I.PURPOSE
This directive:
  • A.continues the Physical Fitness Incentive Award Program as outlined in the collective bargaining agreement between the Chicago Police Department and the Fraternal Order of Police.
  • B.provides criteria and procedures for participating in the program.
  • C.establishes that the testing dates, hours, and location will be announced by the Education and Training Division annually.
II.GENERAL INFORMATION
  • A.The Physical Fitness Incentive Award Program was established to promote physical fitness among sworn members.
    NOTE:
    Probationary Police Officers (PPOs) are not eligible to participate in this program. However, if a PPO is scheduled to complete their probationary status during the testing period, they may participate after their probationary status ends.
  • B.Sworn members may elect to participate voluntarily, during off-duty hours and without compensation, in the physical fitness test.
    • 1.Sworn members participating in the fitness test will complete a waiver which indicates that the member is volunteering to take the fitness test and will not hold the Department liable for any injury or illness that occurs as a result of the member’s participation in the testing process.
    • 2.Any injury, illness, or death that results from participation in the fitness test will not be considered as Injury on Duty or Death in the Performance of Duty.
    • 3.Successful completion of the physical fitness test will result in payment of a physical fitness premium and the issuance of a Department Emblem of Recognition-Fitness Bar.
      NOTE:
      The Physical Fitness premium will be based upon the participating members’ collective bargaining agreement.
  • C.The following are not subject to the grievance procedure:
    • 1.the test standards,
    • 2.the results of the testing, and
    • 3.the medical status of an officer who is injured participating in this program.
III.RESPONSIBILITIES
  • A.The Education and Training Division will:
    • 1.announce the testing dates, times, location, and registration procedures via an Administrative Facsimile Message (AFMN) message.
    • 2.administer the physical fitness test.
    • 3.upon request, schedule a testing date for the member.
    • 4.forward a copy of the completed list of successful participants of the physical fitness test to the:
      • a.Human Resources Division,
      • b.Finance Division.
  • B.The Human Resources Division will:
    • 1.ensure receipt of the completed list of successful participants of the physical fitness test.
    • 2.include a copy of the list in each member’s personnel file who has successfully completed the physical fitness test.
    • 3.administer the Department Emblem of Recognition-Fitness Bar to the member who has successfully completed the physical fitness test.
  • C.The Finance Division will ensure the issuance of the physical fitness premium to each member who has successfully completed the physical fitness test.
IV.TESTING REQUIREMENTS
  • A.The Physical Fitness Incentive Award test will be based on the Illinois Law Enforcement Training and Standards Board Peace Officer Wellness Evaluation Report (POWER) test. The standards of the POWER test are based on members’ sex and age.
  • B.Sworn members must pass every test during one testing session and meet the minimum standards listed in the chart below to qualify for the physical fitness incentive award.

  • C.Consistent with the Department directive entitled “Department Awards,” sworn members on suspension, medical roll, convalescent duty, or having a physical condition that might prevent them from performing strenuous physical activity on the day of testing are prohibited from participating in this program. Members will refer to the above-cited directive for further guidance.
V.TESTING SESSIONS
  • A.Registration for the Physical Fitness Incentive Award Test is available on the Department intranet and specific registration procedures will be announced by the Education and Training Division. A confirmation page will be displayed after the member has successfully registered and should be printed for the member’s records.
    NOTE:
    Selecting test dates at or near the end of the testing period severely limits rescheduling opportunities. Those choosing early test sessions are more readily accommodated than those selecting later testing dates.
  • B.A test session may be rescheduled via the Department intranet and is subject to the availability of the remaining sessions.
  • C.All testing will take place prior to 01 November.
  • D.No testing will occur on weekends or holidays.
  • E.Members will report at least thirty minutes prior to the scheduled test time.
  • F.Members will display their police identification and valid Illinois Drivers License prior to participating in the testing.
  • G.Members should allow two hours to complete the testing.
  • H.Members who miss their scheduled testing date will have one opportunity to reschedule the test. The member will report to the Education and Training Division Physical Training Section to reschedule their test.
    NOTE:
    The rescheduled testing date and time will be determined by the Education and Training Division Physical Training Section supervisor.
  • I.Members will only be allowed to take the test once each year. No retest will be allowed to any member that fails any portion of the test.
