Emergency Action Plans for Department Facilities

I.Purpose
This directive:
  • A.introduces the emergency action plan for all Department facilities.
  • B.provides general procedures for all Department members to follow during an emergency occurring at Department facilities.
Department members will refer to the Special Order titled "Emergency Action Plans for Department Facilities" for an overview of training responsibilities.
II.Policy
  • A.All Department members have a responsibility to maintain a safe and productive work environment. When a member becomes aware of an immediate safety threat, it is imperative that the situation be handled in a safe and efficient manner. It is incumbent on all Department members to be aware of the established safety and evacuation procedures in the event an emergency arises.
  • B.During an emergency at a Department facility, sworn members will take all appropriate law-enforcement actions necessary when possible and consistent with other Department directives.
III.Emergency Action Plans
  • A.An emergency action plan provides site-specific procedures to be followed if a fire, bomb threat, explosion, medical emergency, elevator entrapment, power failure, or other similar incident occurs in a Department facility.
  • B.Emergency action plans will be adhered to when initiated by designated authority.
  • C.On an on-going basis, emergency action plans will be reviewed and tailored to meet the needs of specific Department facilities.
  • D.Emergency action plans will generally contain the following information:
    • 1.General preparedness of Department facilities for emergency situations.
    • 2.Designation of authority to implement and supervise an evacuation of a Department facility consistent with Item V of this directive.
    • 3.Immediate actions to be taken in an emergency.
    • 4.Procedures to be followed if a partial or full evacuation of the facility is initiated.
    • 5.A description of the fire-suppression system and other relevant mechanical systems of the facility.
    • 6.Designation of a primary and secondary evacuation command-post site.
    • 7.Designation of traffic-control sites to be manned in the event of an evacuation.
      • a.The district sector sergeant responsible for the beat the Department facility is located in will ensure all designated traffic-control sites are properly manned and operating efficiently. In the absence of the sector sergeant, OEMC will assign a sergeant and notify the watch commander.
      • b.The designated sergeant will ensure that access for emergency responders to the affected facility is maintained.
  • E.Evacuation of Detention Facilities
    • 1.All detention facilities will designate a primary and secondary prisoner evacuation site and primary and secondary evacuation routes.
    • 2.District detention facilities will relocate arrestees to the appropriate area center.
    • 3.Area centers will relocate arrestees to the Central Detention Section.
    • 4.The Central Detention Section will relocate arrestees to the area centers as needed.
    • 5.The desk sergeant assigned to the evacuating detention facility will notify the receiving detention facility of the prisoner evacuation and the number of prisoners being evacuated. If the Central Detention Section is evacuating, the on-duty watch commander of the Central Detention Section will make this notification.
    • 6.All lockup personnel assigned to the evacuating detention facility will report to the watch commander of the receiving detention facility and remain until relieved.
    • 7.All transport personnel will remain with their prisoners until secured at the receiving detention facility.
IV.Authority
Authority to implement and terminate a building evacuation under an emergency action plan for a Department facility rests with the following members and those members of higher rank in their immediate chain of command:
  • A.The Assistant Superintendent, Operations, has authority to order an evacuation of Central Police Headquarters. In the absence of the Assistant Superintendent, Operations, the Assistant Superintendent, Administration, or Operations Command assumes authority.
  • B.The Commander, Narcotic Section has authority to order an evacuation of the Homan Square Combined Police Complex. In the absence of the commander, the on-site highest ranking member of the Organized Crime Division assumes authority.
  • C.The appropriate area deputy chief, Bureau of Patrol has authority to evacuate an area center. In the absence of the area deputy chief, Bureau of Patrol, the commander of the district sharing that facility assumes authority. In the absence of the commander, the watch commander assigned to the district sharing that facility assumes authority.
  • D.The Deputy Chief, Central Control Group has the authority to evacuate the South Loop Police Complex. In the absence of the Deputy Chief, Central Control Group, the Commander, 1st District assumes the authority. In the absence of the Commander, 1st District, the on-duty 1st District watch commander assumes authority. The Commanding Officer, Central Detention Section, in consultation with the Commander, 1st District, has authority to order an evacuation limited to the Central Detention Section facility.
  • E.The Director, Fleet Management or the highest-ranking on-duty member of the division has authority to evacuate Fleet Management facilities.
  • F.District commanders have authority to order an evacuation of their respective district facilities. In the absence of the district commander, the on-duty watch commander assumes authority.
  • G.For other facilities not specifically listed in this directive, authority to order an evacuation rests with the highest-ranking on-duty Department member at the facility.
V.Responsibilities
All members are responsible for the safety of themselves, co-workers, and Department facilities. If a member becomes aware of an immediate safety threat, the member will:
  • A.take immediate action. This action may include, but is not limited to, activating a fire alarm, notifying OEMC, or taking appropriate police action.
  • B.notify an immediate supervisor.
  • C.notify Operations Command.
  • D.follow any additional directions given by a supervisor.
