I.PURPOSE
This directive establishes timekeeping categories for Deployments and Details.
II.POLICY
The provisions of a member's collective bargaining agreement that pertain to the movement of the member outside of his or her unit of assignment apply to the deployment and detail categories established in this directive.
III.Definitions
  • A.Deployment Categories:
    • 1.Conditional Deployment (classification code Z)—Members deployed outside of their unit of assignment due to medical conditions, restricted duty, reasonable accommodations, or other reasons as determined by the Director, Human Resources Division or the Chief, Bureau of Internal Affairs, as appropriate. Conditional Deployment is subject to periodic reevaluation.
    • 2.Training Deployment (classification code Y)—Members deployed outside of their unit of assignment for certain training purposes, such as Probationary Police Officers reporting to units other than the Education and Training Division, members selected for specialized training for assignment to the SWAT Unit, Canine Unit, Marine and Helicopter Unit, or Mounted Unit, or members attending reinstatement training.
      NOTE:
      Neither pre-service training nor in-service training is considered a Training Deployment.
    • 3.Operational Deployment (classification code X)—Members voluntarily deployed outside of their unit of assignment to a non-bid unit.
      • a.Unit commanding officers receiving personnel classified as Operational Deployment will submit by the first day of the 2nd, 5th, 8th, and 11th police periods a report to the First Deputy Superintendent requesting the continuation of each member's Operational Deployment for the next quarter.
      • b.Unit duty bid assignments, watch bid assignments, and unit bid assignments will be forfeited after 90 days.
  • B.Detail (classification code W)—Members deployed to a biddable unit for not more than 90 days consistent with a member's collective bargaining agreement regarding Filling Recognized Vacancies and Details. For example, members detailed outside their unit of assignment for purposes of specific operations, including, but not limited to, Summer Lakefront Bike Detail, Expressway Detail, and the Winter Holiday Season Traffic Detail.
    NOTE:
    Members reporting to a unit other than their unit of assignment to cover for sporting events, parades, staffing shortages, etc., will not require any action by the Human Resources Division in the CLEAR System.
IV.Responsibilities
  • A.Consistent with this directive, the Human Resources Division, at the direction of the Office of the First Deputy Superintendent and in consultation with the appropriate bureau chief, will designate the Deployment or Detail category for members whose unit of reporting has been temporarily changed from their unit of assignment.
  • B.Unit commanding officers who have members categorized as Operational Deployment status reporting to them will submit a To-From-Subject report through the chain of command by the first day of the 2nd, 5th, 8th, and 11th police periods to the First Deputy Superintendent requesting the continuation or cancellation of the member's Operational Deployment.
  • C.Unit Timekeepers will:
    • 1.when notified by the Human Resources Division that a member's unit of reporting has been temporarily changed due to a Deployment or Detail:
      • a.record on the member's original Time and Attendance Record (CPD-11.602-A, B or S) to reflect the date of Deployment or Detail;
      • b.retain a copy of the Time and Attendance Record in the unit of assignment;
      • c.send the member's original Time and Attendance Record to the unit of Deployment or Detail; and
      • d.record the date of return next to the date of Deployment or Detail when the member returns to the unit of assignment.
    • 2.when recording the Time and Attendance Record, use the following unit of reporting classification codes to indicate a member's unit of deployment or detail and the appropriate category:
      • a.Conditional Deployment: Z
        EXAMPLE:
        A member assigned to District 003, placed on Limited Duty, and deployed to the Human Resources Division: 003/123/Z.
      • b. Training Deployment: Y
        EXAMPLE:
        A probationary police officer assigned to the Education and Training Division and deployed to District 011: 044/011/Y.
      • c.Operational Deployment: X
        EXAMPLE:
        A member assigned to District 007 and deployed to the Gang Enforcement Section: 007/393/X.
      • d.Detail: W
        EXAMPLE:
        A member assigned to District 002 and detailed to District 018 for the Winter Holiday Traffic Detail for not more than 90 days: 002/018/W.
    • 3.At the completion of the Deployment or Detail, the member's original Time and Attendance Record will be photocopied and retained by the unit of Deployment or Detail until verification has been made that the member's unit of assignment has received the member's original Time and Attendance Record. The photocopied Time and Attendance Record will then be forwarded to the Human Resources Division for placement in the member's personnel file.
    • 4.The timekeeper of the unit of Deployment or Detail will, IN ADDITION TO recording the appropriate entries on the member's original Time and Attendance Record, will notify the timekeeper of the unit of assignment if the pay or non-pay status of the deployed or detailed member must be recorded on the City of Chicago Time Roll (CO 539) as indicated in the Department directive entitled "Time Roll Procedures." The timekeeper of the unit of assignment will then make the appropriate entry on the Time Roll.
V.Conflict Resolution
If there is a conflict between this directive and any other directive, this directive will take precedence.
