This directive identifies responsibilities and duties of field sergeants assigned to district law enforcement.
II.Basic Responsibilities
  • A.The effectiveness of field supervision is reflected in the performance of subordinates. Sergeants assigned to field duty in district law enforcement will remain cognizant of district crime conditions and specific problem areas, coordinate field activities by direction of personnel toward resolving these problems, and ensure the development and maintenance of proactive and disciplined patrol force.
  • B.District law enforcement field sergeants are responsible for:
    • 1.mentoring subordinates by helping to develop their knowledge, ability, and confidence to make decisions based on the principles of police legitimacy and procedural justice and in conformance with existing policies;
    • 2.guiding and directing their subordinates, ensuring the achievement of basic and directed patrol on matters affecting their duties and responsibilities;
    • 3.monitoring behavior and performance of subordinates and their adherence to Department policies and procedures and taking appropriate action when deficiencies in performance, uniform, and/or equipment are observed; and
    • 4.acknowledging excellent performance and recommending appropriate recognition for outstanding achievements.
      District field sergeants will document observations or recognition of subordinate personnel, either positive or negative, a minimum of once a month into a Performance Recognition System (PRS) portfolio report.
  • C.The district field sergeants will address crime and disorder matters in their district by:
    • 1.responding to field incidents requiring a field sergeant;
    • 2.personally touring high level conflict areas and conducting missions as appropriate during their tours of duty;
    • 3.optimizing community involvement and responding appropriately to community concerns;
    • 4.communicating the outcomes of directed missions and other enforcement activities to the district commander, executive officer, watch operations lieutenant and, when practical, at beat community meetings; and
    • 5.using information originating from beat community meetings and logs, the 311 system, and the CLEAR system to monitor and evaluate community concerns.
  • D.Field sergeants will provide information to subordinates about available resources and will promote cooperation among members of their command with those of other units or agencies.
III.Basic Duties
District field sergeants will:
  • A.conduct roll calls as assigned. Roll call procedures will include, but are not limited to, ensuring:
    • 1.personnel properly report on duty;
    • 2.inspections are conducted (uniform, personal appearance, firearms, etc.), as required;
    • 3.proper roll call notifications are made, including court notifications;
    • 4.information is exchanged from the prior watch concerning current crime conditions; and
    • 5.the appropriate training is conducted.
  • B.ensure that action is taken by subordinates against crime and disorder conditions and that the district commander, executive officer, and watch operations lieutenant are informed of the actions taken;
  • C.develop proactive, preventive patrol by monitoring subordinates’ daily activity and being available for assistance if required;
  • D.monitor radio dispatches and observe responses to radio assignments to provide field supervision and:
    • 1.ensure dispatchers conform to Department dispatch protocol and Alternate Response Section (ARS) policy;
    • 2.investigate the cause of radio assignments pending (RAP) and take necessary action to expeditiously reduce the RAP;
    • 3.identify calls for service that may require a problem-solving-oriented response; and
    • 4.notify the OEMC operations manager regarding problems associated with dispatch and/or current field operational demands.
  • E.monitor subordinates to ensure the in-car video system is used properly, including:
    • 1.verifying that the in-car video systems, including microphones, are operational and subordinates are logged into the system;
    • 2.that digitally recorded data is appropriately retained and uploaded prior to the end of their tour of duty; and
    • 3.initiating an investigation when notified of damaged, missing, or lost equipment.
  • F.utilize a body worn camera when assigned a camera, in accordance with the Department directive entitled "Body Worn Cameras," if appropriate.
  • G.monitor subordinates to ensure the body worn camera system is used properly, including:
    • 1.verifying that the body-worn camera system, consisting of a camera and controller/battery pack in one, is operational; and
    • 2.initiating an investigation when notified of damaged, missing, or lost equipment.
  • H.ensure excessive time is not being spent on calls for service or case reports and that errors are minimized;
  • and, if appropriate, approve all case reports generated by members under their supervision before the conclusion of their tour of duty;
  • J.submit a daily Supervisor’s Management Log (CPD-11.455), which includes, but is not limited to:
    • 1.documenting in the appropriate section whether in-car video systems is logged on and microphones synced, or, if the system is inoperable, documenting the help desk ticket number; and
    • 2.documenting in the appropriate section whether a body worn camera was assigned and is functioning properly, or if not functioning, documenting the help desk ticket number.
