I.Purpose
This directive:
  • A.informs Department members that internet applications for Police Officer (Assigned as Canine Handler) are being accepted until 12 December 2014 at 1500 hours.
  • B.delineates the duties, eligibility requirements, application procedures, selection process and training for the position of Police Officer (Assigned as Canine Handler), title code 9152, hereinafter referred to as Canine Handler.
  • C.introduces the use of the internet application.
II.Duties
The duties of a Canine Handler assigned to the Special Functions Division vary by unit of assignment. A Canine Handler assigned to the Special Functions Division (narcotics / patrol canine handler) will:
  • A.conduct patrol throughout the City.
  • B.conduct building searches for offenders.
  • C.search for lost, missing, or incapacitated persons.
  • D.track individuals who have abandoned their vehicles or who have fled crime scenes.
  • E.secure and protect incident scenes.
  • F.perform crowd control functions.
  • G.provide security for Department vehicles and equipment.
  • H.meet annual certification standards.
  • I.perform related duties consistent with the handler’s level of training.
  • J.attend canine in-service training to maintain the proficiency of the canine team.
  • K.respond to requests for service outside the City of Chicago, and occasionally the State of Illinois with proper authorization.
  • L.provide for the daily care and maintenance of their canine at work and at home through proper grooming, exercise, food, water, shelter, and veterinary care.
  • M.maintain a level of physical fitness ensuring the handler is capable of performing the essential duties of the position with their canine, and are able to lift and carry their canine as necessary.
  • N.perform narcotics searches of motor vehicles, residences, public and private buildings, luggage, packages, and other inanimate objects.
  • O.assist in the execution of search warrants.
  • P.conduct narcotics detection money line-ups to establish probable cause in seizure and asset forfeiture cases.
  • Q.conduct crime scene and area searches for the purpose of locating evidence.
  • R.provide emergency first aid for the canine, as necessary.
  • S.conduct public service canine demonstrations and address a variety of audiences regarding to the function and mission of the Canine Unit.
III.Eligibility
By the close of the application period, members who are interested in applying must:
  • A.be a sworn member below the rank of sergeant.
  • B.be willing and able to perform the duties of a Canine Handler as outlined in Item II of this directive.
  • C.be willing and able to work any watch assignment and change work hours in accordance with the provisions of the collective bargaining agreement between the City of Chicago and the Fraternal Order of Police.
  • D.have a minimum of three years of continuous service as a police officer with the Chicago Police Department.
  • E.have an acceptable disciplinary record. The candidate’s disciplinary record cannot reflect any sustained Complaint Register (C.R.) investigations for misconduct resulting in suspensions of more than seven (7) days during the preceding 12 month period; or a record of three (3) or more sustained C.R. investigations resulting in suspensions of any length of time within the past five years.
    NOTE:
    Sustained C.R. investigations with findings of “No Disciplinary Action” will not be considered as sustained violations for purposes of this selection process. Candidates with pending grievances or Police Board cases concerning discipline will be allowed to apply for the position of Canine Handler. Such applications will be considered if the candidate's disciplinary record is modified or expunged as a result of the grievance or Police Board hearing so the member's disciplinary record meets the disciplinary standards set forth in this directive.
  • F.have an acceptable attendance record. The candidate's attendance record cannot reflect any unauthorized absences within the preceding 12 month period.
  • G.meet acceptable medical roll usage guidelines. If the candidate's medical roll usage reflects nine (9) or more medical incidents and/or 45 days or more on the medical roll within the preceding three (3) year period, absent exceptional circumstances, or demonstrates a pattern of medical roll abuse or misuse (i.e., the candidate goes on the medical roll when assigned to an involuntary detail; the medical roll use is linked to furlough, RDOs, or other time due to extend time off; or the candidate is found to have used the medical roll in an unauthorized manner or demonstrates other behaviors demonstrating medical roll misuse), the candidate will be disqualified.
