Parking Meter Pay Boxes

I.Purpose
This directive establishes procedures for:
  • A.enforcing the meter parking ordinance using the Parking Monitor Application-Mobile Enforcement Tool, and
  • B.inventorying the meter pay boxes and/or parts.
  • C.making notifications for meter pay box damage, or malfunction.
  • D.continuing the use of the:
    • 1.Parking Monitor Application-Mobile Enforcement Tool via the PDT or Department issued smart phones.
    • 2.City Service Request form (CPD-21-208).
II.General Information
  • A.ParkChicago is a pay by cell phone payment option that allows for the payment of parking meter charges via a smart phone application.
  • B.ParkChicago is now available throughout the entire city. Details of this program are available at www.parkchicago.com or 877-242-7901.
  • C.Department members can access the Parking Monitor Application-Mobile Enforcement Tool via the PDT or a Department issued smart phone to enforce the meter parking ordinance when no receipt or an expired receipt is displayed on a vehicle's dashboard.
  • D.Department members will notify the  Department of Finance whenever a meter pay box is inventoried. After normal business hours, notification will be made to the  Department of Streets and Sanitation .
  • E.A Department member may notify the  Department of Finance by using the City Service Request form (CPD-21.208) to report:
    • 1.damaged/vandalized meter pay boxes,
    • 2.broken/malfunctioning meter pay boxes,
    • 3.missing or illegible meter pay box ID numbers.
  • F.Department members and citizens can also report damaged/vandalized and broken/malfunctioning meter pay boxes at www.chicagometers.com or 877-242-7901.
III.Parking Enforcement Process
Department members enforcing the meter parking ordinance will:
  • A.identify and review the receipt displayed on the vehicle dashboard.
  • B.if no receipt or an expired receipt is displayed, open the Parking Monitor Application-Mobile Enforcement Tool via PDT or Department issued smart phone, and enter the vehicle license plate number.
    • 1.The Parking Monitor Application-Mobile Tool will sort the active sessions and search for the license plate number entered.
    • 2.Only the license plate numbers of paid vehicles will be displayed.
    • 3.If there is no match to the license plate number entered, or the vehicle paid for a lesser zone, Department members will issue the appropriate citation.
  • C.when issuing a Violation Notice for a meter pay box violation, the member will ensure that the meter pay box ID and zone number are entered on the citation in the appropriate box. The meter pay box ID number is located on the face of the pay box. The zone number can be found on the sign adjacent to the pay box.
  • D.if a citizen disputes a citation issued for a meter pay box violation, the member will advise the citizen to follow the instructions on the citation and/or call the  Department of Finance .
IV.Key Meter Pay Box Parking Ordinances
All on-street parking rules and regulations apply, e.g. metered rates, time limitations and vehicle portability.
  • A.MCC Chapter 9-64-190(a)(1). Unlawful to park in a metered zone without paying the designated amount.
  • B.MCC Chapter 9-64-190(a)(3). Unlawful to stay in a metered parking zone past the expiration time.
    NOTE:
    When posted signs conflict with, or differ with information posted on the meter pay box, the member will be governed by the signs.
V.Inventory Procedures
Whenever a sworn member comes into possession of a meter pay box or pay box parts, the member will:
  • A.inventory the items in accordance with procedures outlined in the directive entitled, "Processing Property Under Department Control."
  • B.notify the  Department of Finance or the  Department of Streets and Sanitation , of the recovery and provide them with the inventory number and location where recovered property is held.
    NOTE:
    Department members will inform the  Department of Finance that release of their property will not be made until said property is no longer needed in future court proceedings.
VI.Responsibilities
  • A.Department members who utilize a Department-issued smart phone to access the Parking Monitor Application-Enforcement Tool will comply with the usage and dissemination policies outlined in the Department directives entitled Department-Issued Electronic Communication Devices and Access to Computerized Data, Dissemination and Retention of Computer Data.
    NOTE:
    Department members will not use personally-owned electronic communication devices to access the Parking Monitor Application-Enforcement Tool.
  • B.Information Services Division will:
    • 1.be responsible for technical aspects of the Parking Monitor Application-Mobile Enforcement Tool program.
    • 2.ensure the program is in compliance with all record retention requirements related to comparable forms of electronic data and imaging systems.
    • 3.develop training courses specifically designed for the ParkChicago program.
    • 4.distribute the Department issued smart phones.
