Hate Crimes and Related Incidents Motivated by Hate

I.Purpose
This directive provides for an annual statistical report delineating hate crimes and other criminal or quasi-criminal incidents motivated by hate . Department members will refer to the General Order titled "Hate Crimes and Related Incidents Motivated by Hate" for reporting and notification procedures.
II.Hate Crime and Other Criminal or Quasi-Criminal Incident Motivated by Hate
  • A.The Bureau of Detectives supervisor who is notified of a hate crime or other criminal/quasi-criminal incident motivated by hate will assign a detective to conduct a timely follow-up investigation. The assigned detective will:
    • 1.confer with the station supervisor in the district of occurrence.
    • 2.consult with the investigating member of the Civil Rights Section and maintain an investigative liaison throughout the course of the follow-up investigation.
      NOTE:
      The Bureau of Detectives will retain the ultimate investigative responsibility during a parallel investigation.
    • 3.conduct a follow-up investigation, reporting the results on the appropriate Supplementary Report.
  • B.The Civil Rights Section member assigned to investigate the incident will:
    • 1.confer with the station supervisor in the district of occurrence.
    • 2.consult with the assigned detective and maintain an investigative liaison throughout the course of the follow-up investigation.
    • 3.conduct a parallel follow-up investigation, reporting the results of the investigation on the appropriate Supplementary Report, and forward a copy of the Supplementary Report to the assigned detective.
III.Annual Statistical Report
The commanding officer, Special Activities Section, will:
  • A.be responsible for compiling and publishing an appropriate annual statistical report to the Superintendent of Police on hate crimes and criminal or quasi-criminal incidents motivated by hate.
  • B.request relevant statistical hate crimes information from the Director, Research and Development Division, pursuant to the Department directive entitled "Department Reports, Publications, Survey Responses and Official Statistics."

A specific criminal act as defined by the ILCS (720 ILCS 5/12-7.1) and/or MCC (2-120-518).

Any other criminal or quasi-criminal incident not included in the definition of a Hate Crime wherein the primary motive/intent of the criminal act is an expression of animosity, contempt, or bias based upon the race, gender, color, creed, religion, ancestry, sexual orientation, physical or mental disability, or national origin of another individual or group of individuals.
