I.PRESCRIBED UNIFORM ITEMS
All sworn members assigned as Marine Officer are required to own and maintain the prescribed uniform items listed in this directive.
  • A.UNIFORM - UTILITY
    See Uniform Specification (U06-03-08 - Uniform - Utility).
  • B.UNIFORM - CAP
  • C.JACKET - MUSTANG SURVIVAL CATALYST FLOTATION (MJ5244)
    This will be the prescribed jacket for all members assigned as marine officer on or after 22 August 2014. The Department will issue the prescribed jacket to those members assigned before 22 August 2014 and those members will be responsible for having the proper patches and insignias sewn on to the jacket.
    • 1.MATERIALS:
      • 1.Waterproof, breathable, tri-laminate outer shell. Outer shell is waterproof to 10,000mm with vapor transmission rate of 5,000 g/m² per 24 hours.
      • 2.Reflective accents for enhanced visibility and integrated hood with reflective trim.
    • 2.COLOR:
      Navy/Black
    • 3.CONSTRUCTION:
      • 1.Zippered chest pocket and front slash hand warmer pockets
      • 2.Underarm ventilation zippers
      • 3.Microphone holder on each shoulder.
    • 4.PATCHES AND INSIGNIA - EMBROIDERED PATCHES:
      • a.Chicago Police Department and City of Chicago shoulder patches will be sewn on the sleeves as referenced in Uniform Specification numbers 16.0120 and 16.0121.
      • b.The embroidered patches for the Star, Name Patch/Unit Designator, and back "POLICE" patch must be sewn directly onto the garment as referenced in Uniform and Property order "Insignia - Embroidered Patches."
    • 5.AUHTORIZATIONS AND RESTRICTIONS:
      Members will NOT wear these garments while off duty.

  • D.RAINWEAR
    • 1.MATERIAL:
      Waterproof nylon with an inner synthetic coated lining.
    • 2.COLOR:
      Yellow, without markings.
    • 3.CONSTRUCTION:
      Foul weather two-piece suit, lined with nylon taffeta, containing Velcro closures at the cuffs of the jacket and the trousers. The finger-tip length jacket has a nylon zipper, a storm flap, and a self-storing hood in the collar. The trousers have attached suspenders.

  • A.JACKET - STEARNS, THE POWERBOAT JACKET (FJ-077)
    This is the optional jacket for all members assigned as marine officer on or before 22 August 2014. This item described is no longer approved for purchase as of 22 August 2014. Members who currently own/possess the optional item described in this directive and are issued the prescribed jacket will no longer wear the optional item described in the specifications listed in this directive.

  • E.TWILL WEAVE SHORTS
    No longer available for purchase on or after 21 January 2016. Supervisors will direct members to replace items which are worn beyond serviceability with approved uniform items.
    • 1.DESIGN:
      The Marine Unit uniform shorts shall be a tailored split-seam construction dress uniform style with two front quarter pockets, two double-section side pockets, two button-tab hip pockets, and wide waistband with belt loops inserted bottom and tacked to the top. There shall be a wide elastic waistband with silicone shirt-grip stripe, permanent silicone adhesive creases on both the front and back of the legs, front crotch panels and fly lining with button tab. The patterning shall allow generous seat and thigh let-out to accommodate alterations and athletic builds. The shorts shall be machine washable/dryable as well as dry-cleanable.
    • 2.MATERIALS:
      • a.Shell Fabric:
        • (1)The shell fabric of the garment shall be a machine washable and dry-cleanable cotton blend in order to provide user comfort, uniform appearance, durability, easy care, and low maintenance cost.
        • (2)Cloth: 6.50 oz. per square yard 2 x 1 twill weave in a 65% polyester / 35% cotton fiber blend with 10% to 12% filling stretch that is pre-cured for wrinkle resistance and treated with a soil-release finish.
      • b.Interlining:
        • (1)Cloth Type: 100% polyester non-woven
        • (2)Color: Charcoal.
      • c.Binding:
        • (1)Shall be 70% polyester, 30% cotton with binding 1 inch in width.
        • (2)Color: Black.
      • d.Pocketing:
        • (1)Front pockets, hip pockets, crotch panels, and flys:
          • (a)3.8 oz. per square yard twill weave 50% polyester / 50% rayon blend with shinerred finish.
          • (b)Color: Pearl Grey.

