I.UTILITY CAP- BASEBALL TYPE, SWORN

II.TWILL WEAVE TROUSER
  • A.DESIGN:
    The utility uniform trousers will be a tailored split-seam construction dress uniform style with two front quarter pockets, two double-section side pockets, two button-tab hip pockets, and wide waistband with belt loops inserted bottom and tacked to the top. There will be a wide elastic waistband with silicone shirt-grip stripe, permanent silicone adhesive creases on both the front and back of the legs, front crotch panels and fly lining with button tab .The patterning will allow generous seat and thigh let out. The trousers will be machine washable/dryable as well as drycleanable. The waistband construction and trouser patterning will accommodate an optional removable windproof, breathable liner.
  • B.MATERIALS:
    • 1.Shell: The shell fabric of the garment will be a machine washable and dry cleanable cotton blend.
      • a.6.5 ounce per square yard 2 by 1 twill weave in a 65% polyester/35% cotton fiber blend with 10% - 12% filling stretch that is pre-cured for wrinkle resistance and treated with a soil release finish.
    • 2.Interlining: Cloth Type: 100% polyester non-woven
    • 3.Binding: 70% polyester, 30% cotton
  • C.COLOR:
    Dark navy blue
  • D.CONSTRUCTION:
    • 1.Pockets: The pocketing fabric is composed of 70% spun polyester and 30% cotton warp, or similar blend.
      • a.Front Pockets: Will be quarter top style with a minimum opening of 6 inches and a minimum depth of 5 ¾ inches measured from the bottom of the pocket opening. Pocket facing will be made of the base fabric and will measure a minimum of 3 inches in width.
      • b.Hip Pockets: Will have a minimum of opening of 5 ½ inches and a minimum depth of 5 ¾ inches measured from the bottom of the pocket opening. Hip pockets will be constructed using the double welt method. The corners of the hip pocket openings will be bar-tacked for reinforcement. The left hip pocket will have a tab to button.
      • c.Cargo Pockets: There will be two cargo pockets, one on each side seam. There will be double-section pleated patch pockets with flaps. The pockets will be centered across the side seam and placed approximately 2 inches below the bottom of the front quarter-top pocket, measuring from the top of the pocket flap. The pocket will be constructed of the shell fabric and lined with the specified pocketing. The top edge of the pocket will be bound. The outside measurements of the pockets are 7 inches wide by 8 ½ inches deep with mitered bottom corners. There will be 1 ½ inch center pleat on each pocket. The pocket will be pointed at the corners and measure 7 ¼ inches wide, 2 ¼ inches deep at the ends, and 3 ½ inches deep at the center point.
        • (1)Cargo Pocket Flap: Will be sewn across the top to the inner pocket and down both sides, covering the top edge of the outer pocket. There will be a 1 ½ inch wide x 1 inch deep piece of hook sewn to the inner ply of the flap and a corresponding piece of loop sewn on the pleat of the pocket. There will be a black vislon zipper sewn behind the inner pocket and to the trouser leg so that the zipper is recessed 1 inch from the top of the flap. There will be straight vertical bar-tacks on all four corners of each pocket flap.
    • 2.Waistband: The trouser will be made with a waistband system that provides the wearer with a comfortable fit. The waistband will be constructed using the "closed method" and will measure 2 inches wide when finished. The waistband will have reinforced hook and eye closure (crush proof type). The waistband must be topstitched 1/16 inch below the waistband seam for additional strength. The top portion of the inside of the waistband is to consist of the same fabric as used for pocketing (70% polyester, 30% cotton) .The fabric is to be cut on the bias for maximal comfort. The waistband will be 1 ¾ inches wide and to finish 1 1/8 inches wide after construction.
      • a.Upper Waistband Curtain: Will be lined with stretch (Ban-Rol) type canvas. The waistband must be constructed to give adequate fit and breathability.
