I.Purpose
This Department Notice introduces mandatory Joint Active Shooter Training for designated sergeants and field personnel, to be conducted with Chicago Fire Department members.
II.Scope
The Mandatory Joint Active Shooter Training for Sergeants, designated field personnel, and Chicago Fire Department personnel will be conducted by the Education and Training Division and will:
  • A.begin on Monday, 16 November 2015, at 1450 N. Larrabee (Near North Training Site). Training will take place on the second and third watches, and continue until further notice.
  • B.require Department members to attend training on their regularly scheduled day off. Affected members will have their regularly scheduled day off cancelled on the day they are scheduled to report for training. All members not on furlough at the time they are scheduled for training will be required to attend.
    NOTE:
    Department members attending the training are required to wear their regulation field uniform and have their equipment belt.
  • C.be 8 1/2 hours long with a half-hour uncompensated meal break included, and will be compensated at the rate of time and one-half.
III.Assignment Procedures
  • A.Members attending training will:
    • 1.be eligible to receive pay only for the Active Shooter Training.
    • 2.receive and complete a green-colored Overtime / Compensatory Time Report.
    • 3.obtain signed approval from a supervisor at the training site. The supervisor assigned to Active Shooter Training will be responsible for signing the "approved by" box on the green-colored Overtime / Compensatory time report.
    • 4.ensure the green-colored Overtime / Compensatory time report is forwarded to the unit timekeeper in the member's unit of assignment.
  • B.District station supervisors will:
    • 1.ensure that personnel assigned to report to training are notified.
    • 2.ensure timely notifications to Near North Training Site in cases of unforeseeable events when notified that a member cannot attend training.
    • 3.ensure compliance with this Department Notice.
  • C.Watch operations lieutenants will:
    • 1.ensure supervisors, and select field personnel are notified to report to the Active Shooter Training consistent with Section IV of this Department Notice.
    • 2.verify that watch personnel report to and complete the Active Shooter Training.
    • 3.ensure compliance with this Department Notice.
  • D.District/unit commanders will:
    • 1.ensure supervisors, and select field personnel are notified to report for training consistent with Section IV of this Department Notice.
    • 2.ensure compliance with this Department Notice.
  • E.Unit timekeepers will:
    • 1.receive the completed green-colored Overtime / Compensatory time reports from members that have attended training, when applicable.
    • 2.only credit overtime pay for members that have completed the Active Shooter Training.
    • 3.forward the completed green-colored Overtime / Compensatory time reports to the Finance Division.
  • F.The Finance Division will:
    • 1.ensure that the training site is provided with green-colored Overtime / Compensatory time reports.
    • 2.ensure unit timekeepers are aware of specific payroll and timekeeping procedures for the Active Shooter Training.
    • 3.receive the completed green-colored Overtime / Compensatory time reports from the submitting units.
IV.Training Schedule Matrix
A series of training matrices will be issued via the AMC Message Center, regarding which personnel will be required to attend the joint active shooter training.
