Loss or Theft of Vehicle Licenses / Drivers Licenses

I.Purpose
This directive continues procedures for reporting and processing citizens' complaints relative to the theft or loss of vehicle licenses (state or city), drivers licenses, and state registration cards and/or stickers.
II.Theft
The theft of vehicle licenses, state registration cards and/or stickers or a driver's license will be reported on a General Offense Case Report (CPD-11.380) or appropriate automated report. The officer preparing the report will include the month, year, expiration date and number of the state registration sticker. The Office of Emergency Management and Communications will be notified of all verified thefts of vehicle licenses.
III.Loss
  • A.The loss of both license plates prior to being affixed to a vehicle will be reported on a Lost and Found Case Report (CPD-11.408) or appropriate automated report.
  • B.If two license plates previously affixed to a vehicle are reported missing, it will be assumed that the license plates were stolen and the incident will be reported as a theft.
  • C.The loss of a single license plate, state registration card / sticker of City Vehicle License will be reported on a Miscellaneous Incident Exception Report (CPD-11.419). This report will be completed in duplicate and the second copy will be given to the complainant.
    • 1.In the event the complaint is received by the Office of Emergency Management and Communications, the dispatcher will follow the procedures outlined in the Department directive entitled "Alternate Response Section" or inform the complainant that the loss may be reported in person at a district station or by letter addressed to:

    • 2.If the loss is reported in person at a district station, desk personnel will complete the required report.
    • 3.When a City Vehicle License is reported lost, the officer will notify the Auto Desk and record the number of the Auto Desk operator who receives the notification on the Miscellaneous Incident Exception Report. This notification will not be made in the case of lost state registration stickers.
  • D.When the citizen reports the loss of an Illinois driver's license, he will be informed that the loss must be reported directly to a branch office of the Secretary of State, Motor Vehicle Division. The Secretary of State requires at least three (3) forms of positive identification before a duplicate drivers license can be issued. Officers will advise citizens to contact the Office of the Secretary of State to ascertain the acceptable types of identification needed. A police report is not necessary when application is made for a duplicate driver's license. A record of such losses is maintained by the Office of the Secretary of State, Springfield, Illinois.
  • E.When a citizen reports the loss of an out-of-state drivers license, the citizen will be advised to contact the license issuing authority within their state; a police report will not be completed in such cases.
IV.Found
  • A.If a state license plate, registration card and/or sticker, City Vehicle License or drivers license is found and turned over to a member of the Department and no apparent offense is involved, a Miscellaneous Incident Exception Report will be prepared and the property will be inventoried in accordance with the applicable provisions of the Department directive entitled "Inventory System for Property Taken Into Custody."
  • B.The officer preparing the report will take the necessary action to notify the owner that the owner's property has been found. Recovery of vehicle licenses (except a state registration sticker) requires notification to the Auto Desk. The number of the Auto Desk operator who receives the notification will be recorded on the Miscellaneous Incident Exception Report.
V.Extra Copies of Reports
Reporting officers will write "1 copy - Auto Reporting Desk" in the "Extra Copies Required" box when preparing case or supplementary reports pertaining to the theft, loss or recovery of vehicle licenses.
