I.PURPOSE
This directive establishes:
  • A.Department-wide initiatives to combat the proliferation of increasing gang-related crime.
  • B.area gang strategy meetings with the attendant duties, responsibilities, and accountability for development and implementation of specific strategies to address current gang-related crime trends.
II.SCOPE
This initiative will serve to actively develop district gang strategies in efforts to combat gang-related murders, shootings, drugs, and general violence related to gang activity. Department members from Bureau of Patrol (BOP), Bureau of Detectives (BOD), Bureau of Organized Crime (BOC), the Deployment Operations Section (DOC), federal agencies, Chicago High Intensity Drug Trafficking Area (HIDTA), the Cook County States Attorneys Office (CCSAO), U.S. Attorney's Office (USAO), Illinois Department of Corrections (IDOC), the Cook County Adult Probation Department's Gang Intervention Unit, and surrounding suburban police agencies will work in a concentrated manner to assist in developing information relating to the criminal activities of identified active violent gang conflicts and persons of interest.
III.GENERAL INFORMATION
  • A.Area gang strategy meetings will be held monthly to:
    • 1.develop and evaluate gang strategies,
    • 2.disseminate and discuss gang related intelligence, and
    • 3.address and identify persons of interest.
  • B.District intelligence officers/district tactical lieutenants will contact the area gang lieutenant with the most current and updated intelligence in regards to the area's most active violent gang conflicts and persons of interest. The area gang lieutenant will coordinate the information with the Chicago High Intensity Drug Trafficking Area (HIDTA).
  • C.A criminal predicate must exist for the identification of a person of interest. A criminal predicate is established when information exists which establishes sufficient facts to give a trained law enforcement or criminal investigative agency officer, investigator, or employee a basis to believe that there is a reasonable possibility that an individual or organization is involved in a definable criminal activity or enterprise.
IV.CRITERIA FOR THE AREA GANG STRATEGY MEETING
  • A.Department members will develop gang strategies and identify persons of interest for the area gang strategy meeting using designated criteria.
  • B.The development of gang strategies for the area gang strategy meeting will be based on using the following criteria:
    • 1.active violent gang conflicts,
    • 2.frequency of violent/narcotic related offenses and the need for resources within a particular location, and
    • 3.law enforcement intelligence.
  • C.The identification of persons of interest for the area gang strategy meeting will be based on using the following criteria:
    • 1.suspected of committing a violent criminal offense,
    • 2.convicted felon of U.U.W., narcotic, or violent offenses within the past five (5) years,
    • 3.active gang associations while being on parole,
    • 4.sentenced to the Gang Intervention Probation Program (GIPP),
    • 5.current Targeted Repeat-Offender Apprehension and Prosecution (T.R.A.P.) offender,
    • 6.law enforcement intelligence (e.g., ISR reports, arrest debriefings, DOC issued Officer Safety Alerts/Information Bulletins, District Intelligence Bulletins, information reports, information from other law enforcement agencies).
V.RESPONSIBILITIES
  • A.Meetings will be chaired by the area deputy chief, Bureau of Patrol. The following on-duty personnel (or a designee) and on-duty personnel under the area deputy chief's chain of command (or a designee) will attend:
    • 1.Narcotics Division lieutenants,
    • 2.Gang Investigations Division lieutenants,
    • 3.Vice and Asset Forfeiture Division lieutenants,
    • 4.Deployment Operations Section (DOC) gang analyst sergeants,
    • 5.appropriate area, Bureau of Detectives aggravated battery team,
    • 6.area Drug and Gang House Enforcement Section (DGHES) sergeants,
    • 7.area gang enforcement team lieutenants,
    • 8.area saturation team sergeants,
    • 9.area gun team sergeants,
    • 10.district commanders and/or executive officers,
    • 11.district watch operations lieutenants or field lieutenants, when available,
    • 12.district tactical lieutenants,
    • 13.district intelligence officers,
    • 14.any other personnel designated by the area deputy chief, Bureau of Patrol, as necessary to accomplish meeting purposes.
  • B.The following below listed agencies will provide resources to assist the Chicago Police Department with efforts to combat the rise of gang crime activity:
    • 1.Federal Bureau of Investigation (FBI),
    • 2.Drug Enforcement Agency (DEA),
    • 3.Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF),
    • 4.Chicago High Intensity Drug Trafficking Area (HIDTA),
    • 5.GSST Cook County Juvenile Probation,
    • 6.Cook County State's Attorney's Office (CCSAO),
    • 7.U.S. Attorney's Office (USAO),
    • 8.Illinois Department of Corrections (IDOC),
    • 9.Cook County Adult Probation Department's Gang Intervention Unit,
    • 10.surrounding suburban police agencies.
  • C.District personnel will identify the most active violent gang conflicts and persons of interests within their district for the area gang strategy meeting. This will be completed under the direction of the district commander or designee.
  • D.District intelligence officers (DIOs) and designated area gang personnel will identify the most active violent gang conflicts and persons of interest within the area for the area gang strategy meeting.
