I.Purpose
This directive:
  • A. informs Department members of the:
    • 1.laws regarding child safety seats as found in the Illinois Compiled Statutes (ILCS) and in the Municipal Code of the City of Chicago (MCC),
    • 2.access for Department members to child safety seats when transporting a child, and
    • 3.distribution, operational procedures, care and maintenance of Department child safety seats.
  • B.satisfies CALEA standards in Chapter 41.

III.Department Use of Child Safety Seats
  • A.To address those situations where there may be the necessity for a Department member to transport a child under the age of 8 years, select Bureau of Patrol field supervisors and members of the Bureau of Detectives will have at their disposal child safety seats.
  • B.Child Safety Seats can be installed by trained Department members in a Department vehicle only, provided it is not equipped with a rigid prisoner security screen mounted between the front and back seat. It is also required that the Department vehicle has factory standard seating and not the hard pvc one-piece seat.
  • C.Child Safety Seat installation training for Department members will be conducted by the Education and Training Division and will consist of a four-hour training block.
    NOTE:
    The Deputy Chief, Education and Training Division, will ensure child safety seat training is completed for all recruits and pre-service Detectives and Sergeants.
IV.Bureau of Patrol Responsibilities
  • A.Distribution
    • 1.Initially each unit will receive two child safety seats, which is a convertible three-in-one child safety seat.
      NOTE:
      When choosing the appropriate stage of the child safety seat to install and transport an infant, toddler, or child in a Department vehicle, refer to the child safety seat manufacturers owners manual for instructions and/or check the labeling on the car seat to make sure the setting is appropriate for the child's age, weight, height, and development levels.
    • 2.District commanders will ensure that the child safety seats will be retrieved from the Equipment and Supply Section by a representative from their district.
    • 3.The district commander will designate a regularly staffed supervisor's vehicle to be used for child transports. The child safety seat will be available in the field 24 hours a day. When not in use, the child safety seat will be kept in a protective wrapper and stored in the trunk or cargo storage area of the designated vehicle.
    • 4.A sworn supervisor having completed training on installation and assigned to the vehicle equipped with the child safety seat will ensure the child safety seat is in the trunk or cargo storage area of the vehicle and in working order.
    • 5.Any remaining seats will be secured in the district facility and accessible to the station supervisor when needed.
  • B.Operational Procedures
    • 1.Watch lineups transmitted to the Office of Emergency Management and Communications (OEMC) will indicate that a properly trained field supervisor is assigned to field duty and is in possession of the child safety seat by use of the designation "C".
    • 2.Department members having to transport a child under the age of 8 years will request a supervisor via the OEMC and notify the dispatcher of the number of children to be transported as well as their estimated age(s).
    • 3.The designated Bureau of Patrol supervisor will respond to the location ensuring that the child safety seat is properly installed and the child is properly secured within the child safety seat, and document each use and request for service on the Supervisors Management Log (CPD-11.455).
    • 4.If field personnel need to transport more than two children at a time, the assigned field supervisor will make the appropriate determination.
    • 5.When transporting a child in a police vehicle in a child safety seat, the child will be accompanied by a parent, legal guardian, or other such responsible adult whenever possible.
  • C.Care and Maintenance
    • 1.The Department of Fleet and Facilities Management (2FM) will be responsible for cleaning the child safety seat if the child is found to have a communicable disease.
    • 2.A child safety seat will be taken out of service when the seat is damaged, inoperative, soiled, expired, or was in use during a traffic crash.
    • 3.When a seat is taken out of service, the appropriate field supervisor will notify the station supervisor, by To-From-Subject report, of the circumstances for which the seat was taken out of service.
      • a.The station supervisor will:
        • 1.ensure that a replacement seat is put in service.
        • 2.review the To-From-Subject report indicating why the seat was taken out of service and forward the report to the district commander.
      • b.The district commander will review the report submitted and ensure that the seat is returned to the Equipment and Supply Section between 0700-1500 hours Monday through Friday.
        NOTE:
        Under no circumstances will a damaged child safety seat be used for transporting a child.
    • 4.The Equipment and Supply Section will ensure:
      • a.when a child safety seat is damaged and removed from service that device is properly disposed of.
      • b.child safety seats will be kept for no longer than six years. All expired child safety seat will be returned to the Equipment and Supply Section for a replacement.
        NOTE:
        When a child safety seat is taken out of service, either as damaged or expired, the CPD asset tag must be removed, all cords and straps must be cut or clipped, the child safety seat must be rendered inoperable and disposed of.
    • 5.The Equipment and Supply Section will monitor and notify each district of any product recalls. Recalled products will be returned to the Equipment and Supply Section, which will then follow manufacturer's instructions relating to the product recall.
    • 6.During the weekly vehicle / equipment inspection, assigned personnel will indicate that the child safety seat is in the trunk or cargo storage area of the designated vehicle and in working order within the Child Seat column of the Vehicle / Equipment Inspection Report (CPD-11.457).
      • a.If the child safety seat is missing or damaged, the station supervisor will be notified, and a To-From-Subject report will be submitted before the end of the Department members regularly scheduled tour of duty.
      • b.The station supervisor will ensure that a complaint register (CR) investigation is initiated if it is believed that the damage or loss was not of an accidental nature or was due to negligence.
