Pre-Planned Narcotics Enforcement Operations

I.Purpose
This directive:
  • A.establishes special procedures for processing multiple arrest situations related to pre-planned narcotic enforcement operations.
  • B.continues the Arrestee Control Sheet (CPD-11.432).
  • C.establishes the roles and responsibilities of Department members coordinating and implementing pre-planned narcotic enforcement operations.
II.General Information
  • A.A pre-planned narcotics enforcement operation is defined as any pre-approved mission or operation used in an effort to enforce narcotics statutes, arrest narcotics violators, or curtail narcotics activity, including but not limited to unit-level reverse-stings and Department-wide double-play operations.
  • B.Department members participating in pre-planned narcotics enforcement operations will continue to follow established Department policy when affecting an arrest and processing arrest situations, including inventorying evidence and impounding vehicles, unless specifically directed otherwise by this directive.
III.Implementation
The designated officer in charge at the scene of a pre-planned narcotics enforcement operation that involves multiple arrestees will ensure:
  • A.to designate arresting / decoy officers, on-scene documenting teams, and arrestee processing teams.
  • B.all materials and reports, including Arrestee Control Sheets, are available for use during the operation.
  • C.that supervisors are assigned to oversee the processing of arrestees in compliance with the procedures outline in Item IV of this directive and in accordance with Department directives "Processing Persons Under Department Control" and "Bond Procedures."
IV.Processing Multiple Arrestees
  • A.Arresting / Decoy officers will:
    • 1.adhere to all Department policy, procedures, and training relative to affecting an arrest and processing arrestees, ensuring there is a valid basis for the charges placed.
    • 2.escort the arrestee to the location of the on-scene documenting team and:
      • a.inform a member of the on-scene documenting team the summary of probable cause for arrest, including any conversations or transactions which occurred.
      • b.observe a member of the on-scene documenting team use a black felt tip marking pen to print legibly a sequential number on the arrestees forearm corresponding to the number on the Arrestee Control Sheet used to document the arrest.
      • c.relinquish custody of the arrestee to a member of the on-scene documenting team.
    • 3.return to the members assigned post, when feasible.
    • 4.at the completion of the operation, proceed to the designated processing facility to complete any arrestee processing and required reports, including court complaints.
  • B.Department members designated to on-scene documenting teams will:
    • 1.accept custody of arrestees from the arresting/decoy officers.
    • 2.use a black felt tip marking pen to print legibly a sequential number on the arrestee's forearm corresponding to the number on the Arrestee Control Sheet used to document the arrest.
    • 3.complete an Arrestee Control Sheet for each arrestee using the information provided by the arresting / decoy officer as the summary of probable cause for arrest, including any conversations or transactions which occurred.
    • 4.provide for the transportation of arrestees, and corresponding Arrestee Control Sheets, to the processing facility.
  • C.Department members designated to arrestee processing teams will:
    • 1.utilize the Arrestee Control Sheet to identify each arrestee and complete an Arrest Report, listing the arresting / decoy officer as first arresting officer.
    • 2.attest to the information contained within the arrest report.
    • 3.present the arrest report and related documents to the station supervisor for approval.
    • 4.if necessary, provide for the transportation of arrestees, and corresponding reports, to the booking and/or detention facility.
  • D.During pre-planned narcotics enforcement operations, station supervisor will ensure arrestees are processed, booked, and bonded in accordance with Department directives entitled "Processing Persons Under Department Control" and "Bond Procedures."
  • E.Routing of Arrestee Control Sheets
    • 1.The original Arrestee Control Sheet for an arrestee will accompany the corresponding court complaints and documents which are sent to court.
    • 2.A photocopy of the Arrestee Control Sheet will accompany other related operation documents and retained in a unit-level file.
