O’Hare and Midway Airports Geocoding Systems

I.Purpose
This directive:
  • A.expands the Airport Geocoding System to include both O'Hare and Midway Airports, and
  • B.discontinues the O'Hare Airport Geocoding Pilot Program.
II.General Information for O'Hare and Midway Airports
  • A.The Airport Geocoding System provides multiple beat designations, addresses, and location codes for the airports consistent with district law enforcement practices.
    NOTE:
    The Airport Geocoding System discontinues the practice of reporting all incidents occurring within the boundaries of the airports using the same beat, the same address, and the same locations code.
  • B.For the purposes of this system, O'Hare Airport is considered a component of the 16th District and Midway Airport a component of the 8th District.
  • C.The Airport Geocoding System is intended to:
    • 1.increase domestic preparedness in the event of a major incident at either airport; and
    • 2.facilitate crime analysis for management accountability.
  • D.The Airport Geocoding system became effective 01 January 2010 at 0001 hours for O'Hare Airport and will be effective 1 February 2012 at 0001 hours for Midway Airport.
III.System Overview
  • A.O’Hare Airport boundaries are as follows:
    • 1.north boundary: Touhy Avenue
    • 2.south boundary: Irving Park Road
    • 3.east boundary: Mannheim Road
    • 4.west boundary: York Road.
  • B.Beat designations for O’Hare Airport are as follows:
    • 1.1651: Terminal 1
    • 2.1652: Terminal 2
    • 3.1653: Terminal 3
    • 4.1654: Airfield, Backfield, and nonterminal Locations
    • 5.1655: Terminal 5.
  • C.Midway Airport boundaries are as follows:
    • 1.north boundary: 55th Street
    • 2.south boundary: 63rd Street
    • 3.east boundary: Cicero Avenue
    • 4.west boundary: Central Avenue.
  • D.There is only one beat designation for Midway Airport. The entire airport is designated as beat 813.
  • E.Address Formula for O'Hare Airport
    The address formula will use the following geocoding protocol:

  • G.Airport Location Codes
    When completing a case report, members will use the following location codes:
    • 1.095A - Aircraft
    • 2.095B - Airport Transportation System (ATS)
    • 3.095C - Airport Parking Lot
    • 4.095D - Airport Terminal Lower Level - Secure Area
    • 5.095E - Airport Terminal Upper Level - Secure Area
    • 6.095F - Airport Terminal Lower Level – Nonsecure Area
    • 7.095G - Airport Terminal Upper Level – Nonsecure Area
    • 8.095H - Airport Terminal Mezzanine – Nonsecure area
    • 9.095I - Airport Building Non-Terminal – Secure Area
    • 10.095J - Airport Building Non-Terminal – Nonsecure Area
    • 11.095K - Airport Exterior – Secure Area
    • 12.095L - Airport Exterior – Nonsecure Area
    • 13.095M - Airport Vending Establishment.
IV.Responsibilities
  • A.Public Safety Information Technology (PSIT)
    The Managing Deputy Director, PSIT, will ensure:
    • 1.the O’Hare Airport and Midway Airport Geocoding System addresses are available in all Chicago Police Department applications that validate addresses.
    • 2.O’Hare and Midway Airport beat maps are updated and maintained.
  • B.Airport Law Enforcement Section
    • 1.The Commander, Airport Law Enforcement Section, will ensure that Department members assigned, detailed, or working special employment at O’Hare or Midway Airports use the designated geocoding system on all reports generated for Department use and/or entered into Department applications.
      NOTE:
      Department members may contact the O’Hare or Midway Communications Centers to obtain or confirm correct geocoding address and location codes.
    • 2.The designated supervisor, Airport Law Enforcement Section, will notify the O'Hare or Midway Communications Center concerning:
      • a.valid addresses that do not appear in the system, and
      • b.addresses that are no longer valid and need to be removed from the system.
  • C.16th District and 8th District
    The commanders of the 16th and 8th Districts will ensure:
    • 1.district lockup personnel use the designated geocoding system when processing arrestees transported to the district from O’Hare or Midway Airports.
    • 2.district review office personnel ensure all case reports originating from O’Hare or Midway Airports use addresses consistent with the designated geocoding system.
      NOTE:
      Department members may contact the designated supervisor, Airport Law Enforcement Section, to obtain or confirm correct geocoding addresses and location codes.
  • D.Alternate Response Section (ARS)
    The Commanding Officer, Alternate Response Section, will ensure that ARS call-takers completing case reports originating from or related to O’Hare or Midway Airports use addresses consistent with the designated geocoding system.
  • E.O’Hare and Midway Communication Centers
    O’Hare Communications Center (OCC) and Midway Communication Centers (MCC) personnel will:
    • 1.continue to dispatch Department personnel using the 7200 series.
    • 2.provide requesting Department personnel with beat and street addresses consistent with the designated geocoding system.
