I.Purpose
This directive:
  • A.establishes the District-Level Investigative Teams.
  • B.outlines the responsibilities for collaborative efforts between the District-Level Investigative Teams and specified district personnel.
  • C.satisfies CALEA Law Enforcement Standard in Chapter 42.
II.General Information
  • A.To ensure the most effective Department efforts to anticipate, reduce, respond to, and investigate criminal acts and other incidents at the District-level, continuous collaboration between Area Detective and District personnel is vital. Area Detective personnel working in conjunction with and directed by district leadership will provide for this level of collaboration and continuity in activities between Detective and District personnel.
  • B.The District-Level Investigative Teams will conduct follow-up investigations on property crimes and other crimes or incidents occurring in the designated district as assigned by either the Detective Area commander or district commander.
    • 1.The District-Level Investigative Teams consist of a sergeant and a number of detectives assigned to a Detective Area and designated by the Detective Area commander to report to work in a designated district.
    • 2.The detectives designated as District-Level Investigative Team members will report to a District-Level Investigative Team sergeant.
  • C.The District-Level Investigative Team sergeants are responsible for supervising the District-Level Investigative Teams, collaborating with the designated district tactical lieutenant on team activities and priorities, and coordinating with the district commander to support district-level crime reduction and community-focused policing strategies. The District-Level Investigative Team sergeants:
    • 1.are assigned to a Detective Area and designated by the Detective Area commander to report to work in a designated district.
    • 2.will, while collaborating with the district tactical lieutenant and focusing team efforts and activities on the priorities identified by the district commander, report to the Detective Area Property Crimes lieutenant.
    • 3.will, in coordination with the Detective Area Property Crimes lieutenant and district tactical lieutenant, be responsible to direct the operational activities of the District-Level Investigative Team.
    NOTE:
    In the absence of the District-Level Investigative Team sergeant, Detective Area Property Crimes lieutenants will be responsible for directing the operational activities of the District-Level Investigative Teams, in coordination with the district tactical lieutenant.
  • D.District-Level Investigative Team personnel will:
    • 1.generally report to work, spend their tour of duty, and conduct investigations in their designated district.
    • 2.conduct team operational activities and efforts in coordination with and as directed by district leadership to support the district-level crime reduction and community-focused policing strategies.
III.Duties and Responsibilities
  • A.Detective Area commanders will designate at least one District-Level Investigative Team sergeant and an adequate number of detectives to work in each district within their area of command.
  • B.The Detective Area Property Crimes lieutenant is the immediate supervisor for the District-Level Investigative Team sergeants and is responsible for the administrative functions of the District-Level Investigative Teams in their area of command.
  • C.The district tactical lieutenant is responsible for:
    • 1.collaborating with the District-Level Team sergeant to direct the activities of the District-Level Investigative Teams in support of the district-level crime reduction and community-focused policing strategies.
    • 2.conferring and collaborating with the Detective Area Property Crimes lieutenant to ensure district-level strategies and activities are supporting the area priorities.
  • D.The district tactical lieutenant and the District-Level Investigative Team sergeant will serve as the primary points of contact for collaboration efforts between detective and district resources and will meet regularly to develop the District-Level Investigative Team priorities and strategies.
  • E.District-Level Investigative Team sergeants and detectives continue to be accountable for the duties and investigative responsibilities outlined in the existing Detective Special Orders.
  • F.On a regular basis and where appropriate, the District-Level Investigative Team sergeants will ensure members of the District-Level Investigative Team collaborate with district resources such as the district intelligence officer (DIO), the district tactical teams, the district business liaison officer (BLO), the district school resource officers (SRO), Strategic Decision Support Center (SDSC) personnel, and any other district personnel determined appropriate in furtherance of investigative, violence reduction, and crime prevention efforts.
  • G.District-Level Investigative Team sergeants will ensure their teams regularly collaborate with the district SDSC in support of the SDSC collaborative process consistent with the responsibilities as outlined in the Department directive titled “Strategic Decision Support Center Initiative.”
IV.Conflict Resolution
  • A.If this directive conflicts with a provision in any other Department directive relative to duties, responsibilities, notifications, or required approvals, Department members will seek guidance from their immediate supervisor in their reporting chain of command.
  • B.Area deputy chiefs will have the authority over the priorities, direction, functions, and activities of District-Level Investigation Teams in their area, including resolving conflicts between the Detective Area and District Law Enforcement.
