I.Purpose
This notice:
  • A.continues the use of Bureau of Parking Enforcement as a data resource available to Chicago Police Department members.
  • B.informs members that the Bureau of Parking Enforcement will continue to provide information relating to illegally parked vehicles which have received Parking Violation notices from the City of Chicago.
  • C.revises:
    • 1.procedures for accessing information relating to illegally parked vehicles for any time frame or any location in the City.
    • 2.the responsibilities of members when requesting this type of information from the Bureau of Parking Enforcement.
II.General Information
  • A.The Bureau of Parking Enforcement, in cooperation with IBM Corporation, has agreed to provide information to the Department from their database. Information relating to parking enforcement activities for a specific date, time and location, or a time frame and area grid will be available to members conducting investigations.
  • B.Information relating to illegally parked vehicles will be available from the Bureau of Parking Enforcement through the IBM Corporation during normal business hours (0800 to 1700 hours) Monday through Friday, excluding holidays.
  • C.This additional informational resource will provide a Department member conducting an investigation with the capability of identifying potential witnesses or the possibility of placing a suspect’s vehicle in the vicinity of a crime.
  • D.All requests by members, with the exception of members assigned to the Office of the Superintendent, will be forwarded to the appropriate Detective Division area commander, Attention: Sergeant, Administrative Section, for evaluation and further action. The sergeant assigned to the administrative section in each of the detective areas will function as the designated liaison with the Bureau of Parking Enforcement in accessing the requested information.
  • E.Members assigned to the Office of the Superintendent who request information from the Bureau of Parking Enforcement through the IBM Corporation will contact the designated liaison sergeant assigned to the Administrative Section of the Internal Affairs Division.
  • F.This investigative data resource will be available to Department members for investigative purposes only.
III.Procedures/Responsibilities
  • A.Members of the Department, with the exception of members assigned to the Office of the Superintendent, seeking information on vehicles receiving parking violation notices in a particular location or area of the City for any time frame will:
    • 1.prepare a To-From-Subject report which will include a brief description of the investigation and the Records Division (RD) number.
    • 2.submit this report to the administrative sergeant in the appropriate Detective Division area for review.
  • B.The administrative sergeant in the Detective Division area will:
    • 1.function as the liaison with the Bureau of Parking Enforcement in the processing of all approved requests.
    • 2.contact the Bureau of Parking Enforcement telephonically to facilitate the accessing of the database for requested information.
    • 3.receive all responses from the Bureau of Parking Enforcement relating to prior requests for information.
    • 4.notify the requesting member relative to any information received from the Bureau of Parking Enforcement.
    • 5.maintain the appropriate records relating to all requests for information from the Bureau of Parking Enforcement.
  • C.Members assigned to the Office of the Superintendent seeking information on vehicles receiving parking violation notices in a particular location or area of the City for any time frame will:
    • 1.prepare a To-From-Subject report which will include a brief description of the investigation with the RD and/or Complaint Register number(s).
    • 2.submit this report to the Chief, Internal Affairs Division, Attention: Sergeant, Administrative Section, for review.
  • D.The sergeant assigned to the Administrative Section of the Internal Affairs Division will:
    • 1.function as a liaison with the Bureau of Parking Enforcement in the processing of all approved requests.
    • 2.contact the Bureau of Parking Enforcement telephonically to facilitate the accessing of the database for the requested information.
    • 3.receive all responses from the Bureau of Parking Enforcement relating to prior requests for information.
