Application Process for Captain (Senior Executive Service)

I.Purpose
This directive will instruct applicants in the procedures for submitting applications for Captain — Senior Executive Service (SES).
II.Procedures
  • A.Candidates will:
    • 1.submit applications for Captain — Senior Executive Service (SES) electronically by 07 December 2018 at 2359hrs.
    • 2.go online to the Taleo Police Careers site for the City of Chicago located at www.cityofchicago.org/policepromotions;
    • 3.select the link, "Captain (SES)" under "Job Openings";
    • 4.follow the procedures for submitting an application. Ensure you complete the application by clicking the SUBMIT button. On the following page print the "Thank You" screen which is your confirmation receipt that the process is complete. A click-by-click "Candidate Experience Guide" is available on the Chicago Police Department Human Resources Division's web page to assist in submitting an application. To access the guide, click on Bureau sites, then click on "Human Resources Division," then click the Documents and Forms subsection webpage to review the "Candidate Experience Guide."
      NOTE:
      Questions regarding completing a profile or application in Careers should be directed to the City of Chicago, Department of Human Resources, at 312-744-4976.
    • 5.attach the following as part of the Taleo application. All documents must be scanned and attached as ONE PDF document and submitted by the close of the application period.
      • a.A cover letter that includes a discussion of the following with relation to the position of Captain — SES:
        • (1)The applicant's Chicago Police Department assignments AND work experience and training outside of the Chicago Police Department.
        • (2)The applicants supervisory and leadership experience.
        • (3)The strengths that qualify the applicant to perform the function of the Captain — SES position. The strengths should be considered in terms of the Critical Performance Dimensions identified for the Captain — SES position. Reference the Chicago Police Department, (CPD-HR) Human Resource Division, Documents and Forms subsection web page for specifics.
      • b.A resume with the following:
        • (1)Name,
        • (2)Employee number,
        • (3)Star number,
        • (4)Home address,
        • (5)Home and cellular telephone numbers,
        • (6)History of Departmental assignments including dates of assignment and duties performed.
        • (7)Work experience or training outside of the Chicago Police Department, (e.g. military experience or special training) relevant to the position of Captain — SES. Include the type of experience or training received and the years of your involvement.
        • (8)Education, including the:
          • (a)Name and location of the institution,
          • (b)Number of hours completed, type of degree or certification, and year completed.
          NOTE:
          It is the applicant's responsibility to ensure the education requirements of this process are on file with CPD-HR by the close of the application. Any education not verifiable by CPD-HR will disqualify the applicant from further consideration of the process.
      • c.Identify three references who are current members of the Department for whom the candidate has worked for within the last three years. One of the references must be an exempt member and the other two must be supervisors. Each reference must complete the standard Letter of Recommendation (CPD-62.138).
        NOTE:
        Reference the Chicago Police Department, Human Resources Division, Documents and Forms subsection web page for specifics. An unfavorable reference may be the basis for disqualification from further consideration from the position.
  • B.Proxy applications will be allowed under limited circumstances, such as military duty. To submit a proxy application, the candidate's proxy will contact the Chicago Police Department, Human Resources Division, Career Development and Performance Management Section, at 312-745-5318 before the close of the application period.
