I.The following jurisdictions are members of the Nonresident Violator Compact (NRVC) as of March 2015:

II.Promise to Comply
  • A.The following persons will have the option of signing the "Promise to Comply" section of the Personal Service Citation in lieu of bail for minor traffic violations as specified in 625 ILCS 5/6-306.4:
    • 1.Licensed motorists residing in the above listed jurisdictions, other than residents of Illinois. For residents of Illinois refer to Section III of the Department Directive entitled, "Bond Procedures."
    • 2.Members of the diplomatic community, regardless of residency, possessing a United States Department of State Drivers License.
  • B.A licensed motorist residing in Alaska, California, Michigan, Montana, Oregon, and Wisconsin will be required to post bail as provided in current Department directives.
III.Violations Excluded From Promise to Comply in Lieu of Bail
A non-resident issued a Personal Service Citation for violating provisions of the Illinois Vehicle Code will not be allowed the option of signing a Promise to Comply in lieu of bail for the following state provisions, or similar local ordinances, as specified in 625 ILCS 5/6-306.4:
  • A.625 ILCS 5/3-101 - Certification of title required
  • B.625 ILCS 5/3-702 - Operating a vehicle when registration suspended or canceled
  • C.625 ILCS 5/3-707 - Operation of uninsured motor vehicle
  • D.625 ILCS 5/3-708 - Operation of motor vehicle when registration suspended for noninsurance
  • E.625 ILCS 5/3-710 - Display of false insurance card
  • F.625 ILCS 5/6-101 - Drivers must have license or permit
  • G.625 ILCS 5/6-104 - Drivers license-proper classification, motorcycle etc.
  • H.625 ILCS 5/6-113 - Drivers license-violation of restrictions
  • I.625 ILCS 5/6-301 - Unlawful use of a license or permit
  • J.625 ILCS 5/6-303 - Driving while license suspended or revoked
  • K.625 ILCS 5/8-115 - Display certificate of financial responsibility vehicle for hire/medical transport
  • L.625 ILCS 5/11-204 - Flee or eluding police
  • M.625 ILCS 5/11-310 - Display unauthorized signs, signals or markings
  • N.625 ILCS 5/11-311 - Interference with a traffic control device
  • O.625 ILCS 5/11-312 - Unlawful use or damage to highways, appurtenances and structures
  • P.625 ILCS 5/11-401 - Motor vehicle accident involving death or injury
  • Q.625 ILCS 5/11-402 - Motor vehicle accident involving property damage to vehicle
  • R.625 ILCS 5/11-403 - Duty to give information and render aid
  • S.625 ILCS 5/11-404 - Duty upon damaging unattended vehicle or property
  • T.625 ILCS 5/11-409 - False motor vehicle accident report or notice
  • U.625 ILCS 5/11-501 - Driving under influence of alcohol or drugs

  • W.625 ILCS 5/11-506 - Street racing
  • X.625 ILCS 5/11-601 (b) - Speeding -more than 30 MPH over posted limit
  • Y.625 ILCS 5/11-1006 - Pedestrian soliciting rides or business on roadway
  • Z.625 ILCS 5/11-1414 - Approaching, overtaking, and passing school bus
  • AA.625 ILCS 5/15-102 - Width of vehicles
  • AB.625 ILCS 5/15-103 - Height of vehicles
  • AC.625 ILCS 5/15-107 - Length of vehicles
  • AD.625 ILCS 5/15-111 - Wheel and axle loads
  • AE.625 ILCS 5/15-112(f) - Permits for excess size and weight
  • AF.625 ILCS 5/15-301(j) - Violation of size, weight, or load permits
  • AG.Any subsection of Section 4, Anti-Theft Laws and Abandoned Vehicles, and Section 5, Dealers, Transporters, Wreckers and Rebuilders.