      • e.Buttons:
        • (1)Buttons shall be 22 ligne 4 hole pure melamine plastic conforming to Type II, class D, Style 20 and 21, of U.S. Military Specification #V-B-871D.

      • f.Zipper:
        • (1)The front zipper shall use a nylon coil size #5 with auto-lock slider. Side pocket zipper shall use a nylon coil size #5.
        • (2)Color: Black.
      • g.Hook and Eye:
        The hook and eye closure will be Universal size #18 with a nickel plated finish.
      • h.Waistband:
        • (1)The stretch waistband material shall measure 3¼ inches wide and shall be composed of 83% polyester, 14% spandex, and 3% nylon. There shall be an application of silicone rubber measuring 0.313 inch wide applied to the material to grip the shirt. The entire waistband material shall be machine washable, machine dryable, and dry-cleanable.
        • (2)Color: Grey.
    • 3.COLOR:
      Police Blue.
    • 4.CONSTRUCTION:
      • a.Front Pockets:
        Front pockets shall be quarter-pocket style with pockets slanting 1¾ inches from the top waistband to the bottom at the side seam. Pockets shall be constructed of one piece of the specified pocketing material finishing approximately 6½ inches wide at the bottom of the pocket opening and 12½ inches long from where the pocket is sewn into the waistband. There shall be a facing of shell fabric material running from the side seam and waistband and into the pocket toward the body measuring 5 inches wide at the waistband and tapering to 3 inches at the bottom of the pocket opening. There shall be a facing of the shell material on the inside pocket away from the body measuring 1¼ inches wide. There shall be a straight bartack across the top of the pocket opening 0.25 inch down from the waistband and a triangular bartack across the bottom of the pocket opening centered on the side seam.
      • b.Hip Pockets:
        Hip pockets shall be inverted double-corded type with button tabs. Finished pocket opening shall measure 5.125 inches and finished pocket depth shall be 6 inches. The finished pocket bag shall measure 6½ inches wide and shall extend down 9¼ inches from where it is sewn into the waistband. The button tabs shall be .44 inch wide looping constructed of 2 plies of shell fabric and 1 ply of fusible interlining. The tab shall finish in a miter fold point with the ends set under the top corded welt of the pocket and shall extend 1¼ inches in length. There shall be two straight horizontal bartacks set top and bottom on the tab to define the button opening. There shall be a button set under the pocket to secure the hip pocket. The top and bottom cord shall be top-stitched. All facings shall be clean finished inside the pocket bag. There shall be triangular bartacks set at each of the pocket opening.
      • c.Side Pockets:
        There shall be double-section side patch pockets sewn to each outside leg such that the pocket is centered vertically on the side of the trouser and the top of the pocket flap measures 1 inch below the bottom of the front quarter pocket. The pocket shall be constructed of two plies of fabric with the outside of the pocket constructed of shell fabric and the inside of the pocket constructed from the specified pocketing. The top edge of the pocket shall be bound with the specified binding. The outer pocket shall measure 7½ inches wide and shall have a stitched-closed center pleat measuring 1½ inches wide. There shall be a strip of loop fastener .0625 inch by 4 inches sewn horizontally to the inside top edge of the outer pocket to accept an optional Scotchlite™ reflective material safety package. The pocket flap shall be made of two plies of shell fabric and one ply on interlining. The flap shall be pointed at the center and measure 7¼ inches wide and 2 inches high at the sides and 3½ inches high at the center point. The flap shall be sewn across the top to the inner pocket and down both sides covering the top edge of the outer pocket. The flap shall secure to the outer pocket with a piece of hook tape measuring 0.625 inch high by 1½ inches wide sewn to the inner ply of the flap and a corresponding piece of loop tape sewn to the outer pocket. There shall be a zipper as specified sewn behind the inner pocket and to the trouser leg such that the zipper is recessed 1inch from the top of the pocket flap. There shall be a straight vertical bartacks on all four corners of each pocket flap.
