I.Purpose
This directive describes the Department Training Oversight Committee and identifies its membership, duties and responsibilities.
II.Oversight Committee
  • A.The Training Oversight Committee will be composed of the following personnel:
    • 1.Voting Members:
      • a.Chief, Bureau of Organizational Development
      • b.Chief, Bureau of Patrol
      • c.Chief, Bureau of Internal Affairs
      • d.Chief, Bureau of Technical Services
      • e.Chief, Bureau of Organized Crime
      • f.Chief, Bureau of Detectives
    • 2.Advisory Members:
      • a.Chief of Staff
      • b.General Counsel to the Superintendent
      • c.Director, Research and Development Division
      • d.Director, Management and Labor Affairs Section
      • e.Director, Human Resources Division
      • f.Director, Office of Communications
      • g.Commanding Officer, Force Review Unit
    • 3.Reporting Members
      • a.Deputy Chief, Education and Training Division
      • b.Commander, Education and Training Division
  • B.The First Deputy Superintendent will act as the chairperson of the committee. The First Deputy Superintendent will have no vote unless the voting members are equally divided.
  • C.The Chief, Bureau of Organizational Development will act as the vice-chairperson of the committee.
  • D.Committee affairs will be conducted only when a quorum of the membership is present or contacted for a vote. A quorum will consist of at least the chairperson or the vice-chairperson and two other voting members.
    NOTE:
    In instances where a training issue requires an immediate decision due to its time-sensitive nature, the Chief, Bureau of Organizational Development will inform the Superintendent or the First Deputy Superintendent who will make an immediate decision outside of the normal Training Oversight Committee approval process.
  • E.The committee chairperson will designate a Department member who will serve as the Committee Administrator. The Committee Administrator is responsible for coordinating and scheduling meetings, recording meeting notes and decisions of the committee, creating and distributing agendas and minutes, and creating official committee reports on behalf of the Chairperson.
  • F.The Training Oversight Committee will submit all approved recommendations to the Superintendent for review and implementation.
  • G.The Training Oversight Committee will convene monthly.
  • H.Reporting members will conduct a formal presentation regarding training updates, projects, action plans, findings, recommendations, needs, and strategies of the Education and Training Division for Department training.
    NOTE:
    All formal proposals must be submitted in writing no later than seven (7) calender days prior to the scheduled committee meeting in order to be considered for a vote.
III.Duties and Responsibilities
The Training Oversight Committee will focus on:
  • A.approving short-term and long-term strategic plans that encompass the overall vision, mission, objectives, strategies, and action plans for Department training.
  • B.reviewing projects, action plans, reports, findings, and recommendations developed by the Education and Training Division.
  • C.overseeing the Chicago Police Department's entire training program including identifying and addressing performance inefficiencies and needs for improvement.
  • D.approving new training initiatives and revisions to policies that affect training.
  • E.assessing the Education and Training Divisions's strategic plan to decentralize in-service training to the unit and district level and assessing the quality control function for monitoring and auditing.
  • F.reviewing and monitoring a system that ensures consistency across the the decentralized training.
  • G.reviewing and overseeing the Department's decentralized in-service training program to ensure compliance.
  • H.approving any in-service training beyond state requirements based on Department priorities.
  • I.reviewing and adjusting training priorities.
  • J.reviewing and approving periodic training needs assessments for the Department.
  • K.reviewing employee standards as they relate to training.
  • L.approving new curriculum revisions.
  • M.ensuring that all Department training is delivered effectively in an efficient and timely manner.
  • N.receiving and reviewing training input and feedback from both internal and external stakeholders.
  • O.ensuring that compliance audits are regularly conducted by the Inspections and Information Services Divisions, unit/district executive officers, and Bureau of Patrol area meetings.
