I.Purpose
This directive:
  • A.continues the exempt position of district commander.
  • B.defines the duties and responsibilities of the district commander.
II.General Responsibilities
District commanders will:
  • A.report directly to the deputy chief of their respective police areas.
  • B.ensure that personnel under their command provide quality police service in a professional manner.
  • C.comply with duties set forth in the Department's Rules and Regulations and directives.
  • D.be held accountable for addressing crime and disorder conditions in their assigned districts.
III.Administrative Responsibilities
District commanders will:
  • A.ensure that Department policies and procedures are implemented at the district level.
  • B.utilize their respective commands in a manner that provides professional police service through:
    • 1.implementation of mission-oriented directed patrol;
    • 2.maintenance of effective supervision through the chain of command;
    • 3.establishment of personal accountability for crime and disorder within assigned beats; and
    • 4.cooperation with members of specialized units who are working in the district.
  • C.upgrade the skills of personnel through the use of training, guidance, counseling, and other management techniques on a continual basis.
IV.Operational Responsibilities
The operational duties of district commanders include, but are not limited to, the following categories of command responsibility:
  • A.Resource Utilization
    District commanders will:
    • 1.maximize the efficiency and effectiveness of their commands by utilizing Department resources.
    • 2.ensure that supervisory personnel are:
      • a.continuously directing the efforts of their subordinates toward the achievement of Department goals;
      • b.reporting to the commander through channels on specific problems requiring police action and the means they are using to resolve them; and
      • c.held responsible for the performance of their subordinates.
    • 3.recognize and effectively apply the talents of subordinates.
    • 4.ensure that supervisory personnel report both deficiencies and outstanding performance in order to:
      • a.reinforce positive performance.
      • b.correct negative performance.
    • 5.deploy personnel resources consistent with district priorities, including ensuring a watch operations lieutenant is designated and assigned for each watch.
      NOTE:
      The district commander will ensure the appropriate area deputy chief is notified of watch operations lieutenant vacancies that need to be filled with personnel assigned outside of the district, according to Bureau of Patrol procedures and the current collective bargaining agreement.
    • 6.ensure roll calls are being conducted by supervisory personnel and include, but are not limited to:
      • a.the training and inspection of personnel;
      • b.the dissemination of information concerning crime-related problems within the district;
      • c.the recognition of exceptional police performance; and
      • d.the dissemination of policy and procedures as set forth in Department, bureau, division, and district-level directives.
    • 7.inform their appropriate area deputy chief of:
      • a.training needs.
      • b.recommendations for the improvement of Department procedures.
  • B.Inspections
    District commanders will ensure:
    • 1.continual inspection of district facilities, equipment, vehicles, materials, and personnel;
    • 2.the efficient and effective performance of district personnel;
    • 3.the timely response to calls for police service and return to available-for-duty status; and
    • 4.that reports are completed and approved appropriately and in a timely manner.
  • C.Police-Community Relations
    District commanders will:
    • 1.promote community efforts to assist law enforcement through participation in community-based programs.
    • 2.foster positive police-community engagement and interaction consistent with the Department's Community Policing Strategy.
    • 3.support the philosophy that the community is entitled to the highest level of police service the Department can provide and lead, direct, and command the patrol force in their districts to that end.
    • 4.cooperate with the news media in conformance with Department policy.
  • D.Field Responsibilities

    For incidents that involve the destruction of an animal with no injuries to any persons, the district commander will respond and assume the role of the Street Deputy when the district executive officer is not on duty.
