I.Purpose
This directive informs civilian and command staff Department members of the procedures to complete and submit a City of Chicago Department of Human Resources Dual Employment Form (Dual Employment Form) when working secondary employment.
II.General Information
  • A.The Dual Employment Form will be completed by civilian and command staff Department members when working secondary employment. Affected members will submit a separate Dual Employment Form for each instance of secondary employment.
  • B.Sworn Department members covered by labor agreements are not required to submit a Dual Employment Form.
  • C.All Dual Employment Forms must be approved through channels in accordance with this directive within ten calendar days of the effective date of this directive.
  • D.Supervisors will ensure the following criteria are met prior to approving a Dual Employment Form:
    • 1.the secondary employment will not impact the efficient performance of the affected member's duties.
    • 2.the secondary employment, its nature, duties, and responsibilities will not conflict in any manner with the interests of the Department, its members, or the City of Chicago.
    • 3.no segment of work for secondary employment conducted by the affected member occurs during the affected member's Department-assigned working hours.
    • 4.the secondary employment complies with all other requirements enumerated in this directive.
  • E.Affected Department members will not engage in secondary employment until they contact the Dual Employment Liaison, Human Resources Division, and ensure their request has been received and given final approval by the command staff member of the Human Resources Division, or the Superintendent of Police, when appropriate.
  • F.Dual Employment Forms are available on the Human Resources Division intranet website.
III.Responsibilities
  • A.The Dual Employment Liaison, Human Resources Division, will:
    • 1.manage and maintain all files and computer databases relative to submitted Dual Employment Forms.
    • 2.complete and submit, by 31 December of each calendar year, a spreadsheet containing a list of all approved Dual Employment Forms to the City of Chicago Department of Human Resources. The Dual Employment Liaison will attach to the spreadsheet a copy of the submitted and approved Dual Employment Form for each Department member who has an entry within the spreadsheet.
      NOTE:
      For the calendar year of 2008, the spreadsheet must be submitted within thirty calendar days of the effective date of this directive.
    • 3.make notifications according to the procedures in this directive.
  • B.The command staff member of the Human Resources Division, will:
    • 1.assign a Department member to act as the Dual Employment Liaison.
    • 2.approve or disapprove, as appropriate, Dual Employment Forms of non-command-staff Department members on behalf of the Superintendent of Police.
    • 3.ensure all Dual Employment Forms of non-command-staff Department members are forwarded to the Dual Employment Liaison.
  • C.The Superintendent of Police will:
    • 1.approve or disapprove all Dual Employment Forms submitted by command staff Department members.
    • 2.ensure all Dual Employment Forms of Command Staff Department members are forwarded to the Dual Employment Liaison, Human Resources Division.
IV.Procedures for Non-Command-Staff Civilian Department Members
  • A.Non-command-staff civilian Department members requesting to work secondary employment will:
    • 1.submit a Dual Employment Form to their immediate supervisor prior to working secondary employment.
      NOTE:
      For the calendar year of 2008, Dual Employment Forms must be submitted within seven calendar days of the effective date of this directive.
    • 2.resubmit a Dual Employment Form to their immediate supervisor:
      • a.annually by 1 December of the current year for the next calendar year.
      • b.when the member's Department title changes.
      • c.when the member's Department-assigned work hours change.
  • B.The affected member's immediate supervisor will:
    • 1.ensure the Dual Employment Form complies with Item III-D of this directive.
    • 2.approve or disapprove the form by the next calendar day, and:
      • a.if approved, indicate approval and sign on the line designated "Division Head" at the bottom of the Dual Employment Form.
      • b.if disapproved, immediately inform the affected member that the request has been denied.
    • 3.ensure the approved Dual Employment Form is forwarded to the unit commanding officer for further review and approval.
  • C.The affected member's unit commanding officer or designee will:
    • 1.ensure the Dual Employment Form was approved by the affected member's immediate supervisor and complies with Item III-D of this directive.
    • 2.approve or disapprove the form by the next calendar day, and:
      • a.if approved, indicate approval and sign on the line designated "Bureau Head" at the bottom of the form.
