I.Purpose
This directive establishes procedures for processing persons under Department control in the City of Chicago, Chicago O'Hare International Airport within the boundaries of DuPage County.
Department members will refer to the General Order titled "Processing Persons Under Department Control" for policies governing the processing of arrestees.
II.Location Of Enforcement Action
The annexation of Bensenville for the expansion of Chicago O'Hare International Airport placed a part of the City of Chicago within the boundaries of DuPage County.
Department members will refer to the Special Order titled "O'Hare and Midway Airports Geocoding Systems" for policy governing multiple beat designations, addresses, and location codes for the airports consistent with district law enforcement practices.
III.Processing
  • A.Members processing subjects for felony or misdemeanor arrests effected within DuPage County will continue to transport arrestees to Chicago Police Department facilities and will continue to follow procedures outlined in the General Order titled "Processing Persons Under Department Control" with the following exceptions:
    • 1.Arrestees will be processed using DuPage County complaints,
    • 2.Bonding procedures established by DuPage County Court will be followed using DuPage County documents, and
    • 3.Non-bondable offenses will be sent to DuPage County bond court.
  • B.Members processing subjects for traffic violations within DuPage County will follow procedures outlined in the Special Order titled "Citing Traffic Violations and Attending Traffic Court" with the following exceptions:
    • 1.Personal Service Citations issued for Cook County will not be used for MCC traffic violations within the boundaries of DuPage County, instead
    • 2.Members will write State of Illinois traffic violations on personal service citation violation books issued by DuPage County.
  • C.Members processing subjects for an arrest within DuPage County for which an ANOV citation can be issued will follow procedures outlined in the Special Order titled "Municipal Administrative Hearings" with the following exception: within the Street Name box of Step 2, members issuing an ANOV citation will strike out "Cook" and write in "DuPage" for the county of issuance and issuing member will initial.
  • D.For follow-up investigations or major incidents, Department members will contact the appropriate Department unit, detectives, MAIU, or CPIC, consistent with existing procedures.
  • E.For court attendance, members will follow normal procedures established for attending non CPD-staffed courtrooms as outlined in General Order titled "Court Attendance and Responsibilities."
