I.Purpose
This directive:
  • A.establishes the:
    • 1.District Plan.
    • 2.District Strategic Management Meeting.
  • B.discontinues the:
    • 1.Area Plan.
    • 2.Beat Plan.
    • 3.District Strategic Operation Plan.
    • 4.Master Beat Profile.
II.District Plan Guidelines
  • A.The District Plan:
    • 1.identifies and prioritizes chronic crime and disorder problems into the following categories:
      • a.Violence Reduction, which identifies strategies to address violent crime priority problems not identified through DOC analysis.
      • b.Non-Violent-Crime Reduction, which identifies strategies to address non-violent crime or quality-of-life problems which might be either emerging or chronic. These crime problems may be DOC-identified.
        NOTE:
        District Plans must include, at minimum, one plan to address a priority problem in each of the two above-described categories.
    • 2.provides analysis of the underlying conditions or causes which contribute to, and prevent the elimination of, these emerging and chronic problems.
    • 3.contains strategies to mobilize Department, City, and other government resources, and the community at large, through the District Advisory Committee (DAC), to address these underlying conditions.
    • 4.communicates how Department resources, both district and specialized units, are used by the district concerning the identified priority problems.
    • 5.identifies management issues to ensure that Department resources are being used to their full potential.
  • B.District commanders are responsible for the analysis, development, approval, implementation, and final closure of their District Plan. The District Plan will be:
    • 1.developed at the District Strategic Management Meeting during the first quarter of each year.
    • 2.based on priority problems identified by the district management team and community.
    • 3.maintained and analyzed monthly by the beat team sergeant.
    • 4.modified or adjusted as necessary at each review or subsequent District Strategic Management Meeting.
    • 5.closed upon recommendation by the beat team sergeant and after final review and approval by the district commander.
  • C.Documentation of the analysis and development, assessment of progress, and post-implementation analysis components of the District Plan will be accomplished by preparing the appropriate sections of the District Plan form:
    • 1.The analysis and development section:
      • a.identifies the district priority problems, their nature, the extent of the underlying causes, and associated problems.
      • b.documents the analysis of the problem.
      • c.outlines the projected outcomes and anticipated progress.
      • d.identifies strategies to accomplish the projected outcomes.
    • 2.The assessment of progress section:
      • a.documents the progress made toward accomplishing the projected outcomes.
      • b.identifies management issues to ensure Department resources are used to their full potential.
      • c.documents analysis of strategies and a recommendation that the District Plan be continued, revised to implement redeveloped strategies, or closed as determined by the district commander.
    • 3.The post-implementation strategy analysis section:
      • a.outlines the maintenance strategies identified to promote the continuation of the reduction or elimination of the problems identified.
      • b.provides the final analysis, evaluation, and closure of the District Plan.
III.District Plan Development
  • A.Identify District Priority Problems and Associated Activities
    Establishing district priority problems ensures that those problems which are most prevalent and harmful receive the most attention on a consistent basis. District priority problems reflect common problems or themes identified over a geographical area which may encompass several beats. It is expected that the DOC-identified level I and II geographical areas be referenced when identifying priority problems. The priority problems guide how district resources should be used, what resources above the district level should be requested, and in what order. The District Plan identifies common themes that exist among the problems and is used to develop a district priority problem statement that reflects those major issues of concern.
  • B.Analyze District Priority Problems
    Once the nature and extent of the priority problems are identified, and the underlying causes are examined. This analysis may include information provided by team members; statistical or other analytical information; community concerns and information about underlying causes and conditions that are hampering the effectiveness of long-term efforts to eliminate the problem. This analysis leads to the development of a clear and complete description of the current state of each district priority problem.
  • C.Develop Projected and Expected Outcomes
    Projected and expected outcomes are developed to anticipate the affect the implementation of the District Plan will have in addressing the priority problem. The statements focus on both qualitative and quantitative anticipated improvements at all levels and changes in the problem's underlying causes or conditions.
  • D.Develop Strategies
    Strategies are developed to accomplish the projected and expected outcomes. The strategies describe the steps to be taken, whose responsibility it is to ensure implementation, and the completion time line. The strategies also describe how Department, community resources, and City services will be mobilized to address underlying causes and conditions. The District strategies should always be mindful of the DOC-identified level I and II geographical areas.
  • E.Develop Maintenance Strategies
    Maintenance strategies are developed to ensure the progress made by the implementation of the District Plan is not lost with the reduction or removal of Department resources. Well developed maintenance strategies will continue the progress made toward the reduction or elimination of the prioritized problems after the closure of the District Plan.
  • F.Plan Approval
    Following the development, district commanders will review and approve the District Plan. The approved District Plans are forwarded to the beat team sergeant for monthly evaluation and recommendations. Copies of the approved district plans will be forwarded to area CAPS lieutenant for analysis to identify district crossover or area-wide patterns and recommendations for additional resource deployment, strategies, or modifications of the plans.
  • G.Implement Strategies
    District commanders will ensure that the agreed-upon strategies are implemented. Members assigned responsibilities for implementing aspects of the District Plan, as determined by the district commander, will submit required reports documenting any actions taken.