      • b.if disapproved, immediately inform the affected member that the request has been denied.
    • 3.ensure all Dual Employment Forms are forwarded to the Dual Employment Liaison, Human Resources Division.
  • D.The Dual Employment Liaison, Human Resources Division, will:
    • 1.submit all received Dual Employment Forms to the command staff member of the Human Resources Division, for review and approval.
    • 2.upon receiving a disapproved Dual Employment Form from the command staff member of the Human Resources Division, notify the affected Department member in writing of the denial.
  • E.The command staff member of the Human Resources Division, or designee will:
    • 1.review the Dual Employment Form to ensure it was approved by the affected member's immediate supervisor and unit commanding officer and complies with Item II-D of this directive.
    • 2.approve or disapprove the form and:
      • a.if approved, sign on the line designated "Department Head" at the bottom of the form.
      • b.if disapproved, ensure the affected member is immediately notified by the Dual Employment Liaison that the request has been denied.
    • 3.ensure all reviewed Dual Employment forms are forwarded to the Dual Employment Liaison.
V.Procedures for Command Staff Department Members
  • A.Command staff Department members requesting to work secondary employment will:
    • 1.submit a Dual Employment Form to their immediate supervisor or directly to the Superintendent of Police, when appropriate, prior to working secondary employment.
      NOTE:
      For the calendar year of 2008, Dual Employment Forms must be submitted within seven calendar days of the effective date of this directive.
    • 2.resubmit a Dual Employment Form to their immediate supervisor or directly to the Superintendent of Police, when appropriate:
      • a.annually by 31 December of the current year for the next calendar year.
      • b.when the member's Department title changes.
      • c.when the member's Department-assigned work hours change.
  • B.The affected command staff member's immediate supervisor or Superintendent of Police, when appropriate, will:
    • 1.ensure the Dual Employment Form complies with Item II-D of this directive.
    • 2.approve or disapprove the form by the next calendar day, and:
      • a.if approved, indicate approval and sign on the line designated "Division Head" at the bottom of the form.
      • b.if disapproved, immediately inform the affected member that the request has been denied.
    • 3.ensure all Dual Employment Forms are forwarded to the next higher-ranking command staff Department member for review and approval.
      NOTE:
      If the Superintendent of Police is the immediate supervisor of the affected command staff Department member, the Superintendent will, if approved, sign in the spaces designated "Division Head," "Bureau Head," and "Department Head." The Dual Employment Form will then be sent directly to the Dual Employment Liaison, Human Resources Division.
  • C.The next higher-ranking command staff Department member or the Superintendent of Police, when appropriate, will:
    • 1.review the Dual Employment Form to ensure it was approved by the affected member's immediate supervisor and complies with item II-D of this directive.
    • 2.approve or disapprove the form by the next calendar day, and:
      • a.if approved, indicate approval and sign on the line designated "Bureau Head" at the bottom of the form.
      • b.if disapproved, immediately inform the affected member that the request has been denied.
    • 3.ensure the approved Dual Employment Form is forwarded to the Superintendent of Police.
      NOTE:
      If the Superintendent of Police is the next higher-ranking command staff Department member, the Superintendent will, if approved, sign in the spaces designated "Bureau Head" and "Department Head." The Dual Employment Form will then be sent to the Dual Employment Liaison, Human Resources Division.
  • D.The Superintendent of Police will:
    • 1.review the Dual Employment Form to ensure it was approved by the affected command staff member's immediate supervisor and next higher-ranking command staff Department member and complies with Item II-D of this directive.
    • 2.approve or disapprove the form and:
      • a.if approved, indicate approval and sign on the line designated "Department Head" at the bottom of the form.
      • b.if disapproved, ensure the affected member is immediately notified by the Dual Employment Liaison that the request has been denied.
    • 3.ensure all reviewed Dual Employment forms are forwarded to the Dual Employment Liaison.
  • E.The Dual Employment Liaison, Human Resources Division, will, upon receiving a disapproved Dual Employment Form from the Superintendent of Police, notify the affected Department member in writing of the denial.
