I.RAINCOAT, MALE/FEMALE – PRESCRIBED
  • A.DESIGN
    • 1.The raincoat will be waterproof by design in a fully cut raglan shoulder design reversible to high visibility yellow-green with reflective trim. There will be a shirt-style collar, two slash-through openings with hook and loop secured welts, flaps, epaulets, snap front with inner and outer storm flies, and hook and loop cuff and neck closures.
    • 2.Raincoats will be third-party certified as ANSI 107-2010 Class III compliant. Vendors will provide written verification of compliance to the Chicago Police Department, and the raincoat will be labeled to indicate ANSI 107-2010 Class III compliance.
  • B.MATERIALS
    • 1.The shell fabric may be a waterproof, breathable three-layer fabric utilizing licensed Gore-tex laminate or a similar product with similar functional capabilities. Seam tape will be three-layer tape 0.875 (7/8 inch) wide, compatible with Gore-tex or a similar product with similar capabilities membrane. The garment will be dry cleanable, washable, and waterproof.
    • 2.The shell fabric may be of a waterproof, breathable dual-layer laminate.
    • 3.All seams in the shell will be waterproof taped. The tape will be applied by hot-air methods. The tape will not be affected by weather, temperature, or storage. The taped seams will be tested for waterproofing in accordance with Federal Test Std. #191, Method #5514. There will be no appearance of water in the test area at 3 PSI for a period of three minutes.
    • 4.Reflective trim will be 3M Scotch-lite #8730 or similar product with similar capabilities, two inch reflective tape heat bonded to the high visibility side of the coat. The reflective material will be bordered on both sides by a black nylon border 1/4 inch wide.
  • C.COLOR
    Black, reversible to ANSI-approved fluorescent yellow-green
  • D.CONSTRUCTION
    • 1.Collar:
      The permanent collar will be made of two plies of the shell fabric. The collar points will be well-shaped and symmetrical. The points will measure 3 1/2 inches wide, the center width will be 4 inches. There will be a tab constructed to two plies of shell fabric measuring 3 inches long and 1 inch wide sewn into the front edge of the collar at the neck seam with hook fastener measuring 3/4 inch by 2 inches sewn so that 1 inch of hook is exposed on each side at the end of the tab. There will be a loop fastener measuring 3/4 inch by 1 inch sewn to the under collar (on the dark side of the coat) to secure the tab when not in use. There will be a loop fastener measuring 1/4 inch by 2 inches sewn to both the top collar and under collar to provide adjustable neck closure when the coat is worn on either side.
    • 2.Fronts:
      The fronts will have six snap fasteners for closure. The top snap will be 1 1/4 inches from the top of the storm flap, the other snaps will be placed 6 1/2 inches apart. The right front will have double male snap studs and will be sandwiched between the inner and outer storm flies, which will have female snaps with caps. Storm flies will measure 2 1/2 inches wide. The fronts will be edge stitched 1/4 inch gauge with a 1 1/4 inches strip of the specified interlining cut on the bias running down the full length of the fronts of both sides.
    • 3.Sleeves:
      The sleeves will be one piece raglan-type design. The finished sleeve hem will measure 3/4 inch wide. There will be a tab constructed of two layers of shell fabric set into the underarm seam at the cuff measuring 2 inches wide at the underarm seam and 1 1/2 inches wide at the end and extending 2 3/4 inches out from the seam. There will be a strip of hook and loop fastener measuring 2 inches long by 1 inch wide sewn to the underside of the tab. There will be loop fastener measuring 1 inch by 6 inches long sewn to the end of the sleeve to mate with the hook fastener on the tab to provide adjustable cuff closure. There will be a male snap set through the cuff hem set 2 inches from the underarm seam and a female snap set through the cuff closure on the high-visibility side. The black caps of the snaps will be on the dark side of the coat. Alternately, cuff closure may be made using a permanent elastic band sewn into the hem that effectively closes the open cuff at the wrist, or a combination snap closure and elastic band.
    • 4.Snaps:
      Snaps will be non-rusting, 24 ligne, gunmetal finish on brass, heavy duty closure, and black nylon cap.
    • 5.Hook and Loop:
      The hook and loop fastener tape will meet specification MIL-F- 21840. Hook and loop will be black in color.
    • 6.Epaulets:
      The epaulets will be made from 2 plies of shell fabric of the coat, on the dark side, and will be 1 7/8 inches in width. The point of the epaulet will finish at the collar-joining seam of the coat. Epaulets will be top stitched down to the shell of the jacket at the shoulder and seam sealed behind.
    • 7.Stitching:
      Shoulder, underarm, and side seams will be 0.1875 inch gauge, double-needle chain stitch, flat-felled seam construction or equally durable fastening construction. All other seams will be single-needle construction. All seams will be 8 stitches per inch minimum to 12 stitches per inch maximum. Seams will be free from puckering, pleats, runoffs, and raw edges.
    • 8.Thread:
      Thread for single-needle lockstitch and double-needle seams will be sized #50 polyester wrapped polyester core, vat dyed. Thread color will match the fabric color when the thread is visible.
    • 9.Side Openings:
      There will be two slash-through side openings measuring 11 1/2 inches long set in the side seams for access to equipment, weapons, and trouser pockets. These will be covered with storm welts on the dark side measuring 1 1/2 inches wide by 12 inches long with a strip of hook and loop tape 3/4 inch by 4 inches centered under the flap.

    • 3.Shoulder patches and service tenure designators will not be sewn on the garment.

  • G.AUTHORIZATIONS:
    The raincoat is worn during inclement weather and only with the fluorescent yellow-green side visible.

