I.General Information
  • A.The Research and Development Division has been designated as the Department liaison unit between the Chicago Hospital Council and the Illinois Department of Mental Health and Developmental Disabilities (IDMHDD), including the Division of Alcoholism, IDMHDD.
  • B.There have been instances in which hospital emergency rooms, detoxification facilities and mental health facilities have refused to accept and/or provide treatment, including EXAMINATION of juveniles, for patients brought to them by the police.
II.Procedures
  • A.In the event that there is a misunderstanding between medical or detoxification personnel and Department members, the officer(s) involved will:
    • 1.notify his immediate supervisor.
    • 2.submit a To-From-Subject report to the command staff member of the Research and Development Division.
  • B.The report should be submitted as soon as possible and contain as many specifics of the incident as possible and include, but not necessarily be limited to the following:
    DATE
    TIME
    NAME OF INSTITUTION
    NAME OF PATIENT
    AGE OF PATIENT (If not an adult)
    ADDRESS OF PATIENT
    NAME(S) OF MEDICAL PERSONNEL CONTACTED
    SUMMARY OF INCIDENT CLEARLY REFLECTING POSITIONS TAKEN BY POLICE AND MEDICAL OR DETOXIFICATION FACILITY PERSONNEL.

    This procedure will enable the Department to maintain the excellent rapport which exists with the medical treatment facilities as a general rule and also permit rapid investigation of those cases which do not follow mutually agreed upon procedures.