    NOTE:
    Medical time used in relation to approved FMLA leaves, ADA accommodations, or IOD injuries cannot be the basis for disqualification.
  • H.have satisfied all indebtedness to the City of Chicago.
  • I.be willing to forego days off on Saturdays, Sundays, and holidays, as required by operational needs.
  • J.be willing to reschedule a furlough period if it conflicts with training.
  • K.have received performance ratings above the minimum rating score necessary to qualify for a step increase as defined in the Department directive entitled "Performance Evaluation System" for each of the last four evaluations.
  • L.if currently appointed to a D-2A grade, be willing to resign D-2A status and pay and accept D-2 status and pay upon assignment as a Canine Handler.
  • M.purchase and maintain equipment and accessories unique to assignment as a Canine Handler.
  • N.not have been previously removed for cause from assignment as a Canine Handler (9152) or as an Explosives Detection Canine Handler (9153).
IV.Additional Requirements
Sworn members interested in applying for assignment as a Canine Handler, must:
  • A.meet residency requirements that include:
    • 1.providing documentation that large dogs are not prohibited by lease agreement or association rules if the candidate does not reside in a dwelling owned by that member.
    • 2.having a five foot fenced-in yard with sufficient space for a 4' x 12' kennel provided by the Department at the time of appointment to the position of Canine Handler.
    • 3.consenting to an inspection of the candidate’s yard and/or kennel to ensure the proper care and treatment of the Department canine.
      NOTE:
      The inspection will be conducted by a canine training supervisor. Inspections will be conducted annually with unscheduled inspections to be conducted when just cause exists.
  • B.meet the following criteria, if other canines are present in the residence:
    • 1.provide annual city dog license registration documentation to the unit commanding officer.
    • 2.provide annual certification documentation to the unit commanding officer for the following: Rabies, Distemper Combo (Distemper, Hepatitis, Parvovirus), and Bordetella.
    • 3.maintain animals in kennels separate and secure from the Department canine’s kennel.
  • C.possess the physical agility and stamina to pass a rigorous 14 week canine training program.
  • D.maintain his or her uniform and equipment as outlined in the Department directive entitled “Personal Appearance, Uniforms/Citizen’s Dress and Equipment.”
V.Application Procedures
  • A.Candidates will:
    • 2.click the link, "Police Officer (Assigned as Canine Handler)" under "Job Openings;" and
    • 3.follow the procedures for submitting an application. A "Candidate Experience Click-by-Click Guide" is available on the Human Resource Division's intranet site to assist in submitting an application. To access the Guide, click on Bureau Sites, then click on Human Resources Division, then click on Career Development and Performance, and then click on "Candidate Experience Guide."
      NOTE:
      Questions regarding completing a profile or application in Careers should be directed to the City of Chicago, Department of Human Resources, at 312-744-4976.
  • B.Candidates will:
    • 2.ensure the forms are properly completed; and
    • 3.return the properly completed original forms to the Human Resources Division (Unit 123), Career Development and Performance Management Section, by the close of the application period. Members will be disqualified from continuing in the selection process if completed original forms are not received by the Human Resources Division, Career Development and Performance Management Section, by the close of the application process.
  • C.Proxy applications will be allowed under limited circumstances such as military duty. To submit a proxy application, the candidate’s proxy will contact the Human Resources Division, Career Development and Performance Management Section, at 312-745-5225 before the close of the application period.
  • D.Members who have applied for the position of Canine Handler must be willing and able to perform the duties as outlined in Item II of this directive.
  • E.Members who have applied for the position of Canine Handler and who meet the eligibility criteria as delineated in Item III of this directive, will be scheduled to participate in the Written Test. These candidates will be notified of the date, time, and location to report for the Written Test at a later date. Members who fail to appear for their assigned Written Test date, time and location will be disqualified and not be rescheduled.
