I.Purpose
This directive:
  • A.introduces the mandatory City of Chicago Employee Ethics Training.
  • B.establishes the responsibilities and procedures for the completion of the City of Chicago Employee Ethics Training.
  • C.satisfies standards within CALEA Chapter 1.
II.General Information
  • A.The Department is committed to protecting the integrity of its members and the Department. This integrity can be undermined by corruption and unethical behavior. Such acts can lead to a weakening of the public trust in the Department and its members. The City of Chicago, expects Department members to abide by and maintain the high level of integrity established by the Chicago Police Department Code of Ethics and the City of Chicago Ethical Standards. As an employee of the City of Chicago, Department members are required to annually complete the City of Chicago Employee Ethics Training.

    2-156-145(b) Ethics education seminarIn addition to the requirement of subsection (a), each official, member of an alderman's personal staff, city council committee employee, full-time, part-time and contract employee of the city, and employee of any not-for-profit organization created by a city ordinance to perform functions traditionally within the power of the city. Including raising revenue for municipal functions, shall in each calendar year complete an annual ethics education training course developed by the board of ethics. Such course may be offered in-person, through an internet based program, or other manner prescribed by the board of ethics. Any employee who fails to comply with this section shall be subject to employment sanctions, including suspension, in accordance with the procedures under which the employee may otherwise be disciplined. Any employee who is found to have knowingly falsified his/her compliance with this section shall be subject to discharge.
  • C.The City of Chicago Employee Ethics Training will be conducted individually, online via the City of Chicago Intranet website.
    NOTE:
    This training will be announced by the Department’s Ethics Training Administrator via Automated Message Center (AMC) message.
  • D.In addition to the procedures outlined in this directive, all required forms, reports, and intranet access links for the City of Chicago Employee Ethics Training will be available on the Inspections Division Intranet website.
  • E.Department members will not be granted compensatory time or overtime pay for completing the mandatory City of Chicago Employee Ethics Training.
III.Responsibilities
  • A.The Commander, Inspections Division, will:
    • 1.designate an individual to serve as the Department’s Training Administrator for the City of Chicago Employee Ethics Training.
    • 2.develop a plan to monitor, schedule, implement, and coordinate the City of Chicago Employee Ethics Training Department-wide.
    • 3.continually monitor, and if necessary modify, the City of Chicago Employee Ethics Training program to provide for annual Department-wide compliance with the statutory requirements.
  • B.The Deputy Chief, Education and Training Division, will ensure the necessary City of Chicago Employee Ethics Training information and materials are maintained on the Education and Training Division Intranet website.
  • C.The Department’s Training Administrator for the City of Chicago Employee Ethics Training will:
    • 1.implement the plan developed to monitor, schedule, and coordinate the annual City of Chicago Employee Ethics Training Department-wide.
    • 2.serve as the Department’s liaison to the City of Chicago Board of Ethics concerning the City of Chicago Employee Ethics Training.
  • D.Each bureau chief will identify one bureau administrator and unit administrators from each unit under their command. These designated administrators will be responsible for monitoring their bureau / unit’s compliance with the annual City of Chicago Employee Ethics Training.
  • E.Each bureau / unit administrator will attend an initial City of Chicago Employee Ethics Training training session as designated by the Department’s Ethics Training Administrator.
  • F.Unit commanding officers will:
    • 1.ensure all full-time Department members working in their unit, whether assigned or detailed, are in full compliance with the mandatory City of Chicago Employee Ethics Training annually by 30 November.
    • 2.designate an individual from their unit who will be responsible for monitoring and coordinating the training of all unit personnel on all watches.
    • 3.develop a plan to monitor, implement, and coordinate the annual City of Chicago Employee Ethics Training at the unit level.
    • 4.complete a Notice of Exception to Eligible Users List report if Department members working in their unit are unable to complete the training for legitimate reasons (e.g., separation, retirement, death) and submit it to the Commander, Inspections Division, Attention: Ethics Training Administrator.
    • 5.ensure the materials required by the Department’s Ethics Training Administrator for the City of Chicago Employee Ethics Training are approved and submitted in a timely manner.
  • G.Station supervisors / designated unit supervisors will:
    • 1.implement the plan developed by the unit commanding officer to coordinate the training of unit personnel on their respective watch.
    • 2.ensure adequate time is provided for members under their command to complete the mandatory City of Chicago Employee Ethics Training during the members’ regularly scheduled tours of duty.
  • H.Department members designated to coordinate unit training will:
    • 1.attend the initial City of Chicago Employee Ethics Training session as designated by the Department’s Ethics Training Administrator.
    • 2.monitor the plan developed by the unit commanding officer to ensure the training of unit personnel on all watches.
    • 3.complete and submit the materials required by the Department’s Ethics Training Administrator for the City of Chicago Employee Ethics Training.
    • 4.at their discretion, complete and submit an Employee Ethics Training - Administrator’s Evaluation Form (CPD-11.193) to the City of Chicago Board of Ethics, via Inter-Department mail through the Police Documents Section.
  • I.All full-time Department members, sworn and civilian, will:
    • 1.complete the mandatory City of Chicago Employee Ethics Training annually by 30 November.
      NOTE:
      The City of Chicago Employee Ethics Training is required in addition to any other Department-required ethics training.
    • 2.be individually responsible for completing the City of Chicago Employee Ethics Training consistent with this directive and the plan developed by their unit commanding officer.
      NOTE:
      Any Department member who fails to complete the City of Chicago Employee Ethics Training by 30 November or who knowingly falsifies the completion of this training shall be subject to disciplinary action up to and including separation from the Department.
    • 3.at their discretion, complete and submit an Employee Ethics Training - Employee Evaluation Form (CPD-11.194) to the City of Chicago Board of Ethics, via Inter-Department mail through the Police Documents Section.
IV.Procedures
  • A.To access and complete City of Chicago Employee Ethics Training, Department members are provided a direct link from the CPD Intranet Home Page, under "Training Resources."
    NOTE:
    The City of Chicago Employee Ethics Training access link will also be available on the Inspections Division Intranet website.
    • 1.login to the training site using their Employee Number as the “User ID” and their full last name and last four digits of their social security number as the “Password” (using all capital letters with no punctuation or spaces).
    • 2.complete the required training by following the on-screen instructions.
      NOTE:
      The City of Chicago Training Website is available twenty-four hours a day, seven days a week, except on Sundays from 0001 - 0400 hours.
  • B.If assistance is required to complete the City of Chicago Employee Ethics Training (e.g., website unavailable, login procedures, technical difficulties), Department members may utilize the following resources:
    • 1.The trained unit member responsible for coordinating the City of Chicago Employee Ethics Training, at the unit level.
    • 2.The “Help” or “FAQ” (Frequently Asked Questions) links on the City of Chicago Online Training Website.
    • 3.The City of Chicago Help Desk.
