II.Definition of Emergency Plan
  • A.The Immediate Emergency Plan consists of a series of plans designed to meet manpower needs during emergencies while providing continuous police coverage of areas not affected by the emergency. The following plans are to be used as a guide, but any other arrangement of vehicles or personnel that the emergency calls for may establish the "Plan."
    • 1.Plan I-- one sergeant's car, four patrol cars, and one squadrol.
    • 2.Plan II-- 2 sergeants cars, 10 patrol cars, and 2 squadrols.
    • 3.Plan III-- 3 sergeant's cars, 16 patrol cars, and 3 squadrols.
    • 4.Plan IV-- 4 sergeant's cars, 24 patrol cars, and 4 squadrols.
    • 5.Plan V-- 5 sergeant's cars, 36 patrol cars, and 5 squadrols.
  • B.Additional patrol cars or squadrols may be requested to augment any one of the plans without calling for additional plans; however, any additional plan may be requested if the circumstances require it.
III.Procedures for Implementing an Emergency Plan
  • A.Any sworn member, regardless of rank, is authorized to call into effect any plan that, in the member's opinion, is required to bring a situation under control. The member will contact the dispatcher, give his or her radio call number and location and specify the plan number or the number of vehicles or personnel believed necessary to bring the situation under control. The dispatcher will accept this as authorization to put the plan requested into effect.
  • B.OEMC will immediately notify the Crime Prevention and Information Center (CPIC) of the plan put into effect.
  • C.CPIC will notify the appropriate district commander, the appropriate deputy chief, Bureau of Patrol, and the on-duty Street Deputy of all Plan III and higher Immediate Emergency Plans, and the Chief, Bureau of Patrol, of all Plan IV and higher Immediate Emergency Plans.
  • D.The dispatcher will be responsible for designating vehicles to be utilized in the various plans. When assigning vehicles in any plan, dispatchers may make their selections from any district. If the emergency intensifies, the dispatcher will extend the area from which assignments are made, always exercising caution not to deplete any district of its entire vehicular complement.
  • E.In any plan, the City-Wide three, five, or six frequencies may be used. Personnel involved in a plan will switch frequencies only on the dispatcher's orders.
  • F.Any sworn members operating Department vehicles in close proximity to an emergency may be utilized to bring the situation under control. In addition, when the emergency situation is going to extend over a long period of time and when uniformed personnel of the Special Functions Division, Bureau of Patrol, are operating in the general vicinity of the emergency, they may be utilized to supplement district personnel either at the onset of the emergency or as a relieving force when authorized by the on-duty Street Deputy. Any of these Special Functions Division units, when needed, will be requested by the ranking officer at the scene of the emergency through the dispatcher.
  • G.The dispatcher will designate one of the assigned units from the affected district as the communications car. When practical, the first vehicle from the affected district will be the communications car. All radio communications will be handled by the driver of the communications car. The primary communication member will ordinarily remain with his or her vehicle and maintain a log of all vehicles reporting to the incident, their time of arrival, and their locations. The primary communications member will also keep the dispatcher informed of the name and rank of the incident commander .
  • H.The dispatcher will broadcast the radio call number and location of the communications car. When additional personnel and vehicles are assigned, they will be directed to report to the driver of the communications car unless detailed to locations on the perimeter of the incident. If vehicles cannot be driven to the communications car, they will be parked as close as possible (WITHOUT OBSTRUCTING TRAFFIC) and the members will proceed on foot to the communications car for assignment.
  • I.The first supervising member to arrive at the incident will assume command and remain in charge until relieved by a higher-ranking supervisor or commanding officer from the district in which the emergency occurs. All supervising members responding to the emergency will assist the incident commander at the scene.
  • J.The dispatcher will notify the appropriate sector field supervisor and the station supervisor of the district concerned as soon as any Immediate Emergency Plan is implemented. The field supervisor will respond to any plan and remain in command until relieved by a higher ranking member of the Bureau of Patrol or until the emergency is over.
  • K.All vehicles in the proximity of an incident that have not been specifically assigned will obtain clearance from the dispatcher before proceeding to the incident.
  • L.Off-duty officers involved in an emergency situation will report to the incident commander for direction. Any officer in civilian clothes who participates at the scene of an emergency will affix his or her star in plain view on an outer garment.
IV.Operations at Emergency Scenes
  • A.The initial responsibility of any officer taking command at an emergency scene is to evaluate the extent of the emergency situation and take immediate steps to ensure that adequate manpower and equipment are made available.
  • B.Action taken at the scene will be determined by the individual situation, but in any case, the incident commander at the scene will deploy personnel to ensure that the onlookers are kept at such a distance that they:
    • 1.are out of danger.
    • 2.are kept from destroying evidence.
    • not interfere with official actions.
  • C.The incident commander at the emergency scene will:
    • 1.assign personnel and vehicles necessary to keep ingress and egress lanes open so that the movement of ambulances, police, or fire equipment, etc., is not hampered.
    • 2.if necessary, request a canine unit for security of Department vehicles and equipment when such vehicles and equipment are parked in a central location.
    • 3.maintain discipline in the use of firearms.
V.Terminating an Emergency Plan
In an emergency situation to which more than one police unit responds, the incident commander at the scene has the responsibility for ordering police units back to their regular assignments. The incident commander will notify the dispatcher coordinating the plan of the identity of the units relieved and the status of the plan. Units ordered back to regular duty will immediately switch to their assigned radio zone frequency and report to their dispatcher. When the emergency plan is canceled and all units are to leave the scene, the incident commander will notify the dispatcher.

  • A.(Immediate Emergency Plan) The highest ranking Bureau of Patrol supervisor responsible for the implementation of the immediate emergency plan from the district in which the emergency occurs unless relieved by a higher-ranking on-site Department member responsible for the overall response of the incident.
  • B.(Active Threat Incident) The on-site Department member in overall command of the incident who is responsible for the implementation of the Active Threat Incident Plan.
  • C.(Critical/Haz-Mat Incident) The highest-ranking on-site Department member responsible for the Chicago Police Department's overall response to a critical incident/haz-mat.