  • H.Evaluate Progress
    On a monthly basis, the beat team sergeant will collect information to measure and evaluate the progress toward accomplishing the projected and expected outcomes. The beat team sergeant will assesses this information to determine if any modifications to the District Plan should be recommended. Any modifications to the District Plan will be approved by the district commander. The updated district plan will be uploaded onto the CAPS Project Office server.
  • I.Post Strategy Analysis / Final Evaluation
    Upon review of the District Strategic Management Team, district commanders will conduct a post strategy and final evaluation of the District Plan. This evaluation will include reviewing the effectiveness of the completed strategies and statistical analysis of the priority problem. The final closure of the District Plan will be approved by the district commander.
IV.District Strategic Management Meeting
  • A.District commanders will organize and conduct a District Strategic Management Meeting, at minimum, once every other month. If appropriate, meetings may be held more frequently at the discretion of the district commander.
  • B.District Strategic Management Meetings will:
    • 1.identify priority problems, problem-solve, and develop strategies to be incorporated into the District plan.
    • 2.provide a forum for district management team members to confer and share information for the development, assessment, and monitoring of the District Plan.
    • 3.address management issues in relationship to the priority problems identified in the District Plan.
    • 4.address community-concern issues.
    • 5.prepare for the Management Accountability Review Sessions.
V.Responsibilities
  • A.The beat team sergeant will:
    • 1.provide to the district commander, prior to the District Strategic Management Meeting, a list of priority problems identified at Beat Community Meetings and from CLEARpath Community Concerns and other databases such as the Data Warehouse.
    • 2.attend the District Strategic Management Meeting and provide input concerning:
      • a.progress made in addressing problems identified in the District Plan since the last meeting.
      • b.issues and problems identified by the Beat Community Meetings.
      • c.identified resources needed to support the District Plan.
    • 3.communicate issues discussed at the District Strategic Management Meeting to members of the affected beat teams.
    • 4.on a monthly basis, review, analyze, and assess the progress made by the implementation of the District Plan and upload it onto the CAPS Implementation Office server.
    • 5.provide the district commander with recommendations to continue, modify, or close a District Plan, as necessary.
    • 6.file, manage, and maintain the District Plan documentation.
    • 7.inform community members of the identified priority problems of the District Plan.
  • B.The community policing sergeant will:
    • 1.attend the District Strategic Management Meeting and provide information concerning:
      • a.the provision of City services as it relates to crime and disorder problems.
      • b.activities initiated since the last meeting.
      • c.needs relative to expanded or new programs.
    • 2.develop strategies that will utilize the resources of the community policing office.
    • 3.complete and sign Intra-Departmental Support Service Request forms to request outside support unit assistance for implementation of priority strategies and submit the formset(s) to the district commander for approval.
  • C.Tactical lieutenants will:
    • 1.attend the District Strategic Management Meeting and provide input concerning:
      • a.missions conducted since the last meeting.
      • b.emerging crime trends.
      • c.analysis related to the crime and disorder problems identified in the District Plan.
    • 2.develop missions that use the resources of tactical and gang tactical personnel consistent with the priority problems identified in the District Plan and DOC-identified areas.
  • D.Watch commanders will:
    • 1.implement strategies that are consistent with the district priority problems identified in the District Plan.
    • 2.develop missions to use watch resources that are consistent with the priority problems identified in the District Plan.
    • 3.attend the District Strategic Management Meetings to:
      • a.ensure District Plan strategies are consistent with the operational needs of the watch, and
      • b.provide input concerning new issues and problems in the district.
  • E.District administrative managers will ensure:
    • 1.all members of the district management team receive a copy of the approved District Plan.
    • 2.Department equipment and materials necessary to implement the strategies of the District Plan are readily available.
  • F.District commanders will:
    • 1.organize the District Strategic Management Meetings and act as the meeting chairperson.
    • 2.ensure that the District Advisory Committee (DAC) chairperson provides information that identifies community views on the district's emerging and chronic crime and disorder problems and their underlying causes, and suggest possible community strategies to address these problems. This information will be considered when establishing district priority problems and developing the District Plan.
    • 3.ensure a member is designated to record the District Strategic Management Meeting minutes.
    • 4.review each Beat Community Meeting Log to ensure that priority problems and strategies identified in the District Plans are consistent with the needs and concerns of the community.
    • 5.review, approve, and forward submitted Intra-Departmental Support Service Requests.
    • 6.review responses to Intra-Departmental Support Service Requests previously submitted to ensure that the requests have been acknowledged and appropriate action has been taken by support units.
    • 7.develop the District Plan, with input from the district management team.
    • 8.submit a copy of the final approved District Plan to the appropriate deputy chief.
    • 9.submit any update reports, detailing modifications made to the District Plan and progress made on the priority problems identified in the District Plan, to the appropriate area CAPS lieutenant and area deputy chief.
    • 10.ensure the District Plan is uploaded onto the CAPS Implementation Office server.
  • G.Area CAPS lieutenants will review and analyze the District Plans to:
    • 1.identify district crossover or area-wide patterns.
    • 2.recommend additional resource deployment, strategies, or modifications to the District Plans.
  • H.Area deputy chiefs will review their respective area’s District Plans, ensuring that a comprehensive approach is being taken to address broad-based problems that affect the district and area.
