Hate Crimes and Related Incidents Motivated by Hate

I.Purpose
This directive delineates reporting and notification procedures for a hate crime or other criminal or quasi-criminal incidents motivated by hate . Department members will refer to the Special Order titled "Hate Crimes and Related Incidents Motivated by Hate" for information regarding annual statistical reporting.
II.Hate Crime and Other Criminal or Quasi-Criminal Incident Motivated by Hate
  • A.An officer who encounters or is assigned to conduct an investigation which involves an alleged hate crime will:
    • 1.notify:
      • a.their immediate field supervisor at the beginning of the preliminary investigation.
      • b.the station supervisor in the district of occurrence.
      • c.the appropriate Bureau of Detectives area.
      • d.the Civil Rights Unit, Special Activities Section, 0800 hours to 1700 hours or Crime Prevention and Information Center (CPIC) during other times.
    • 2.upon conclusion of the preliminary investigation, complete the appropriate case report, fully describing the details of the incident and indicate "HATE CRIME/RELATED" if appropriate.
    • 3.enter all notifications to investigative/command units in the "Notifications" section of the case report.
    • 4.submit the case report and any related documents to their field supervisor upon completion.
  • B.Field supervisors will:
    • 1.review the case report and, when appropriate, approve the case report.
    • 2.ensure that any other appropriate notifications have been made and a copy of the case report and any related documents are forwarded to the district commander and the following entities:
      • a.the station supervisor in the district of occurrence, when appropriate.
      • b.CPIC.
      • d.the appropriate Bureau of Detectives area.
  • C.Station supervisor will:
    • 1.immediately notify CPIC by telephone, providing all available information on the crime and a summary of police action taken.
    • 2.review the case report and, when appropriate, approve the case report.

GLOSSARY TERMS:
1. -
A specific criminal act as defined by the ILCS (720 ILCS 5/12-7.1) and/or MCC (2-120-518).
2. -
Any other criminal or quasi-criminal incident not included in the definition of a Hate Crime wherein the primary motive/intent of the criminal act is an expression of animosity, contempt, or bias based upon the race, gender, color, creed, religion, ancestry, sexual orientation, physical or mental disability, or national origin of another individual or group of individuals.
