I.Purpose
This directive continues the position and defines the functions of the district executive officer (XO).
II.General Information
  • A.Executive officers are second in command of the district to which they are assigned.
    NOTE:
    The executive officer will not perform substantially all of the duties or assume substantially all the responsibilities of a commander without the prior written approval of an appropriate deputy chief or the Chief, Bureau of Patrol.
  • B.Actions performed by the executive officer in the absence of the commander will be given the same weight as if they had been performed by the district commander.
  • C.The executive officer will normally not work the same duty hours as the district commander.
  • D.The responsibilities of the executive officer include, but are not limited to, assisting the district commander in areas of operations, administration, planning, identification of emerging crime trends, and preparing strategic plans to address crime and disorder issues impacting the community.
III.Duties and Responsibilities
Duties and responsibilities of executive officers assigned to District Law Enforcement include but are not limited to:
  • A.executing the policies and strategies designed to address crime and disorder matters in their district.
  • B.ensuring the tactical lieutenant assigns tactical personnel on daily mission-driven assignments to support specific prevention strategies.
  • C.ensuring that watch supervisors assign watch personnel consistent with the district strategic mission.
  • D.ensuring watch operations lieutenant vacancies are filled at all times according to Bureau of Patrol procedures and the current collective bargaining agreement.
    NOTE:
    The district executive officer will notify the district commander when unable to fill a watch operations lieutenant vacancy with district personnel.
  • E.ensuring supervisory personnel are assigned to conduct roll calls for all district personnel, including rapid response and tactical teams.
  • F.ensuring designated supervisors inspect the district's lock-up facilities.
  • G.supervising district sworn and civilian members.
  • H.monitoring and evaluating the effectiveness of crime and disorder suppression policies and strategies.
  • I.recommending adjustments/changes to policies and strategies.
  • J.developing, monitoring, and analyzing strategies to manage and ensure proper oversight and response to:
    • 1.overtime,
    • 2.elective use of time,
    • 3.balancing day-off groups,
    • 4.medical roll use,
    • 5.Department vehicle crashes,
    • 6.court deviations,
    • 7.complaint and disciplinary proceedings,
    • 8.Department in-service training (e.g., annual firearms qualification, streaming videos, eLearning), including ensuring members attend and complete the required or assigned training,
    • 9.property inventory procedures including the inspection of the district storage areas to ensure property is properly inventoried and transferred, and
    • 10.equipment and technology deficiencies, ensuring the deficiencies are documented and addressed.
  • K.ensuring the period work sheets and deployment of district personnel are consistent with the overall strategic mission of the district.
  • L.monitoring the electronic case reporting application and other submitted reports, including paper case reports, to ensure that field supervisors and station supervisors are fulfilling their responsibility for the approval of pending reports.
  • M.reviewing and, if appropriate, approving:
    • 1.period work sheets.
    • 2.motor vehicle pursuits and traffic crash investigations involving Department members at the direction of the district commander and consistent with the Department directive entitled "Traffic Crash/Pursuit Review."
  • N.optimizing community involvement and responding appropriately to community priority concerns.
  • O.supervising the district Community Relations office.
  • P.ensuring effective utilization of available technology, including the CLEAR system, to analyze and disseminate information and to monitor the activity of field units.
  • Q.conduct roll call if necessary, ensuring the following, but not limited to:
    • 1.personnel properly report on duty;
    • 2.inspections are conducted (uniform, personal appearance, firearms, etc.), as required;
    • 3.proper roll call notifications, including court notifications;
    • 4.the exchange of information from the prior watch concerning current crime conditions; and
    • 5.the appropriate training is conducted.
  • R.overseeing the overall operational and administrative functions of the district.
  • S.performing duties as directed by the district commander.
  • T.assuming command of the district in the absence of the district commander.
IV.Situational Duties
The district executive officers will:
  • A.assign investigating supervisors to complaint register investigations, monitor the progress of the investigations, and ensure that the investigations are completed in a timely manner.
    NOTE:
    When a district supervisor is accused in a complaint register investigation, the district executive officer will designate a supervisor one rank higher than the accused to conduct the investigation.
  • B.conduct and complete Complaint Register (CR) investigations assigned by the district commander, in a thorough, objective, and expeditious manner, as directed by the relevant Department directives.
  • C.acknowledge excellent performance and recommend appropriate recognition for outstanding achievements.
  • D.evaluate district lieutenants and others as determined by the district commander.
  • E.participate in the development of Individualized Performance Plans (CPD-62.217) for members who are identified for placement in the Behavioral Intervention System or Personnel Concerns Program, consistent with the Department directives entitled “Behavioral Intervention System” and “Personnel Concerns Program.”
  • F.when on duty, respond and assume command of incidents involving the discharge of a firearm by a Department member until the arrival of the Street Deputy and follow the procedures delineated in the Department directive entitled "Deputy Chiefs Assigned to the Street Operations Unit."
    NOTE:
    For incidents that involve the destruction of an animal with no injuries to any persons, the on-duty district executive officer will assume the role of the Street Deputy and remain in command of the investigation.
V.Conflict Resolution
If this directive conflicts with a provision in any other Department directive relative to the duties, responsibilities, notifications, or required approvals, members will seek guidance from the Chief, Bureau of Patrol.
