Application for Police Officer Assigned as Security Specialist

I.Purpose
This directive:
  • A.describes the duties of a Police Officer Assigned as Security Specialist.
  • B.informs members below the rank of sergeant that resumes for Police Officer Assigned as Security Specialist are accepted on a continuing basis regardless of the existence of a vacancy.
    NOTE:
    The application process does not require posting of job vacancies, screening for qualifications, or conducting interviews.
II.Duties
  • A.A Police Officer Assigned as Security Specialist is assigned to either:
    • 1.the Government Security Detail, where members are assigned to the Mayoral Security Detail; or
    • 2.Detached Services Unit, where they provide security for other elected officials or dignitaries.
  • B.A Police Officer Assigned as a Security Specialist will:
    • 1.provide physical personal protection of elected officials or dignitaries.
    • 2.establish a protective cordon at special events and functions.
    • 3.observe and respond as necessary for the protection of elected officials at specials functions or events attended or visited by such officials.
    • 4.enforce existing laws and ordinances for the protection of elected officials.
    • 5.perform other related protective services duties as assigned.
III.Selection Process
  • A.The Unit Commander, Government Security Detail, will select candidates for assignment as Police Officer Assigned as Security Specialist at his or her discretion.
  • B.The unit commanding officer, Detached Services Unit, will make recommendations for the selection of candidates for Police Officer Assigned as Security Specialist to the First Deputy Superintendent, if the position is assigned to Detached Services Unit.
  • C.Factors such as the candidate’s work history and/or assignments, disciplinary history, commendations and awards, attendance, and special skills may be considered in selecting candidates for assignment as Police Officer Assigned as Security Specialist.
  • D.the First Deputy Superintendent will approve recommendations made by the unit commanding officer, Detached Services Unit, at his or her discretion.
  • E.Candidates selected as Police Officer Assigned as Security Specialist are paid in accordance with contractual provisions between the City of Chicago and the Fraternal Order of Police, Chicago Lodge Number 7, Article 26.1 Section E.
  • F.Political factors cannot be considered when selecting a Police Officer Assigned as Security Specialist.
  • G.The Director, Human Resources Division, will ensure a PER 14 and an A-form are submitted to City of Chicago, Department of Human Resources, identifying individuals selected as Police Officer Assigned as Security Specialist and the unit of assignment (Government Security Detail or Detached Services Unit).
  • H.Individuals selected as a Police Officer Assigned as Security Specialist must sign the Shakman Certification Form.
  • I.The Shakman Certification Form must be signed by the Superintendent of Police, the elected official or dignitary to whom the member is assigned (except that the Mayor’s Chief of Staff, after consultation with the Mayor, may sign the Shakman Certification Form in lieu of the Mayor), and the:
    • 1.Unit Commander, Government Security Detail, if the member is assigned to Government Security Detail; or
    • 2.unit commanding officer, Detached Services Unit, if the member is assigned to Detached Services Unit; and
    • 3.First Deputy Superintendent, if the member is assigned to Detached Services Unit.
IV.Removal Process
  • A.A Police Officer Assigned as Security Specialist may be removed at the discretion of the Unit Commander, Government Security Detail, or on the recommendation of the unit commanding officer, Detached Services Unit.
  • B.Removals may be made at the discretion of the appropriate Unit Commander / unit commanding officer or after consultation with the elected official or dignitary to whom the Police Officer Assigned as Security Specialist is assigned.
  • C.The First Deputy Superintendent will approve recommendations made by the unit commanding officer, Detached Services Unit, before removal.
  • D.The Director, Human Resources Division will ensure a PER 14 and A-Form are submitted to City of Chicago, Department of Human Resources, identifying individuals removed from assignment as Police Officer Assigned as Security Specialist and the unit of assignment (Government Security Detail or Detached Services Unit).
  • E.If a Police Officer Assigned as Security Specialist is removed, he or she will return to their unit of assignment in the career service title previously held and paid at the applicable rate set forth in the collective bargaining agreement between the City of Chicago and the Fraternal Order of Police, Chicago Lodge Number 7.
