I.Purpose
This directive:
  • A.outlines procedures when a sworn member, probationary police officer, or uniformed civilian member wishes to obtain an exemption from the clean-shaven policy due to a skin condition aggravated by shaving.
  • B.introduces the Medical Exemption from the Chicago Police Department's Clean-Shaven Policy Card (CPD-62.436).
  • C.satisfies CALEA Law Enforcement Standard Chapter 26.
II.Policy
  • A.The Department maintains a “clean-shaven” policy as defined in the directive entitled “Personal Appearance, Uniform/Citizen’s Dress and Equipment Specifications.” However, the Department recognizes that a certified medical condition may prevent some Department members from complying with the established policy.
  • B.Those members who have been granted a medical exemption from the Department's “clean-shaven” policy prior to 01 January 2015 will be required to reapply for an exemption by 31 March 2016.
  • C.Members granted a medical exemption from the Department's “clean-shaven” policy between 01 January 2015 and 31 December 2015 will be sent a new Medical Exemption from the Chicago Police Department's Clean-Shaven Policy Card (CPD-62.436) by the Medical Section.
III.Procedures
A Department member having a skin condition aggravated by shaving may apply for an exemption to the clean-shaven policy.
  • A.To obtain an exemption the affected member will:
    • 1.call the Medical Section and request an exemption from the clean-shaven policy.
    • 2.comply with the instructions received from the Medical Section.
    • 3.continue to comply with the Department’s clean-shaven policy unless an exemption has been certified by the Medical Section.
    • 4.submit to an examination by a physician.
      NOTE:
      Compensatory time will not be granted for the purposes of a medical examination intended to determine if a medical exemption should be granted.
    • 5.receive a copy of the Medical Excuse form and be issued a Medical Exemption from the Chicago Police Department's Clean-Shaven Policy Card (CPD-62.436) if the Medical Section certifies the exemption from the clean-shaven policy. The expiration date will be two years from issue date.
  • B.Upon certification, the member when wearing a full beard under the Exemption from the Department's Clean Shaven Policy:
    • 1.will maintain a full beard that does not exceed 1/4 inch in length while on-duty.
    • 2.will not wear a goatee or other customized beard creations while on-duty.
    • 3.will ensure that a Medical Exemption from the Chicago Police Department's Clean-Shaven Policy Card (CPD-62.436) is carried on their person while on-duty and is available to any supervisor upon request.
      NOTE:
      For the purposes of this directive, the term on-duty applies to any official function, including court appearances, regardless of attire.
  • C.The Medical Section will:
    • 1.forward written instructions to a member requesting an exemption.
    • 2.upon certification, ensure that the following are recorded on the member’s copy of the Medical Excuse form (CPD-62.435):
      • a.prescribed maximum length of the facial hair and
      • b.duration of the medical excuse is maximum of two years.
    • 3.ensure that the original Medical Excuse form is placed in the member’s medical file.
    • 4.ensure that the member receives a copy of the Medical Excuse form and is issued a Medical Exemption from the Chicago Police Department's Clean-Shaven Policy Card (CPD-62.436) .
    • 5.enter the Medical Exemption into the automated Watch Personnel System.
    • 6.forward a copy of the Medical Excuse form to the:
      • a.commanding officer of the member’s unit of assignment.
      • b.commanding officer of the unit of deployment or detail if the member is deployed or detailed to another unit.
  • D.Unit commanding officers will ensure that:
    • 1.a copy of the Medical Excuse form is placed in the member’s unit personnel file.
    • 2.a copy of the Medical Excuse form is forwarded to the designated member's supervisor.
    • 3.the Medical Exemption has been entered into the automated Watch Personnel System.
    • 4.whenever a member is deployed or detailed to another unit, a copy of the Medical Excuse form is forwarded to the commanding officer of the unit of deployment or detail.
