Bomb Incidents

I.Policy
  • A.It is the policy of the Chicago Police Department to investigate and accurately report all bomb-related incidents and threats.
  • B.Department members will extend whatever assistance is required and cooperate to the fullest extent with members of the Chicago Fire Department(CFD) at all times.
II.Field Personnel Responsibilities
  • A.Whenever members in the field are assigned to a bomb incident, they will:
    • 1.determine if the incident is bona fide and, if necessary, assist in the rescue of endangered persons.
    • 2.provide assistance if an explosion has occurred, which may include the establishment of fire lanes, traffic and crowd control including a perimeter.
    • 3.determine if the assigned police personnel and equipment are sufficient and, if not, request additional assistance as necessary.
    • 4.keep the dispatcher informed of conditions and request a supervisor, if required.
    • 5.attempt to ascertain the cause and origin of the incident. If there is a suspicion that the incident is of a criminal nature, the member will request a supervising sergeant and make an immediate notification to the Bomb Squad.
  • B.Whenever members are assigned to a bomb threat, they will:
    • 1.determine the validity of the bomb threat, (i.e., the specifics, assess what was conveyed in the threat.)
    • 2.notify OEMC and request notification to the Bomb Squad if any device is found that could possibly be a bomb or other explosive or incendiary device.
      In addition, the responsible member(s) will:
      • a.NOT HANDLE THE DEVICE OR PLACE IT IN A DEPARTMENT VEHICLE OR FACILITY.
      • b.MOVE AS FAR FROM THE DEVICE AS CONDITIONS PERMIT BEFORE USING ANY RADIO EQUIPMENT, CELLULAR PHONES, OR OTHER ELECTRONIC TELECOMMUNICATIONS DEVICES.
    • 3.conduct a search with the employees or property owner and, if the search reveals a suspect package, the following units should be requested via OEMC:
      NOTE:
      Members will be aware of the possibility of secondary devices and other suspicious persons associated with the threat.
      • a.the Explosive Technicians, assigned to the Bomb Squad.
      • b.the Public Transportation Section and the Airport Law Enforcement Explosive Detection Canine Teams.
        NOTE:
        Only with authorization from exempt members, consistent with the Department directive entitled "Canine Teams," will members request the service of the Public Transportation Section or the Airport Law Enforcement Section Explosive Detection Canine Teams. The Explosive Detection Canine Teams will not be requested for nonspecific threats that do not suggest the presence of an explosive device, e.g., a threat stating "I'm going to blow up the building."
    • 4.establish a perimeter; and
      NOTE:
      Members are reminded to follow the same safety procedures outlined in the Department directives entitled “Hazardous Materials (HAZ-MAT) Incidents,” “Unattended Packages,” and “Canine Teams” when responding to assignments in these categories.
    • 5.evacuate the immediate area where detonation of the device could cause death or injury to citizens. Allow access to the device only by Explosives Technicians assigned to the Bomb Squad.
  • C.Members responding to an explosion incident or a bomb threat, will:
    • 1.remain at the location to provide crime scene protection until relieved by Bomb Squad personnel or until police assistance is no longer required.
    • 2.ensure that the proper Department report is prepared if required.
    NOTE:
    When responding to an explosion incident, members will be aware of the possibility of secondary explosive devices and improvised explosive devices .
  • D.Members responding to a threat of an individual wearing a person-borne improvised explosive device (PBIED) will:
    • 1.seek a position of cover;
    • 2.monitor the movements of the suspect as covertly as possible without detection and stay as safe as reasonably possible at all times maintaining radio communications;
    • 3.avoid alerting the suspect;
    • 4.as covertly as possible, instruct bystanders to leave the area immediately;
    • 5.adhere to safe-distance guidelines;
    • 6.request assistance;
    • 7.request that OEMC notify SWAT and the Bomb Squad;
    • 8.because of the possibility of secondary explosive devices , if the suspect has been rendered incapable of detonating the PBIED :
      • a.do not approach the suspect;
      • b.do not render medical assistance;
      • c.do not allow others to approach the suspect;
      • d.do not allow others to render medical assistance;
      • e.immediately evacuate the area;
      • f.continue to adhere to safe-distance guidelines;
      • g.continue to maintain cover; and
      • h.remain on the scene until relieved by Bomb Squad personnel.
