I.Purpose
This directive describes an optional uniform item authorized for Department members assigned to bicycle patrol, airports, or the detail unit.
II.JACKET - REVERSIBLE HIGH VISIBILITY
  • A.DESIGN
    Shield HiVis Reversible Soft Shell is a lightweight, breathable, wind and waterproof, poly RipStop shell on one side and a stretchable, breathable, water-repellent, micro-fleece soft shell on the other. Soft shell features easy access magnetic closure utility pockets, lower-front storage pockets, zippered side vents, and shoulder straps. The yellow HiVis side of the soft shell is ANSI 107-2010 Class 2, Level 2 certified.
  • B.MATERIAL
    • 1.Navy Side: 100% polyester mini-rip stop with a windproof, waterproof, breathable HydroTech membrane. Fabric offers lightweight protection against the elements while high-vapor permeability promotes moisture management, allowing the moisture to pass through the garment. Weight is 4 ounces per square yard.
    • 2.High-Visibility Side: is a 2-way, stretch-bonded, three-layer soft shell fabric that offers enhanced thermal protection, airflow, and performance during elevated aerobic activities. 96% polyester/4% spandex outer with fleece interior. HydroTech membrane is waterproof, windproof, and breathable, promoting moisture management and allowing the moisture to pass through the garment. Weight is 7.6 ounces per square yard.
  • C.COLOR
    • 1.Midnight Navy.
    • 2.The upper portion of the soft shell, hem, and cuffs are midnight navy; remainder is HiVis yellow. 3M reflective patterned reflective striping is set across the yoke, down the sleeves, and around middle of the sleeves.
  • D.CONSTRUCTION
    • 1.Collar: Permanent collar is made of two plies of the RipStop shell fabric plus the interlining. Collar points are well-shaped, symmetrical, and measure 3 inches high.
    • 2.Sleeves: Set-in sleeves have a slight articulation and curve towards the front of the body and have 1 inch wide elastic cuffs. A hidden zipper sewn into the sleeve underarm seam allows access for sewing on emblems and embroidery.
    • 3.Epaulets: Both sides of the soft shell have permanent utility straps made of two plies of the basic shell fabric. Straps are 1 1/4 inches wide and are single-needle edge-stitched. Utility straps are tacked to shoulder at ends and center to form a 2 inch opening at the center of the strap for mic attachment.
    • 4.Pockets: Each side of the soft shell has two diagonal slash pockets on the lower front. Pockets have 6 1/2 inch openings with reverse coil zipper closures and zipper hoods at each end and are lined for warmth. Right pocket has a D-ring attached to a 3 1/2 inch long double-ply strap sewn into the pocket seam to secure keys.

      Navy side has two large document/utility pockets on the upper front with vertical openings that measure 8 inches and extend across the chest. Pocket bags have U-shaped bottoms with 3 inch by 5 inch patch pockets sewn to the sides closest to the wearer to secure a back-up weapon. Pocket openings are secured with dual magnet closures.
    • 5.Waistband: Waistband has 2-inch hem in the front of the soft shell. Back of soft shell has a shirred elastic panel to maintain snug fit along bottom of the back.
    • 6.Side Vents: Side vents open 10 inches from bottom of waistband. Reversible non-locking zippers are sewn into each side seam, extending through the waistband, to allow access to firearm and equipment. Zippers are set to both the shell and permanent lining. A 3/4 inch by 3 inch elasticized tab is set to the navy side of the hem and contains a stud snap to align with the two adjustable flat snaps on the front of the soft shell. Additional flat snap on the HiVis side hem secures the tab when not in use.
    • 7.Seams: All stitching is even and uniform. All seams on the shell and liner are securely sewn. Navy shell seams are fully taped. All seams are properly reinforced where needed via back-tack or bar-tack, 8 stitches per inch minimum to 12 stitches per inch maximum, and free from puckering, pleats, runoffs, and raw edges.
    • 8.Front: Front has a Vislon two-way, auto-lock, dual-separating reversible zipper, functional up to the collar points. There must be an inner storm flap at the front behind the zipper all the way to the collar point for extra protection, which is lined with Pellon. On the navy side, six snaps are placed at the center front for placket closure.
    • 9.Reflective Trim: On the HiVis side there is 2 1/4 inch wide black woven ribbon with 2 inch wide 3M Scotchlite patterned silver striping heat-transfer (centered with 1/8 inch black edges) placed horizontally around the body (front and back) at the yoke. Striping is also placed on the sleeve front and back from shoulder to elbow and around the elbow area.
    • 10.City of Chicago Flag Patch: Polyester/cotton, sewn on right shoulder, centered 1 1/4 inch below outer shoulder seam.
    • 11.CPD Patch: Polyester/cotton, sewn on left shoulder, 3/4 inch below outer shoulder seam.
    • 12.Embroidered patches will be utilized consistent with the Department directive titled "Insignia—Embroidered Patches."
    NOTE:
    Patches will be affixed to both the navy side and the high-visibility side.
  • E.MANUFACTURER'S SPECIFICATIONS/LABELS
    All garments will be permanently labeled with the manufacturer country of origin, size, fiber content, and care instructions. A label indicating that the garment is a Chicago Police Department approved item will be sewn inside the right inside pocket. The label will include the date of manufacture. The label stitching will not be visible on the flap front. No manufacturer or representative may suggest that a garment is an approved Chicago Police Department garment without prior inspection of a completed sample and written authorization of the Director, Research and Development Division, Chicago Police Department.
