Chicago Police DepartmentSpecial Order S06-11
Court Citing and Attendance – Non-Traffic Misdemeanor and Municipal Ordinance Cases
Issue Date:13 October 1998Effective Date:14 October 1998
Index Category:Processing Persons
This directive:
  • A.establishes a court date key system for scheduling court appearances by all sworn Department members (command staff members, captains, lieutenants, sergeants, D-2 grade pay personnel and police officers) for selected misdemeanors and municipal (City) ordinance cases.
  • B.establishes procedures to follow when utilizing this system.
II.The Court Key System
  • A.Use of this court key system to schedule cases pertains only to arrests that fall into the Category of "Other Misdemeanors & City Ordinances" outlined in the "CASE PRIORITY LISTING - DISTRICT MATRIX" of the Department directive entitled, "Court Call Schedule."
  • B.The Traffic Court / Records Unit will assign a Traffic Court key letter group (consisting of court key letter designations, Major, Alternate Major and Minor courtrooms, and their respective court call times), to all sworn members who do not possess one (including command staff members, captains, lieutenants, sergeants and D-2 grade pay personnel). The assignments will be made via a computer printout notification that will be mailed to those units containing members who fall into this category.
  • C.Members will use their assigned Traffic Court key letter designation with the Court Citing Date Card - For the Case Assignment Category Entitled "Misdemeanor & City Ordinances" (CPD-11.562), to select a court date for each arrest that falls into the category of "Other Misdemeanors & City Ordinances" (e.g., a member assigned to a Traffic Court key designation "A" will also use the same key letter "A" for both the misdemeanor and City ordinance categories.)
III.General Procedures
  • A.Sworn members effecting an arrest will refer to the Court Citing Date Card For the Case Assignment Category Entitled Misdemeanor & City Ordinances using their assigned key letter to determine the proper court date prior to making an entry in the Desired Court Date box on the Arrest Report (CPD11.420). The desired court date must be a minimum of 21 days after the date of arrest. The members courtkey letter will be printed in the space provided on the Arrest Report in the Box captioned "MISD / ORD CRT KEY" and any other required document.
Members who are assigned more than one court key for traffic court purposes will only use the letter key that appears first in the alphabet when assigning cases to their misdemeanor / city ordinance court call.
  • B.To the extent possible, members will not skip court key dates as that creates an imbalance in the court call system.
  • C.Members will not appear at the branch court to which they schedule misdemeanor / city ordinance cases on their court key date, unless they have a case scheduled for that date in which the member signed the complaint, received a subpoena requiring their appearance, or received a notification to appear from the Court Section.