      • b.Lower Waistband: Is designed to stretch over the hips and keep the proper position of the trouser while movement takes place. The lower portion of the waistband must contain a blend of Polyester, Nylon, Spandex, and a rubberized type fabric which will act as a shirt keeper. In a performance stretch waistband, the upper and lower portions of the waistband will perform different functions.
    • 3.Fly: Will have a metal memory lock zipper. There will be button hole on the inside right fly. The right fly will be lined with the same fabric as the waistband curtain and pocketing. The fly lining will be sewn to the left fly below the zipper in a neat durable manner. A button will be located on the left fly corresponding with the buttonhole. There will be a firm straight bar-tack at the fly going through the zipper tape.
    • 4.Belt Loops: There will be a minimum of seven belt loops, 1 inch in width of double thickness. Each loop must have a nonwoven interlining. All loops must be "dropped" with the bottom loop tacked to the trouser. The top of all belt loops (except for the center back loop) will be caught into the waistband curtain seam. The top of the center back loop will be tacked to the waistband.
    • 5.Stitching: Stitched with matching thread and all stitching to show must be 10-11 stitches per inch.
    • 6.Pressing: Must be neatly pressed on hothead presses and properly shaped. Outseams and inseams must be pressed open. Trousers and shorts must be quality-control checked to assure a professional finish.
    • 7.Sizing: Standard male and female sizing.
  • E.MANUFACTURER'S SPECIFICATIONS/LABELS:
    All garments will be permanently labeled with the manufacturer country of origin, size, fiber content, and care instructions. A label indicating that the garment is a Chicago Police Department approved item will be sewn inside the pant. The label will include the date of manufacture. No manufacturer or representative may suggest that a garment is an approved Chicago Police Department garment without prior inspection of a completed sample and written authorization of the command staff member of the Research and Development Division, Chicago Police Department.
III.LONG/SHORT SLEEVE SHIRT
  • A.DESIGN:
    The style will be plain front coat-style, collar attached, full length tails, regular or full bodied fit, long sleeves will have barrel cuffs. The shirt is to have two outside breast pockets and scalloped flaps having one button each. A full badge sling and shoulder straps will also be placed on the shirt. The back is to have a double yoke, with high lustre Dacron/cotton or nylon venetian band and yoke trim. Female shirts will be of female style and cut from female patterns.
  • B.MATERIAL:
    6.5 ounce per square yard 2 by 1 twill weave in a 65% polyester / 35% cotton fiber blend with 10% 12% filling stretch that is treated with a soil release finish.
  • C.COLOR:
    Dark navy blue
  • D.CONSTRUCTION:
    • 1.Collar, Short Sleeve: The collar is to be a one-piece convertible type and die cut to insure uniformity. The points are to be no less than, 2 7/8 inches or greater than 3 inches in length and top stitched ¼ inch from the edge. Permanent collar stays of proper size are to be sewn inside of the collar.
    • 2.Collar, Long Sleeve: The collar will consist of leaf and stand of two-ply with interlining in both, with permanently sewn-in collar stays properly positioned in each collar point. Collar points are to be approximately 3 inches in length, 1 ½ inches in height at the back. The collar will be top-stitched ¼ inch off the edge. The collar stand will measure approximately 1 3/8 inches in height at the back and have one button and buttonhole at the front. The collar and band are to be die cut to insure uniformity.
    • 3.Collar Stay: The collar stays will be of good quality Stalar vinyl or mylar, approximately 2 ½ inches in length and 3/8 inch wide.
    • 4.Yoke: The back will have a double yoke.
    • 5.Placket Front: Left front will have 1 ½ inches turned-back salvage edge facing along front edge with seven well-sewn buttonholes. Buttonholes will be spaced approximately 3 ¾ inches from the edge. The second buttonhole is to be positioned approximately 3 inches from the top button, the balance of buttons will be spaced approximately 3 ¼ inches apart. Right front will have a 1 inch hemmed self-button piece along front edge with seven buttons to correspond with the left front buttonholes. Buttons are to be strongly attached through two thicknesses of material forming the right front and will correspond to each buttonhole. Manufacturers will use a placket front on long and short sleeve shirts.
