Vehicle Relocation Procedures

I.Purpose
  • A.This directive:
    • 1.outlines Department policy, procedures, and responsibilities relating to vehicle relocation operations.
    • 2.classifies types of vehicle relocation operations.
  • B.Department members will refer to the Special Order entitled "Vehicle Relocation Procedures" for additional procedures for the processing of vehicles.
II.Vehicle Relocation Operations
  • A.Large Scale Unplanned Events
    • 1.If vehicles are required to be relocated during a large scale unplanned event, Department members will:
      • 1.notify the Office of Emergency Management and Communications (OEMC) dispatcher of the need to relocate vehicles .
      • 2.notify a supervisor.
      • 3.determine if a vehicle is stolen. If so, Department members will follow the procedures outlined in the Department directive entitled, "Vehicle Theft and Wanted Vehicle Procedures."
        NOTE:
        The vehicle should still be relocated, if circumstances demand, unless there is a need to have the vehicle examined for physical evidence.
      • 4.assist tow truck operators with relocation by attempting to locate owners of parked vehicles using the public address (PA) system in their vehicles between 0700 and 2300 hours.
      • 5.complete a Vehicle Relocation Report (CPD-11.475), ensuring that the vehicle's license plate, vehicle identification number (VIN), and Vehicle Wheel Tax license number (city sticker) are documented in the appropriate boxes.
      • 6.if a vehicle is parked in violation of a City ordinance that requires towing, affix the proper Violation Notice and, if time permits, have the vehicle towed to an authorized Auto Pound.
      • 7.assist members of the public seeking the whereabouts of their vehicles by inputting their license plate number, VIN, or Vehicle Wheel Tax license number into a Portable Data Terminal or checking it through the dispatcher.
        NOTE:
        There will be a time delay before a vehicle's information enters the computer system. Department members unable to obtain the location of a vehicle should instruct the member of the public to telephone 311 or the district desk at a later time.
    • 2.Department members assigned to a relocation site will be responsible for:
      • a.site security.
      • b.the release of vehicles to registered owners or their representatives, with proper identification and proof of ownership.
        NOTE:
        When the release of a vehicle is in question, the designated supervisor in charge of the relocation site will make the final determination.
      • c.obtaining signatures from registered owners or their representatives on the Relocated Vehicle Release report (CPD-11.479).
    • 3.Sergeants or other designated supervisors will meet with personnel assigned to relocation duties (either on the street or at an off-street relocation site), at no longer than two-hour intervals, to collect all Vehicle Relocation and Relocated Vehicle Release reports and immediately forward the reports to district desk personnel.
    • 4.District sergeants will ensure that:
      • 1.the Vehicle Relocation and Relocated Vehicle Release reports are immediately transmitted to the Alternate Response Section (ARS) via facsimile and ARS is notified of the transmittal.
      • 2.the Vehicle Relocation and Relocated Vehicle Release reports are promptly transmitted to the Auto Desk via facsimile and the Auto Desk is notified of the transmittal.
      • 3.members of the public are assisted in seeking the whereabouts of their relocated vehicles. If unable to locate their vehicles through the Hot Desk System, members of the public will be directed to call the "311" Non-Emergency City Service Request Telephone Number if they are calling within the City limits, or (312) 744-5000 if they are calling from outside the City limits.
        NOTE:
        Members of the public should be directed to 311, only after every effort has been made to locate their vehicles.
      • 4.all processed Vehicle Relocation and Relocated Vehicle Release reports are forwarded to the district review office for retention.
    • 5.Field lieutenant or designated supervisor will:
      • 1.direct assigned personnel to control the movement of vehicular traffic in and about a relocation area (i.e., direct, restrict, and/or detour vehicles as required).
      • 2.assign a sufficient number of district personnel to each relocation site.
      • 3.establish where relocation sites are to be located within their respective districts, (such as, but not limited to, off-street sites, vacant lots, parks, other streets).
      • 4.forward site locations to Crime Prevention and Information Center (CPIC) and to the Command Post, if one has been established.
      • 5.establish 24-hour security at all sites located within their respective districts with a minimum of two officers for each site.
    • 6.District station supervisors will determine the need to contact CPIC for assistance in relocation operations.
    • 7.CPIC will:
      • 1.upon being contacted for vehicle relocation assistance, request the following:
        • a.the nature of the incident requiring vehicle relocation.
        • b.the time and location as to where police personnel will meet with the Department of Streets and Sanitation tow units.
        • c.the area or length of the streets to be cleared.
      • 2.relay the information obtained to the following offices:
        • a.Chief, Bureau of Patrol
        • b.Watch Manager, OEMC
        • c.Station supervisor in the affected district, if not notified.
      • 3.assess the need for establishing a Command Post when the relocation of vehicles involves more than two police districts or an excessive amount of vehicles are involved. If established, the Command Post personnel will:
        • (1)coordinate relocation operations between police districts.
        • (2)convey to the supervisor in charge of the Department of Streets and Sanitation the extent of the relocation operation.
      • 4.upon authorization of the First Deputy Superintendent, or in their absence, the On-Call Incident Commander, send the appropriate Administrative Message Center (AMC) message.
    • 8.The OEMC will:
      • 1.upon notification of an emergency situation requiring relocation of parked vehicles, immediately notify CPIC and contact the Department of Streets and Sanitation, for assignment of supervisors and tow truck operators to the meeting location(s).
      • 2.access whether to provide traffic control aides when needed.
    • 9.The Alternate Response Section will enter information on relocated vehicles and the release of such vehicles into the appropriate computer applications in accordance with existing procedures.
  • B.Small Scale Unplanned Events
    The procedures outlined below will be followed for the small scale movement of vehicles which impede traffic and/or are a safety hazard in unplanned events.
    • 1.Responding members will:
      • a.determine the extent of relocation operations.
      • b.contact their supervisor, if assistance is required.
      • c.contact the OEMC dispatcher and request an immediate relocation, providing the dispatcher with the following vehicle information:
        • a.year, make, model, and color.
        • b.VIN or state license plate.
        • c.present location of a vehicle.
      • d.have the OEMC dispatcher notify the Department of Streets and Sanitation for assignment of a tow truck operator.
      • e.complete the Vehicle Relocation Report (CPD-11.475), and submit it to district desk personnel, in the district of occurrence, prior to the end of the tour of duty.
    • 2.Station supervisors, field supervisors, Alternate Response Section, and Public Safety Information Technology will follow the procedures delineated for their position/unit for large scale unplanned events.

GLOSSARY TERMS:
1. -
  • Movement of vehicles to either another street location or an off-street relocation site, (i.e., Park District property, City lots, etc.).
    NOTE:
    Relocated vehicles are not towed to established auto pounds.
  • Vehicle Relocation Situations:
    • 1.Large-Scale Unplanned Events - include the large scale movement of vehicles for emergencies, such as, floods, fires, and explosions, etc.
    • 2.Preplanned Events - movement of vehicles for large scale events such as, parades, special events, and dignitary movement.
    • 3.Snow-Related Operations - certain snow related emergencies which require parked vehicles to be relocated from arterial streets. Refer to the Department directive entitled "Snow Related Emergency Operations" for specific procedures.
    • 4.Small-Scale Unplanned Events - vehicles which impede traffic, are a safety hazard, or are involved in unplanned events. Examples include: vehicles involved in a traffic crash, vehicles experiencing mechanical failure, or small scale movement of vehicles for unplanned events.
