Department Operations in the Event of a Nuclear Detonation

I.Purpose
This directive continues the mission, organization and operations of the Department in the event of a nuclear detonation in the metropolitan area.
II.Mission
The preservation of order, the protection of life and property, the prevention of criminality, the apprehension of offenders, and assistance to the public remain the responsibility of the Department.
III.Nuclear Detonation
  • A.Organization
    • 1.All personnel, equipment, and facilities of the Department will be unified into one organizational structure devoted to the basic patrol function and directed to the accomplishment of the mission.
    • 2.There will be two levels of command:
      • a.The Superintendent of Police and his Headquarters staff. Department Headquarters will:
        • (1)direct and coordinate district operations.
        • (2)coordinate activities with Emergency Preparedness And Disaster Services (EPDS) and governmental authority.
        • (3)be the collection point for information on all conditions existing in a district.
        • (4)redistribute personnel on the strength of reports from officers in command of districts and other information received on conditions in each district.
      • b.District
        • (1)Existing district boundaries will continue to define command responsibilities insofar as possible.
        • (2)Districts will be commanded by the ranking Bureau of Patrol officer reporting within the district, or by designation of the Superintendent as specified in the Department directive entitled "Department Organization for Command."
        • (3)All officers of the rank of captain or below, of any unit of the Department, reporting in a district will serve under the commanding officer. Command staff personnel will attempt to communicate with Department Headquarters for assignment. If unable to do so, they will place themselves at the service of the officer in command of the nearest operating district.
        • (4)Officers in command of districts will assimilate reporting personnel into their command and will maintain a roster of personnel by rank, name and star number. Significant personnel changes must be immediately transmitted to Headquarters by the most expeditious means available.
  • B.Operations
    • 1.Facilities
      • a.The Superintendent of Police will establish Headquarters from which he will direct the operations of the Department. Department Headquarters will be established on the basis of its communications potential.
      • b.The officer in command of a district will establish a district headquarters in the existing station building, if habitable, or in a nearby alternate with a preference for an area center building in the district.
      • c.A police facility which is not in use must be secured by district personnel. All usable Department supplies, equipment and vehicles will be transferred to an operating police facility.
      • d.All Department communications facilities that can be reactivated will be made secure by district personnel if this is not within the capabilities of the communications specialists.
    • 2.Communications
      • a.A constant effort must be made to extend and maintain Department communications to the public and to other agencies of local and Federal governments.
      • b.The Office of Emergency Management and Communications (OEMC) will:
        • (1)locate and incorporate into the communications operation all available communications equipment, parts and civilian specialist volunteers necessary to ensure liaison with all vital communications systems, in particular those of the Emergency Preparedness And Disaster Services.
        • (2)determine and establish communications reactivation and maintenance priorities based on both immediate and long term Department needs. A basic priority outline is as follows:
          • (a)OEMC
          • (b)Other radio equipment: Base stations, Personal radio (walkie-talkie, car to car)
          • (c)Telephone: PAX System, BELL System
          • (d)Data Communications System (Hot Desk, LEADS, NCIC)
          • (e)Intra-Department teletype and facsimile system
        • (3)maintain a roster of communications specialists reporting for duty, and continuously evaluate and coordinate the activities and assignments of the communications specialists with respect to the status of the Department's mission.
    • 3.Service
      • a.All essential police services will be provided by districts. The responsibility for defining services rests with district command personnel, subject to review by Department Headquarters staff.
      • b.Officers in command of districts will:
        • (1)implement a twelve-hour watch schedule with off-duty personnel quartered in the district station or nearby as a reserve force.
        • (2)extend the boundaries of their districts to include any adjacent districts which are not operational, and coordinate such action with Headquarters and adjoining district commanding officers.
        • (3)establish and maintain a systematic patrol to cover all accessible areas of the district by the most efficient means available, ensuring that personnel are not utilized for duties that will impair accomplishment of the Department's goals.
        • (4)be responsible for ensuring the welfare of their command by obtaining means of sustenance and necessary supplies.
        • (5)take immediate steps to repair and improve operational district stations to ensure their continued usefulness.
        • (6)immediately provide personnel for security and assistance in reopening lines of communications in those districts in which base stations or Emergency Preparedness and Disaster Services control points are located.
    • 4.Responsibilities
      • a.Upon receipt of a notice that a nuclear attack is imminent, the OEMC will send ALL CALL, Point -to-Point and teletype messages.
      • b.On receipt of a "take cover" warning or upon detonation of a nuclear device, every member of the Department will take shelter. Arrestees may be released dependent upon circumstances or direction.
      • c.It is essential that all persons remain under shelter until the hazard is ended. Such information may be received by way of:
        • (1)the Emergency Broadcasting Systems which include commercial radio stations WIND (560), WMAQ (670), WGN (720), WBBM (780), WLS (890) AND WCFL (1000).
        • (2)loudspeaker
        • (3)contact by military or civil authorities
        • (4)OEMC.
      • d.When the nuclear hazard is ended:
        • (1)on duty radio equipped members will attempt to contact the OEMC or other transmitting station on any available frequency. If contact is unsuccessful, they will proceed to the nearest operating police facility with their vehicle, if possible.
        • (2)Operations Command will utilize radio and television to the extent possible, to provide off duty members with reporting instructions. Sworn members will make every effort to report in uniform.