    • 6.Sleeves, Long: Long sleeves are to be cut straight and whole with a 5 ½ inch sleeve vent. Sleeve vents will have a top facing approximately 1 1/8 inches wide finished at the top with a neatly blocked point, one buttonhole will be placed approximately 2 ½ inches above the top of the cuff with a corresponding button on the lower facing. The lower facing will measure approximately ½ inch in width. The cuff is to measure approximately 2 ¾ inches with rounded corners. There will be two buttons with corresponding buttonholes in the sleeve facing.
    • 7.Sleeves, Short: Short sleeves will be cut straight and folded under ¾ inch and single stitched. The sleeve will not extend below the bend of the elbow.
    • 8.Pockets: Two breast pockets with a 1 ½ inch stitched down box pleat stitched top and bottom to prevent spreading. Pocket will finish approximately 5 5/8 inches wide and 6 inches deep with mitered corners. Hook tab approximately 3/8 inch wide and 1 inch long will be placed on each pocket to secure loop tab placed on each flap.
    • 9.Pocket Flap: Will die cut and scalloped; to finish approximately 5 5/8 inches in length and 2 ¾ inches in width at the center and 2 ¼ inches at each side. Flaps will secured approximately ½ inch above top of pocket. The left flap will have a pencil opening approximately 1 ¼ inches wide. Loop tabs will be placed on edges of each underside of flap to secure to hook tabs placed on pockets. Flaps will have one centered button hole with button.
    • 10.Buttons: Will be first-grade, black plastic, 19 ligne.
    • 11.Shoulder Straps: Will be sewn into sleevehead seam and measure approximately 2 ¼ inches tapering to 1 7/16 inches with end pointed ending ½ inch from collar and fastened with one button. They will be box stitched to shoulders with a row of cross stitching 2 ½ inches from sleeve head and diagonally sewn from each end of the seam to the sleeve. Shoulder straps are to be die cut and die creased.
    • 12.Sewing: Collars, shoulder straps and flaps will be single stitched ¼ inch from the edge. Sleeve insertion and side closing to be safety stitched. All sewing will be 100% Dacron matching threads.
    • 13.Nameplate Patch: Two eyelets, spaced 1 5/8 inches apart. To be placed 7/8 inch above the top edge of the pocket flap on the right breast and centered. Reinforcement material will not exceed 2 ¼ inches by ½ inch. The thread for the eyelets will be of the same color and be colorfast.
    • 14.Badge Reinforcement: Will have a two-ply sling-type badge reinforcement inside left front of shirt 1 1/8 inches wide to be centered and secured in left shoulder seam and left flap setting seam. Two buttonhole eyelets are to be spaced at 1 inch to 1 ¼ inches apart, with the bottom eyelet 1 ¼ inches from the top of the left pocket flap.
    • 15.Interlining: Collars and flaps to be interlined with Stabilized Mello Press interlining, or Dacron taffeta full count 250 denier in collar, and 150 denier in collar band.
    • 16.Permanent Creases: Seven baked in sharp military creases are to be baked into the shirt. Two creases on the front are to be centered vertically through each pocket and flap and three proportionately spaced creases on the back. Creases on both sleeves are to be centered on the middle of the shoulder strap.
    • 17.Size Markings: Size will be marked with black indelible ink on the inside of collar stand and on outside of left front tail.
    • 18.Pressing: Shirts will be carefully pressed in a first-class manner.
  • E.MANUFACTURER'S SPECIFICATIONS/LABELS:
    All garments will be permanently labeled with the manufacturer country of origin, size, fiber content, and care instructions. Each manufacturer will position their respective label on the yoke (inside) of the garment. A label indicating that the garment is a Chicago Police Department approved item will be sewn on the underside left pocket flap. The label stitching will not be visible on the flap front. The label will include the date of manufacture. No manufacturer or representative may suggest that a garment is an approved Chicago Police Department garment without prior inspection of a completed sample and written authorization of the command staff member of the Research and Development Division, Chicago Police Department.