VI.Selection Process
  • A.The selection process consists of three phases: a Written Test, a Physical Agility Test, and an Oral Interview. Candidates who score in the top 125 of all written tests takers will proceed to the Physical Agility Test. Ties will be resolved by seniority. Candidates who pass the Physical Agility Test will be scheduled for an Oral Interview. Eligible candidates will be notified of the date, time, and location to report for each phase of the selection process. Members who fail to appear at their assigned time for any phase of the selection process will be disqualified and not be rescheduled.
  • B.The Written Test will consist of multiple choice questions based on reference material identified in Item VII of this directive.
  • C.Candidates who score in the top 125 of all written test takers will be scheduled to participate in the Physical Agility Test. The Physical Agility Test will consist of the following activities:
    • 1.lift a 75 pound weighted bag and walk 50 feet, proceed up and down one flight of stairs, walk another 50 feet, and place the weighted bag in the rear of a Department canine vehicle without stopping, dropping, or setting the weighted bag down to rest.
    • 2.lift and swing a 75 pound weight at the end of a six-foot leash for three consecutive revolutions.
    • 3.jog a course consisting of five marker cones set twenty-five yards apart in a back and forth configuration within 22.00 seconds.
    • 4.interact with a Department canine in a controlled situation without signs of excessive apprehension and/or fear.
    • 5.perform a “field track” over a one mile course consisting of various types of terrain within 15 minutes and 55 seconds.
  • D.Candidates who pass the Physical Agility Test will be scheduled for an Oral Interview. In the event of a tie score, ranking will be determined by seniority.
  • E.In the Oral Interview, candidates will be rated in the areas of:
    • 1.prior canine or canine related experience.
    • 2.relevant Department experience and assignments.
    • 3.willingness to accept the duties and responsibilities of a Canine Hander.
    • 4.appearance and demeanor.
    • 5.communication skills.
  • F.The oral interview will be conducted by a minimum of three individuals who have knowledge of the duties performed by Canine Handler.
    NOTE:
    Each panel member will be trained on City interview and consensus meeting procedures prior to conducting interviews and/or participating in consensus meetings.
  • G.Each panel member will independently determine whether the candidate demonstrates competency of each dimension of the job addressed in the interview by checking whether the candidate clearly demonstrated; demonstrates some aspects of competency; or does not demonstrate competency. Each panel member will independently provide an overall summary of the candidate based on the the interview criteria and then will independently indicate whether he or she recommends the candidate for hire; recommends the candidate with some reservations; or does not recommend the candidate for hire. After all candidates have been interviewed, the panel and the hiring manager will meet to conduct a consensus meeting. A representative from the Human Resources Division will attend the consensus meeting. At the consensus meeting, the panel members will discuss each candidate and reach a consensus on whether the candidate will be eligible for hire. Those candidates eligible for hire will be ranked and all selections will be made based on the rankings of those selected for hire. Disputes will be resolved by the hiring manager.
  • H.Candidates will not be compensated for overtime when scheduled to report for any portion of the selection process during off-duty hours. The station supervisor / designated unit supervisor will excuse a member who has been scheduled for testing during duty hours, provided that the station supervisor / designated unit supervisor was notified by the affected member at least 48 hours prior to the scheduled testing.
VIII.Eligibility List
  • A.At the conclusion of the consensus meeting, the names of the top rated candidates will be placed in rank order on the eligibility list. Ties will be resolved by seniority.
  • B.As vacancies occur, candidates will be selected from the eligibility list to attend a fourteen week Canine Handler training program.
  • C.Candidates selected to participate in the Canine Handler training program have the option to waive participating in the training program by submitting a To-From-Subject report to the commanding officer, Special Functions Division, requesting a "Waiver of Eligibility." Candidates will remain eligible to participate in future Canine Handler training programs only for the duration of this list.
  • D.Candidates may waive appointment to the position of Canine Handler as long as the list is active.
  • E.The eligibility list may be stricken at any time at the discretion of the Department. Placement on the eligibility list is not a guarantee of appointment to the position of Canine Handler.
