This directive:

  • A.A Police Officer Assigned as Latent Print Examiner must have the ability to perform all Latent Unit functions in an ethical manner. As a latent print examiner, the assigned officer will:
    • 1.evaluate latent impressions to determine suitability for comparison and suitability for AFIS (Automated Fingerprint Identification System).
    • unknown latent impressions to inked / livescan fingerprints of known individuals.
    • 3.prepare latent-print evidence for entry into AFIS.
    • 4.enter latent-print evidence into AFIS.
    • 5.document / record findings.
    • 6.prepare latent-print evidence for court testimony.
    • 7.testify as an expert in a court of law.
    • 8.keep abreast of innovations in the science and technology of fingerprints and palm prints.
    • 9.receive latent / elimination / case prints via eTrack computer system.
    • 10.generate computerized findings.
  • B.The assigned police officer will be acquainted with the fundamentals of crime scene and evidence processing, as well as other relevant evidence-handling procedures.
A sworn member interested in appointment to the position of Police Officer Assigned as Latent Print Examiner must:
  • a police officer below the rank of sergeant.
  • able to perform the essential functions as enumerated in Item II of this directive at the conclusion of the training period.
  • able to work any watch assignment.
  • D.have a minimum of three years of continuous service as a police officer with the City of Chicago by the close of the application period.
  • E.have received performance ratings above the minimum rating score necessary to qualify for a step increase for each of the last four evaluations.
  • F.have an acceptable disciplinary record. The applicants disciplinary record cannot reflect any sustained Complaint Register (CR) investigations during the past five years for misconduct resulting in a suspension of more than ten days or a record of three or more sustained CR investigations resulting in suspensions of any length of time.
    Officers with pending grievances concerning discipline will be allowed to apply for the position of Police Officer Assigned as Latent Print Examiner. Such applications will be considered if the member’s disciplinary record is modified or expunged as a result of a successful grievance, such that the outcome of the grievance results in a disciplinary record that meets the standards set forth in this directive.
  • G.have satisfied all indebtedness to the City of Chicago at the time of application.
IV.Application Procedures
  • A.The application for Police Officer Assigned as Latent Print Examiner is available on the Department Intranet. The application can be obtained from the Department’s Intranet by selecting Bureau Sites, then selecting Bureau of Administration, and then selecting Human Resources Division.
  • B.The member will choose “Latent Print Examiner Application” and enter his or her PC number and star number in the format requested. A confirmation page is displayed after the member has successfully registered and should be printed for the member’s records.
  • C.All related study material will be available and can be downloaded at the time of application.
V.Selection Process
  • A.The selection process will include a practical examination (seventy-five percent weights) and a panel interview (twenty-five percent weight).
    • 1.The practical examination will include comparisons of inked (full and partial) impressions, identification of basic patterns and characteristics, and essay questions pertinent to the print discipline. Applicants will be required to demonstrate a basic understanding of the Henry System of pattern typing and classification.
    • 2.The panel will be composed of the Field Services Section Commanding Officer or designee, Latent Unit supervisor, and a Police Officer Assigned as Latent Print Examiner. The interview will assess the applicant’s oral communication skills and general knowledge of crime scene processing procedures.
  • B.The candidate’s disciplinary record will be reviewed and a review process of a candidate’s indebtedness status and disciplinary history will take place at the time of application, prior to selection for training, and again prior to appointment to the position of Police Officer Assigned as Latent Print Examiner.
  • C.Eligible applicants will be notified of the date, time, and location to report for the examination.
    Members will not be compensated for overtime when scheduled to report for any portion of the selection process during off-duty hours. The station supervisor / designated unit supervisor will excuse a member who has been scheduled for testing during duty hours, provided that the station supervisor / designated unit supervisor were notified by the affected member at least forty-eight hours prior to the testing.
VI.Eligibility List
The top twenty-five scoring applicants on the practical examination and oral interview will be placed on an eligibility list of qualified candidates for the position of Police Officer Assigned as Latent Print Examiner. The most senior member will receive preference in the event of tied scores.
VII.Training Program
  • A.As vacancies occur, members will be selected from the eligibility list to attend a training program.
  • B.Selection to participate in the training program will not constitute appointment to the position of Police Officer Assigned as Latent Print Examiner. The appointment will be dependent upon successful completion of the training program.
  • C.Members selected for the training program will be required to adjust their furlough if it is in conflict with the training program.
  • D.If at any time during the training program, it becomes apparent to the commanding officer and/or training staff of the Field Services Section that an officer exhibits problematic behavioral traits and/or is physically or psychologically incapable of performing required duties, the member will be terminated from the training program and returned to the district or unit of assignment.
  • E.Management reserves the right to fill twenty percent of the recognized vacancies at its discretion without regard to seniority or rank score, provided that the position is filled by a candidate from the eligibility list.
VIII.Additional Conditions
  • A.Applicants must pass a drug screening and other appropriate tests, the scope of which will be determined by the Medical Administrator, prior to appointment to the position of Police Officer Assigned as Latent Print Examiner.
  • B.Members selected to fill the position of Police Officer Assigned as Latent Print Examiner must successfully complete periodic evaluations. A final evaluation will be conducted upon successful completion of training (i.e., ninety days after detail to the Field Services Section, Latent Unit). Should the period be interrupted by an absence for any reason, the evaluation period is suspended until the member resumes the duties related to training and evaluation.
  • C.If after appointment to this position, a member demonstrates a lack of knowledge, skills, or abilities necessary for the job; is unable to perform the duties of the position; or exhibits problematic behavior; the member will be subject to removal from the position of Police Officer Assigned as Latent Print Examiner.