  • K.respond to all domestic disturbances and felony-in-progress calls as frequently as possible, giving special attention to the protection and processing of the crime scene;
  • L.make the appropriate notifications when any significant event occurs within the district in accordance with current Department directives;
  • M.complete assigned Complaint Register (CR) investigations in a thorough, objective, and expeditious manner as directed by the relevant Department directives;
  • N.perform station duties quickly and efficiently and keep time spent in the station to a minimum;
  • O.conduct check-off roll calls. Field sergeants will inform the watch operations lieutenant of officers working beyond the normal tour of duty and any who have not reported off-duty properly; and
  • P.perform all duties as required by law, Department directives, and as directed by the watch operations lieutenant, executive officer, and the district commander.
IV.Situational Duties
  • A.Incidents requiring supervisory action in the field will be performed by the appropriate district field sergeant.
    • 1.However, a supervisor of higher rank (e.g., field lieutenant, tactical lieutenant, watch operations lieutenant, district executive officer) may respond to, assume command of, and direct supervisory action for major field incidents occurring in the district, including the situations outlined in Item IV-B.
    • 2.When a supervisor of higher rank is responding to assume command of the incident, the on-scene field sergeant is responsible to maintain command and oversight of the scene until relieved by the appropriate responding supervisor.
  • B.The appropriate district field sergeant will:
    • 1.respond, direct the response and the protection of the scene, and maintain command and oversight of the investigation until relieved by a supervisor of higher rank, of any incident involving Department personnel, whether those members were on or off-duty, when:
      • a.a Department member discharges a firearm,
      • b.a police officer is shot, seriously injured, or seriously ill.
      • c.a person is shot and injured by a police officer.
      • d.serious injury or death of a person occurs subsequent to interactions with a Department member, including traffic crashes and motor vehicle pursuits.
        Officer-involved death investigations will be conducted consistent with the Department directive entitled "Officer-Involved Death Investigations."
    • 2.respond, assume immediate command, and retain command of the following incidents in conformance with existing directives:
      • a.gunfire is directed at the police,
      • b.all emergency plans,
      • violence incidents,
      • d.homicides,
      • e.aggravated battery with a firearm incidents,
      • f.mass arrest incidents,
      • g.all other major field incidents that occur in the district.
      The field sergeant will direct the performance of subordinate personnel consistent with the relevant Department directives or unless relieved by a higher ranking member of the Bureau of Patrol.
    • the response and supervise the investigation when:
      • a.a Department member discharges OC spray or a Taser and submit all reports to the district commander through the appropriate chain of command of the district of occurrence before the end of the tour of duty;
      • b.a person is charged with resisting arrest, interfering or obstructing a police officer that involves a physical act between the officer and offender, or assault and/or battery of a police officer, consistent with the Department directive entitled “Use of Force Guidelines”;
      • c.a person is injured by a police officer; and
      • requiring the completion and approval of Tactical Response Reports (TRRs) (CPD-11.377). Field sergeants will ensure TRRs are properly completed and forwarded for approval, consistent with the procedures outlined in the Department directive entitled “Use of Force Guidelines”.
      If a district supervisor the rank of lieutenant or above is unavailable, the station supervisor will follow the appropriate procedures established by the Bureau of Patrol to ensure the TRR is completed and approved consistent with the Department directive entitled "Use of Force Guidelines."
    • 4.perform the required supervisory actions in conformance with existing directives relative to:
      • a.monitoring and reporting motor vehicle pursuits;
      • b.allegations of impairment of Department members; and
      • c.traffic crashes involving Department members.
    • 5.initiate a CR log investigation and consult with the Bureau of Internal Affairs when there is an allegation of criminal conduct by a Department member;
      The field supervisor responsibility in these matters will terminate upon completion of the investigation, regardless of the hour. The responsibility will not be delegated to a subordinate or turned over to another field supervisor unless directed to do so by the Chief, Bureau of Internal Affairs, or higher authority.
    • 6.conform with all investigative guidelines contained in Department directives regarding complaint, disciplinary, and summary punishment procedures when allegations of impairment involving the operation of a vehicle, whether on or off duty;
    • the event of conflict between supervisors of equal rank, request the matter be resolved by a higher ranking member within their chain of command.
V.Conflict Resolution
If this directive conflicts with a provision in any other Department directive relative to field supervisory duties, responsibilities, notifications, or required approvals, members will seek guidance from the Chief, Bureau of Patrol.
