Personnel Transfer and Assignment Procedures

I.Purpose
This directive sets forth transfer and assignment procedures for sworn members belonging to the Fraternal Order of Police (FOP), civilian members belonging to the American Federation of State, County and Municipal Employees Union, Council 31 (AFSCME), Public Safety Employees Bargaining Unit (Unit II) and civilian members not represented by a collective bargaining unit. The procedure for civilian members not represented by a collective bargaining unit is outlined in Item III of this directive. Transfer and assignment procedures for members belonging to a collective bargaining unit are outlined in the attached addenda listed in Item IV of this directive.
II.Policy
The granting of requests for transfers or reassignments will be made consistent with the needs of the Department and the applicable provisions of existing collective bargaining agreements.
III.Non-Bargaining Procedure
To request reassignment, a non-bargaining civilian member will complete a To-From-Subject report to the commanding officer of the unit to which the member is requesting transfer. The member will forward:
  • A.the approved To-From-Subject report through channels to the commanding officer of the unit to which the member is requesting transfer.
  • B.a copy to the Human Resources Division, Employment Section.