III.Office of Emergency Management and Communications Responsibilities
  • A.Upon notification, the OEMC dispatcher will immediately dispatch a patrol unit from the district of occurrence and make any other required notifications.
  • B.If Fire Department equipment is required in a police emergency, the OEMC dispatcher will notify the Fire Department of the situation.
    NOTE:
    If the complaint is a bomb threat, the Fire Department will not be immediately requested.
  • C.If an explosive device or suspect hazardous device is located, the OEMC dispatcher will contact the Fire Department and:
    • 1.request that an ambulance is dispatched to the scene.
    • 2. confirm whether or not a battalion chief and hazmat engine will be dispatched to the scene.
IV.Reporting
When a Department member responds to the location of a reported explosion and the preliminary investigation discloses that:
  • A.an explosion involving real or personal property, whether deliberate or of a noncriminal nature, a General Offense Case Report (CPD-11.380) will be prepared following offense classification procedures established in the Incident Reporting Guide (CPD-63.451). Notification to the Bomb Squad will be made.
    NOTE:
    If a death or injury has occurred in an explosion of a noncriminal nature, the incident will be reported on a Hospitalization Case Report (CPD-11.406) with the extra copies sent to the appropriate Bureau of Detectives Area .
  • B.an explosion has NOT occurred, but the incident involves the threat of destruction of property by explosives, the making of the threat constitutes an offense, whether or not the threat was carried out. In these instances, a General Offense Case Report will be prepared following offense classification procedures established in the Incident Reporting Guide.
  • C.an explosion has occurred and does not involve any real property or if the nature of the personal property indicates that it has little or no monetary value, a Miscellaneous Incident Exception Report (CPD-11.419) will be prepared. The report will be forwarded to the Arson Section by the district review officer.
V.Notifications
Preliminary Investigators will notify the Bomb Squad via telephone in the following incidents:
  • A.There is indication that an explosion was criminally caused.
  • B.A death or injury results from any explosion.
  • C.A suspect explosive device , improvised explosive device , incendiary device, explosive material, explosive chemical, or pyrotechnics is found in any location or in the possession of an arrestee.
  • D.A suspect related to any of the above incidents is in custody.
    NOTE:
    Preliminary Investigators will also be responsible for notifying CPIC, via telephone, of a bomb incident, including attempt.
VI.Bomb Squad Responsibilities
  • A.The Bomb Squad will be responsible for providing assistance in:
    • 1.the follow-up investigation of all bona fide bomb incidents received, both verbal and written.
    • 2.the follow-up investigation of all bomb-related incidents reported on a General Offense Case Report.
    • 3.the crime analysis to detect activity patterns or similarities of modus operandi. This information may be disseminated throughout the Department by means of a Crime Analysis Pattern (CPD-23.110) and/or a General Information bulletin (CPD-23.107).
  • B.The Bomb Squad will, upon notification, respond to the scene, perform render-safe procedures and/or post-blast forensics as appropriate, and process evidence involving the following incidents:
    • 1.explosions suspected to be criminally caused.
    • 2.known or suspected explosives or hazardous devices and/or materials. Explosives technicians are responsible for:
      • a.rendering safe, disposing of, or preserving all such materials for evidence.
      • b.submitting a Crime Scene Processing Report and a Scene Supplementary Report outlining their response, actions at the scene, and evidence recovered.
      NOTE:
      The follow-up investigation will be conducted by the appropriate Arson or Area Detective(s).

GLOSSARY TERMS:
1. -
Any device designed or specially adapted to cause physical harm to
persons or property by means of an explosion and consisting of an explosive substance or agency and a means to detonate it.
2. -
An explosive device fabricated in an improvised manner incorporating destructive, lethal, noxious, pyrotechnic, or incendiary chemicals and designed to destroy or incapacitate people or vehicles.
3. -
An improvised explosive device worn on an individual who seeks to cause death, great bodily harm, and property destruction.
4. -
Is any building, or any vehicle, aircraft or water craft designed for use as a dwelling.
5. -
Is all property that is not real property (see glossary term for "real property").