  • F.Management reserves the right to fill 20% of recognized vacancies at its discretion without regard to seniority or rank score, provided that the position is filled by a candidate on the eligibility list.
IX.Training
  • A.As Canine Handler vacancies occur, candidates will be selected in rank order from the eligibility list to attend a training program.
  • B.Prior to training, candidates will be scheduled for a yard inspection. The yard inspection consists of the following criteria:
    • 1.The yard is free from hazards.
    • 2.The yard is suitable to install a fence five feet in height.
    • 3.The yard is suitable for a 4' x 12' kennel provided by the Department.
  • C.Selection to participate in the Canine Hander training program will not constitute an appointment to the position of Canine Handler. Selection to participate in the training program will constitute a detail to the Special Functions Division for the duration of training only. Upon successful completion of the training program, the member will return to their unit of assignment. The member will be assigned to the Special Functions Division only after receiving approval from the Department of Human Resources (DHR) and the Office of Budget and Management (OBM).
  • D.Candidates selected for the training program will:
    • 1.take and pass a drug screening and a thorough medical examination, the scope of which will be determined by the Medical Services Section, immediately prior to the start of training. All medical examinations conducted as part of this selection process will be performed by medical personnel paid for and contracted by the Chicago Police Department.
    • 2.be detailed to the Special Functions Division for the duration of training only.
    • 3.have in their possession on the first day of detail, uniform parts and accessories unique to the assignment as a Canine Handler.
    • 4.adjust their furlough period(s) if a segment conflicts with the training program and / or operational needs.
    • 5.successfully complete all training components and requirements by the end of the scheduled training period.
    • 6.perform satisfactorily in skills proficiency exams.
  • E.At any time during the training program, if it becomes apparent that a member exhibits problematic behavioral traits, is physically or psychologically incapable of performing required duties, and/or fails training program testing, the supervisor or instructor will request the member be terminated from the training program. The request must document the reason(s) for termination from the training program and will be submitted through the supervisor's chain of command to the appropriate exempt commanding officer. Reasons for termination include, but are not limited to:
    • 1.the member demonstrating a lack of physical coordination, stamina, or strength to the degree that the member cannot perform the duties of a Canine Handler as enumerated in this directive.
    • 2.displaying anxiety, apprehension, or an obvious fear of canines.
    • 3.not having the physical strength necessary to safely handle the canine.
    • 4.failing to demonstrate a sincere interest and/or concern for the canine.
    • 5.any act of cruelty and/or abuse directed at or upon the canine.
    • 6.failing to keep pace with the canine.
  • F.The commanding officer overseeing the Canine Unit will review and, if appropriate, approve any requests to remove a candidate from training. When a member is terminated from the training program, they will be returned to their district or unit of assignment.
  • G.Members must be in a full-duty status at all times during training.
  • H.Members must remain in a full-duty status at all times while detailed or assigned to the Special Functions Division as a Canine Handler to remain eligible for D2 pay.
  • I.If the number of canines or personnel assigned to the Special Functions Division are reduced, members in training will have their detail cancelled and be returned to their unit of assignment.
X.Additional Conditions
  • A.At any time after assignment to the Special Functions Division, a member demonstrates a lack of knowledge, skills, or abilities necessary for the assignment, is unable to perform the essential duties of the position, fails to properly care for the Department canine, or exhibits problematic behavior, the member will be subject to review and removal from assignment as a Canine Handler and returned to their career service rank of Police Officer.
  • B.All assigned members of the Special Functions Division are required to demonstrate proficiency on an annual basis. Failure to maintain proficiency will subject the member to removal from the assignment to the Special Functions Division as a Canine Handler.
  • C.Members must remain in a full-duty status to be eligible for continued assignment as a Canine Handler.
  • D.By accepting the offer to participate in the Canine Handler training program, members automatically waive their position on the rank ordered Explosives Detection Canine Handler eligibility list and will not be offered the opportunity to participate in the Explosive Detection Canine Handler training program as vacancies occur.
