Mandatory Active Shooter Training For Chicago Police Sworn Exempt Members, Captains, and Lieutenants

I.Purpose
This directive introduces Mandatory Chicago Police and Chicago Fire Departments' Active Shooter Training for sworn exempt members, captains, and lieutenants.
II.Scope
The Mandatory Chicago Police and Chicago Fire Departments' Active Shooter Training for sworn exempt members, captains, and lieutenants will be conducted by Chicago Fire Department and Chicago Police Department Training Personnel and will:
  • A.begin 07 December 2015, at the Chicago Fire Department Academy, 558 W. Dekoven at 0830 hours.
  • B.be attended by all Chicago Police Department sworn exempt members, captains, and lieutenants, as well as select Chicago Fire Department members.
  • C.require captains and lieutenants to attend training on their regularly scheduled day off. All members not on furlough at the time they are scheduled for training are required to attend.
  • D.require all captains and lieutenants in DOG 8 to be reverted to DOG 9 and/or DOG 10 for the week of their scheduled Active Shooter Training. Members will attend the Active Shooter Training on their Regularly Scheduled Day Off (RDO) and be compensated at time and one-half.
  • E.Department members attending training are required to wear their regulation field uniform.
III.Assignment Procedures
  • A.Captains and lieutenants attending training will:
    • 1.be eligible to receive pay only for the Active Shooter Training and will be compensated at the rate of time and one-half.
    • 2.receive and complete a green-colored Overtime / Compensatory Time Report.
    • 3.obtain signed approval from the designated supervisor at the training site. The supervisor assigned to Active Shooter Training will be responsible for signing the "approved by" box on the green-colored Overtime / Compensatory time report.
    • 4.ensure the green-colored Overtime / Compensatory time report is forwarded to the unit timekeeper in the member's unit of assignment.
  • B.Exempt members will not complete a green-colored Overtime / Compensatory Time Report and will not be compensated at the rate of time and one-half for attending the training.
  • C.District/unit commanders will ensure captains and lieutenants are notified to report for training consistent with Section IV of this Department Notice.
  • D.Unit timekeepers will:
    • 1.only credit overtime pay for captains and lieutenants that have completed the Active Shooter Training.
    • 2.forward the completed green-colored Overtime / Compensatory time reports to the Finance Division.
  • E.The Finance Division will:
    • 1.ensure that the training site is provided with green-colored Overtime / Compensatory time reports.
    • 2.ensure unit timekeepers are aware of specific payroll and timekeeping procedures for the Active Shooter Training.
    • 3.receive the completed green-colored Overtime / Compensatory time reports from the submitting units.
IV.Training Schedule Matrix
A training matrix will be issued via the AMC Message Center, regarding sworn exempt members, captains, and lieutenants required to attend the joint active shooter training.