      • d.Waistband:
        The waistband shall finish 2 inches wide and shall be constructed of one ply of shell fabric cut along the filling direction for maximum stretch and the specified waistband material. The finished waistband in the trouser shall stretch at least 1½ inches.
      • e.Fly:
        The right side of the fly shall be lined with a crotch reinforcement extension constructed of 2 plies of pocketing plus 1 ply of interlining and measuring 2 inches wide and extending down and clean finishing at the inseam. Inserted between the lining and the shell shall be a fly tab measuring 1¾ inches wide and extending at an upward angle so that the tab extends 1¾ inches along the top edge and 2½ inches along the bottom edge. The tab shall finish in a point with a buttonhole and the tab shall be top stitched around the edges. The left inside edge of the fly shall be bound with the specified binding. The left fly shall be J-stitched 1½ inches from the folded edge. The specified zipper shall be attached to the fly and the bottom of the fly opening shall be straight tacked. The top of the fly shall be secured by 2 specified hooks and eyes set vertically.
      • f.Crotch Lining:
        Crotch shall be lined in the front quarters with 2 plies of the specified pocketing material bias cut with a folded edge.
      • g.Belt Loops:
        The belt loops shall be inserted into the waistband at the bottom, belly-tacked to the shorts body ¼ inch down, and tacked to the top of the waistband. Loops shall be 1 inch wide, have a 2¼ inches opening, and be constructed of 2 plies of shell fabric and 1 ply of interlining butted on the reverse side and sewn with a looping machine. There shall be a minimum of seven belt loops per pair with larger sizes getting additional pairs as required.
      • h.Outlets:
        The seat outlet shall measure 1½ inches on each side of the waistband tapering to 0.375 inch at the crotch. There shall be thigh outlets with the back side of the inseam measuring 1 inch at the crotch tapering to 0.375 inch at the knee.
      • i.Stitching:
        All seams shall be sewn at 10 -12 stitches per inch. Stitching on waistband, outseam, and inseam shall be single needle chainstitch. Stitching for seat seam shall be tandem-needle chainstitch. Stitching for beltloops shall be double-needle blindstitch. Overedge stitching for fronts and backs shall be 2 thread overedge stitch. All other seams shall be single needle lockstitch. Straight bartacks shall be 28 stitch count 0.375 inch long. Triangle bartacks shall be 124 stitch count 0.375 inch long on each side.
      • j.Button Holes:
        Button holes shall be eyelet end, taper bar cut-after type.
      • k.Pressing and Finishing:
        Loose threads shall be trimmed and shorts must be pressed completely and properly with the seat seam, inseam, and outseam pressed open. There will be a plastic clip attached to the top of the fly of the finished shorts.
      • l.Optional - Removable Scotchlite Reflective Package:
        The side pockets of the shorts shall be designed to accommodate optional removable Scotchlite reflective tabs that shall be hidden inside the outer pocket until deployed by the wearer for added visibility .The tabs shall be constructed of one ply of shell fabric and one ply of silver Scotchlite #8930 and shall be straight across the top and pointed at the bottom. The tab shall measure 4 inches wide and 6 inches long. There shall be a strip of hook fastener 0.625 inch by 4 inches sewn across the top edge to mate with the loop fastener sewn inside the pocket.
    • 5.AUTHORIZATIONS/RESTRICTIONS:
      • a.The twill weave uniform shorts are classified as an OPTIONAL uniform item to be worn in conjunction with the Utility Uniform items listed under "Uniform-Utility."
      • b.Members who are assigned to the Marine Unit are authorized to wear the twill weave shorts specified in this specification between 1 June and 30 September, or if the temperature exceeds 85 degrees.
