I.Purpose
This directive informs Department members of the implementation of the City of Chicago's Municipal Identification (ID) Program in accordance with the Municipal Code of the City of Chicago 2-160-065 and Chapter 2-176.
II.General Information
  • A.The City of Chicago Municipal ID card ("CityKey") will enable Chicagoans to obtain an optional, valid, government-issued ID that they can use to access a range of services from both the private and public sectors.
  • B.Any person who presents documents to establish proof of identity and residency in the City of Chicago will be permitted to obtain a municipal ID card.
  • C.All City of Chicago departments, including the Chicago Police Department, will accept the City of Chicago Municipal ID card as proof of identification.
  • D.The City of Chicago Municipal ID Program will provide a City of Chicago Municipal ID to city residents granting them access to city services, cultural institutions, programs, and other benefits. The municipal ID may also include the holder's Chicago Public Library card and Chicago Transit Authority (CTA) Ventra Card.
  • E.This municipal identification will not be recognized for air travel, federal grants and benefits, or the purchase of alcohol/tobacco products.
  • F.The Office of the City Clerk is responsible for the management and implementation of the municipal ID program, including printing the municipal ID cards.
III.Responsibilities
  • A.Department members will:
    • 1.recognize the City of Chicago Municipal ID as a valid, government-issued ID that displays information that includes the applicant's name, photograph, date of birth, and an expiration date;
    • 2.accept the City of Chicago ID created in Chapter 2-176 as valid identification and as valid proof of residency in the City of Chicago, unless the Department member has reason to believe that the City of Chicago ID is counterfeit, altered, improperly issued, or that the person presenting the City of Chicago ID is not the person to whom the card was issued.
    • 3.not accept the City of Chicago ID as official identification:
      • a.that does not contain a complete name of the individual unless their identity can be verified through another law enforcement resource or identification,
      • b.when it is known to Department members that the individual is in possession of multiple City of Chicago IDs, or
      • c.if there is a known conflict with a state or United States federal identification document (i.e., state driver's license/identification, passport). In this instance, the state or federal identification will be accepted.
    • 4.be aware that the Clerk's office provides options for survivors of domestic violence to designate an alternative address and for homeless individuals to obtain an ID without a fixed address.
    NOTE:
    The City of Chicago Municipal ID will be accepted for the issuance of ANOVs unless otherwise determined in accordance with Item III-A-2 and III-A-3 of this directive.
  • B.Alternative Identification Cards included in 2-160-065 of the MCC.

    Department members will recognize and accept Mexican and Latin American Matricula Cards in accordance with 2-160-065 of the MCC.
