Departmental Specialized Personal Garments

I.Purpose
This directive:
  • A.lists those garments marked with distinguishable Departmental identification.
  • B.delineates procedures for procurement and distribution of specialized personal garments.
II.Specialized Personal Garments
Specialized personal garments are those items which are not an element of an established uniform configuration, and the purpose of the garment is to identify the wearer as a member of the Chicago Police Department engaged in official duties. Unless otherwise authorized, specialized personal garments are intended for wear by officers wearing conservative business attire or casual dress. The following items are Department authorized and issued:
  • A.Specialized Cap, “baseball-style cap” with Departmental identification.
  • B.Warrant Team Vest, with printed Departmental identification.
III.Procurement and Distribution Procedures
  • A.Procurement
    The Equipment and Supply Section will maintain a supply of authorized specialized personal garments for issue to Department units. To facilitate distribution and maintain inventory control, the Commanding Officer, Equipment and Supply Section, will maintain a list of:
    • 1.units authorized to be issued:
      • a.Specialized Caps.
      • b.Warrant Team Vests.
    • 2.members issued any Specialized Cap as personal issue.
  • B.Authorization
    Department members must be designated and authorized to wear specialized personal garments during the execution of search warrants or other authorized on-duty police activities.
    • 1.Within the Bureau of Patrol, the Bureau Chief will designate specific units within that command as authorized to wear specialized personal garments.
    • 2.Within the Bureau of Detectives, the Bureau Chief will designate specific units within that command as authorized to wear specialized personal garments.
    • 3.The Chief, Bureau of Organized Crime, may authorize unit commanding officers to distribute Warrant Team Vests individually to select personnel under their command, from the unit supply.
  • C.Availability
    • 1.Specialized Caps will be distributed from the Equipment and Supply Section and issued by unit commanding officers in accordance with the procedures detailed in Item III-D-1 of this directive.
    • 2.Warrant Team Vests will be distributed from the Equipment and Supply Section to authorized unit commanding officers.
      • a.Unit commanding officers:
        • (1)will be responsible for securing and maintaining the unit supply of vests.
        • (2)will ensure the availability of the unit supply for temporary distribution to individual officers engaged in a search warrant execution, in accordance with this directive and the Department directive entitled “Search Warrant and Consent to Search Incidents.”
        • (3)assigned to the Bureau of Organized Crime will follow the procedures outlined in Item III-D-2-b of this directive if vests are distributed individually to members of that command.
      • b.Members individually issued a Warrant Team Vest will return the vest to the unit of issuance when the member has a change in employment status, is no longer assigned to a designated unit, or at the request of a supervisor.
  • D.Distribution
    • 1.Specialized Caps will be distributed as follows:
      • a.When a Department member within a designated unit is assigned to duties which require the wearing of a Specialized Cap and has not previously been issued the item, the member will submit a To-From-Subject report to his or her exempt commanding officer requesting the cap be issued. The report will contain the requesting member’s:
        • (1)name,
        • (2)rank,
        • (3)star number,
        • (4)employee number, and
        • (5)unit of assignment.
      • b.The exempt commanding officer or designee will:
        • (1)verify the requesting member has not previously been issued the cap prior to approving the request.
        • (2)fulfill the request by:
          • (a)preparing a Material Requisition form (CPD-34.622), and
          • (b)forwarding the approved To-From-Subject report and the Material Requisition form to the Equipment and Supply Section for fulfillment.
        • (3)upon distribution of the cap to the requesting member, record the issuance on the member’s Personnel Card (CPD-11.600).
    • 2.Warrant Team Vests will be distributed in the following manner:
      • a.for temporary distribution during the execution of a search warrant, search team members may:
        • (1)be issued vests from their unit inventory, or
        • (2)when circumstances require, be issued vests from the supply of the district of occurrence.
      • b.for individual distribution, only in those units designated by the Chief, Bureau of Organized Crime, the authorized commanding officer may distribute vests individually to unit personnel. The unit commanding officer or designee will:
        • (1)obtain a To-From-Subject report from the member to be individually issued the item. The report will contain the same information detailed in Item III-D-1-a.
        • (2)verify that a vest has not previously been issued.
        • (3)upon approval of the request:
          • (a)distribute the appropriate size vest from the unit supply, and
          • (b)record the issuance on the member’s Personnel Card (CPD-11.600).
        • (4)when a Warrant Team Vest is returned, ensure the member’s Personnel Card is updated and the vest is returned to the unit supply, if serviceable.
      • c.for replacement of damaged vests, the unit commanding officer will submit the request on a Material Requisition form and forward the form to the Equipment and Supply Section for fulfillment.