II.Three-Season High Visibility Jacket, MALE/FEMALE – PRESCRIBED
This will be the fall/winter/spring prescribed jacket for all crossing guards hired on or after 01 January 2015. The overcoat described in Uniform Specification U3.0935 is no longer approved for purchase. Crossing Guards hired before 01 January 2015 who currently own/possess the overcoat described in Uniform Specification U3.0935 may continue to wear the item until it is no longer serviceable.
  • A.DESIGN:
    Waterproof, breathable, and windproof outer-shell with sealed seams. The outer material color shall be fluorescent yellow-green as defined in the ANSI standard. The retroreflective material shall be silver and will be visible at minimum distance of 1,000 feet. The retroreflective safety apparel shall be designed to clearly identify the wearer as a person.
  • B.COLOR:
    Fluorescent yellow-green
  • C.FLEECE LINING:
    • 1.Design:
      The fleece jacket will be a full cut, waist length, and intermediate weight garment with performance features and will have a full-zipper front to top of the collar, adjustable sleeve closure, and zippered hand-warmer pockets. All dimensions and lengths are based on men’s sizes. All seams will be double-needle stitched unless otherwise noted in this specification. Cuffs will be stretch or combination stretch and hook and loop closure. The jacket will have a pocket with zipper closures on each lower front. There will be one pocket on the inside of each front panel.
    • 2.Material:
      Fabric will be a 100% polyester microfilament circular knit terry, brushed, two-side antipill; and will undergo an additional vacuum or blow-out step in production (in line or off line) for maximum antipill performance. The jacket will have 100% nylon fabric reinforcements sewn on the shoulders and lower arms to add body and protection. Yarn size will be N/F 70D/FD x N/ATY 240 D/FD or similar, density will be 156 x 52, weight will be 168 g/yd, and the back coating will be PU coated w/p 600mm.

    • 3.Color:
      Dark navy blue.
    • 4.Construction:
      The front yoke shall be nylon and shall be sewn on top of the microfleece body. All seams will be double-needle stitched except the sleeves, which will be single needle. Shoulders feature epaulets permanently affixed and made from same nylon shell fabric. The body of the jacket will be tapered. The back yoke will be approximately 8 1/2 inches down from the shoulder seam and extend all the way across the back of the garment. The collar will be made of nylon and microfleece with the microfleece on the inside of the garment.
      • a.Sleeves:
        The sleeves will have nylon sewn on top of the microfleece beginning approximately 8 1/2 inches down from the shoulder seam and go all the way down to the end of the cuff. The nylon will only be sewn into the sleeve seam and extend approximately 13 inches around the circumference of the sleeve at the elbow tapering down approximately 10 inches at the cuff. The cuff will be gathered and sewn with elastic or combination elastic and a closure tab using YKK PowerHook hook and loop. Standard hook will not be allowed. The elbow reinforcements will be double-needle stitched except where it is sewn into the sleeve seam and will have articulated seams as is appropriate for proper sleeve function.
      • b.Epaulets:
        Will be smooth, flat, and uniform in placement. Epaulets will be stitched into the bottom edge of the collar and extend down the shoulder to the sleeve. Epaulets will be 2 inches wide the full length, and be sewn down at four locations: the collar, the sleeve, and approximately midway between these two locations in order to form a loop 2 1/4 inches wide for a radio strap to fit through. Edges will be double-stitched, with the full length of the epaulet outside the radio loop sewn down to the shoulder patch to prevent movement.
      • c.Pockets:
        There will be two diagonal pockets on the lower front of the fleece jacket. The pocket will close with a YKK zipper. The pocketing will be attached to the waistband of the jacket to stabilize and prevent movement. The hand-warmer pockets will be lined with nylon and tricot or similar material.
      • d.Trim:
        The wrist cuff will be stretch construction or a combination stretch construction on the pinky finger edge and hook and loop on the thumb side. The cuff will be approximately 1 inch wide. The bottom edge of the fleece jacket will contain an elastic or adjustable drawstring. If adjustable, the adjustment will be located on the inside of the jacket where the front panel meets the back panel. There will be one adjustment location on each side of the jacket. A snap enclosure will be sewn above the drawstring to allow the drawstring to be secured.
      • e.Zipper:
        The front zipper will be a 24 inch YKK zipper. There will be an inside storm flap made of nylon. The zipper will run the full length of the jacket, including the collar. The zipper will be professionally tailored to allow the zipper teeth to be visible. The hand-warmer pockets will have a 7” YKK nylon coil zipper.

III.HIGH VISIBILITY TROOPER CAP - OPTIONAL
The high visibility trooper cap is an optional field uniform cap for all crossing guards.
  • A.DESIGN:

  • B.MATERIALS:
    • 1.Crown:
      Top of visor and outer surface of flaps and neck shield to be made from high-visibility yellow nylon Taslan.
    • 2.Underside:
      Visor and flaps will be covered with nylon faux fur.
  • C.CONSTRUCTION:
    • 1.Crown:
      The crown (top) will be made of four parts which are sewn together with a center overlapped top seam.
    • 2.Earflaps:
      The outerflaps will be constructed of Dynel pile and finish approximately 4 1/2 inches high and backed by crown material.
    • 3.Lining:
      The lining will be made from high count acetate rayon satin with 100% fiber polyester fiber insulation.
    • 4.Chin Strap:
      The chin strap will be made of the crown material, adjustable, with a yellow metal buckle and black snap fastener.
  • D.GRAPHICS:
    The "Chicago Police Crossing Guard" patch will be sewn on the front of the cap and centered.
  • E.SIZES:
    The caps will be made in the following sizes:

IV.CAP COVER - PRESCRIBED
The cap cover will be fluorescent yellow-green and snugly fit the prescribed round crown cap without breaking the crown and will be only worn with the raincoat or three-season high visibility jacket.
