is in need of replacement, the members will be required to replace the coat and cap cover with a coat and cap cover that conforms to this specification.
    The coat will be permanently labeled with the manufacturer, country of origin, and size. The label will state that this garment is approved for use by Chicago Police Department members. The label will include the date of manufacture. No manufacturer or representative may suggest that a garment is an approved Chicago Police Department prescribed garment without prior inspection of a completed sample and written authorization of the Director, Research and Development Division, Chicago Police Department.
